We appreciate any constructive comments and suggestions that could enhance our efforts to keep you informed. What is the Citizens' Police Academy? The Citizens’ Police Academy is a revolutionary concept in law enforcement that provides citizens with a better understanding of the role of law enforcement. The Citizens’ Police Academy will offer citizens insight into how members of The Texarkana Police Department perform their duties and promote better police/community relations. Who Teaches the Academy and what Subjects are included? The instructors are actual police officers from the department who teach in their own area of expertise. Each has years of training and experience. The sessions encompass many demonstrations including K-9 units, central dispatch, traffic enforcement, use of force, investigations and much more. Students are encouraged to participate in several exercises designed to place them in the shoes of police officers. These exercises include mock investigations, traffic stops, and more. To be considered for the Citizens' Police Academy, an applicant must be a resident of or work in the City of Texarkana or Miller County, pass a criminal history check, possess a valid driver’s license, be at least 18 years of age and have no prior felony convictions. ______________________________________ TERMS OF USAGE This is the official page of the Texarkana Arkansas Citizen’s Police Academy Alumni Association. Ok... It's not quite this bad out there yet, but we are getting a LOT of rain this morning. Some streets are already flooded and impassable. Officers are at the underpass right now on W. 7th Street and are calling for barricades to close down the street. You're gonna want to take an alternate route if you normally go that way.

Please be careful driving into work this morning. If you come upon water standing on the roadway and you can't tell how deep it is, don't chance it and try to go through it.

Turn around. Don't drown.

Round-a-bouts, or rotary traffic islands, have seemed to cause arguments around the state! You either love them - or you hate them! They are a relativity new concept for many Arkansans, so we are here to help and remind you what to do when you come upon one of these pesky little things!

Why the change you ask?? Well, roundabouts promote a continuous flow of traffic. Unlike intersections with traffic signals, drivers don't have to wait for a green light at a roundabout to get through the intersection. Traffic is not required to stop – only yield – so the intersection can handle more traffic in the same amount of time.

Another main reason for the change, is recent data that shows roundabouts reduced injury crashes by 75 percent at intersections where stop signs or signals were previously used for traffic control!!! Arkansas law is very simply stated, but the image below should give you a few tips on how to proceed through these traffic islands!

27-51-304 - One-way roadways and rotary traffic islands.

(a) Upon a roadway designated and signposted for one-way traffic, a vehicle shall be driven only in the direction designated.
(b) A vehicle passing around a rotary traffic island shall be driven only to the right of such island.

Here are a few more tips:

- When you approach a roundabout, you will see a yellow "roundabout ahead" sign with an advisory speed limit for the roundabout.

- Slow down as you approach the roundabout, and watch for pedestrians in the crosswalk.

- Yield to traffic already in the roundabout.

- Once you see a gap in traffic, enter the circle and proceed to your exit. If there is no traffic in the roundabout, you may enter without yielding.

- Do not stop in the roundabout.

- Look for pedestrians and use your turn signal before you exit, and make sure to stay in your lane as you navigate the roundabout.

On 1/07/19 the OEM assisted Fouke ISD School Resource Officer Jeremy McClure with a disaster preparedness drill. The scenario based drill involved several 1st responders such as Fouke PD, Fouke FD, LifeNet, Texarkana AR PD and the Miller County Prosecutor’s Office. This was a role playing drill designed to prepare the Fouke School administration and staff with mitigation and response to an Active Shooter. Great job everyone!!!

The Texarkana Arkansas Police Department is pleased to announce the recent promotion of Two officers.

Sergeant Scott Megason has been promoted to the rank of Lieutenant. Lieutenant Megason began his career with the Texarkana Arkansas Police Department in March of 1992.

During his years in Law Enforcement Lt. Megason has been assigned as an officer and supervisor in the Patrol Division, Services Division, Special Operations Section, and the Criminal Investigation Division.

Lt. Megason served as a Field Training Officer, member of the Advisory Board, Coordinator for the Explorer Program, as well as the Public Information Officer for the Texarkana Arkansas Police Department. Additionally, Lt. Megason serves as a coordinator for the Hostage Negotiation Team for TAPD SWAT team.

Lt. Megason holds a Senior Law Enforcement Certificate and has received numerous letters of accommodation and appreciation. Including recipient of the Life Saving Award.

His promotion date is as follows; promoted to Lieutenant (effective) 12/30/18.

Officer Rick Cockrell has been promoted to the rank of Sergeant. Sgt. Cockrell began his law enforcement career with the Texarkana Arkansas Police Department in July of 2010. Sgt. Cockrell served for 8 years in the United States Army.

During his time with the Texarkana Arkansas Police Department Sgt. Cockrell has served in the Patrol Division, as well as time spent assigned as a Housing Authority Officer and Crime suppression under the Special Operations Unit, and the Services Division as Intelligence Investigator.

Sgt. Cockrell has served as member of the Honor Guard, Advisory Board, and SWAT Team.

Sgt. Cockrell holds an Intermediate Law Enforcement Certificate and has received numerous letters of commendation and appreciation throughout his tenure. In 2013 Sgt. Cockrell was selected as Officer of the Year.

His promotion date is as follows; promoted to Sergeant (effective) 12/30/1

**********Update********
After undergoing a thorough evaluation, Officer Shepherd was released from St. Michael Hospital early this morning and is resting at home. He sustained a substantial injury to his hand and some fracturing in his back, but he is expected to fully recover with some time. TAPD would like to thank all of those who have called and messaged us with encouragement for our injured officer! In this Christmas Season we have been truly blessed!!

At 8:20pm, TAPD responded to a vehicle accident involving a TAPD patrol unit in the 400 block of east street. During the investigation TAPD Officer Mason Shepherd, assisting with the accident investigation, was struck by a vehicle traveling north bound on east street. Officer Shepherd has been transported to St. Michaels hospital and is currently in stable condition.

The initial investigation began when Officer Jacob Montoya, traveling north bound on east street, his patrol car was struck by a vehicle that was exiting from the parking lot of 402 East street. Officer Montoya sustained minor injuries from the accident.

Both accidents remain under investigation at this time.

TAPD would like to congratulate two Officers on their recent retirement.

Lieutenant Jason Shores began his distinguished career with the Texarkana Arkansas Police Department in May of 1992. Lt. Shores has worked in CID, Patrol, and Services throughout his tenure additionally serving as the supervisor for the Hostage Negotiator team.

Lt. Shores has worked on many difficult cases and tasks throughout the years and his experiences have served him well in becoming a trusted supervisor. We wish him well as he transitions to the next phase in his career, as the TAPD fleet manager.

Corporal Rick Hawkins joined the department in April of 1985. During his career Corporal Hawkins has served in the Patrol Division, CID and Services. On June 18, 2018 Corporal Hawkins assumed the responsibilities of Fleet Manager for the Texarkana Arkansas Police Department. We wish Corporal Hawkins well as he transitions to the next phase in his career, as an Officer for the Texarkana Airport.

Congratulations and best of luck. We thank you for your dedicated service to the Texarkana Arkansas Police Department.

Early Friday morning, on December 14th, 2018, TAPD Officers Richard Conkleton and Dylan McCrary were traveling from Texarkana to the Law Enforcement Training Academy (ALETA) in Camden, Arkansas, for graduation after 13 weeks of training.

On their journey, at 6:30am, as the Officers entered Ouachita County on HWY 278 West, they observed a small vehicle off the roadway in a large culvert. Due to the weather conditions, heavy downpour rains and flooding, it was extremely difficult to see the vehicle from the roadway. Officers approached the vehicle and determined a female was trapped inside, unable to get out from mud and water pushing on the doors. While Officer McCrary worked on getting the woman out of the vehicle, Officer Conkleton drove down the road to search for cell phone service to call 911 for assistance. Eventually officers were able to get the woman out the vehicle safely, where she was transported to a local hospital for minor injuries.

Due to the officers attention to detail by observing a barely visible vehicle in a ditch with rising water off the roadway and in the pouring rain, they were able to assist a female that without their help may have been a grave situation.

Once Ouachita County Sheriff arrived on scene, the officers continued their journey to ALETA, where they were able to clean up and graduate on time.

What an incredible evening! Last night TAPD had the 27th annual Cops and Kids dinner, where we picked up the kiddos from Arkansas Baptist home and Watersprings Ranch in police cars and escorted them, of course with lights and sirens, to the Four States Fair & Rodeo grounds for a night of fun and fellowship. You cannot imagine the surprise that we found upon arrival! A beautiful Christmas display greeted us filled with so much to do! There was crafts with Michaels Stores ,video games by Hypecon, photo booth from Bill's Movers , popcorn, cotton candy, the biggest candy table you’ve ever seen, awesome nerf gun stations, the grinch from LifeNet,Inc., and the REAL Santa with the help of Texarkana Toy Man. The meal was absolutely delicious thanks to JR's Catering Company. And of course we cannot thank enough our Texarkana Arkansas Citizens Police Academy Alumni Association and the beautiful ladies from Pink Behind The Thin Blue Line! They made this all happen and for them we are grateful for their continuous and dedicated support!

Shop with a Cop 2018 was the most successful year yet. Because of this community we were able to give over 140 children something special for Christmas. It is hard to describe in words how big today was. The pictures you see here are a small part of the memories made and the gratitude expressed. We wish to express our heartfelt appreciation to all of the sponsors who made this possible. Today over 75 police officers, deputies, firefighters, animal control, and state police worked together for something entirely good. We had so many volunteers come out; Texarkana Arkansas Citizens Police Academy Alumni Association, Pink Behind The Thin Blue Line, Texarkana Emergency Center, Texarkana CollegeCriminal Justice Students, Arkansas High Cheerleaders, Arkansas High Interact and Y2L Students, Scouts Council, Pawn Express and Farmers Bank & Trust. They were all a huge help in bringing calm to the chaos. To all of our sponsors, this happened today because of you and your determination to demonstrate the true spirit of Christmas!!!! Thank you and Merry Christmas. May you all be blessed as each one of us were today.
