We are in desperate need of help moving. We have hired movers, we are using 309s, and I have pulled a patch crew from the road department, not to mention the employees, including our circuit judges. If you know of someone would you please let me know. The Miller County courthouse is 55,500 square feet. We are having to move everything! Any advice or help would be greatly appreciated. Thank you to Steve Ledwell for the use of your trucks. I do want to add that everyone is working really hard but this is basically a six story building and the elevator is not working.

As you know, the Courthouse sustained major water damage from pipes that burst during the snow storm. Our staff has been working tirelessly to relocate our office equipment in order to continue to serve our community. At this time, most of the office staff will be working remotely from their homes, with only a limited number of staff setting up work stations at the SWAT building in order to conduct in-person business, by appointment only.

All fine payments must be mailed or paid online at https://pay.arcourts.gov

Child support payments must be mailed to our office at the address listed above. We cannot accept walk-in payments at this time.

Last night several more pipes burst at the courthouse. The building is basically going to have to be completely redone. The Prosecutors office and all three Circuit judges are moving downtown to the Landmark building. The offices on the first floor will also be moving to other locations. We will post that information as we receive it. Some floors have 6 inches of water. The ceilings have fell in in most of the offices. I realize we still have business here that must be conducted. Please call the offices before you make the trip. This is devastating.

Cleaning began at the Miller County Courthouse. The second and first floors as well as the basement has a lot of damage. The ceilings have fell in in several office. The County Extension Office, Judge Carlton Jones, Judge Brent Haltom and the second floor courthouse room where flooded out. In the first floor there is damage to the County Judges Office, Collectors Office, Circuit Clerks Office and the State Police Office. Ceilings have fell in from all of the water. In the basement the Prosecuting Attorneys ceiling has fell in as well as flooding from all the water. The heat is restored but the elevator is still out of order. Tomorrow we will begin clearing furniture and etc out of the affected offices to start removing the carpet. We plan to have the courthouse open Monday but it will be a mess, so please be patient with us.

Beginning Monday at 8am the Miller County Courthouse will begin to ease restrictions in that all offices, except the Circuit Judges, will be open to the public for business. Only the South Handicap entrance will be accessible and expect to be screened (temp) prior to entering. Note * All Circuit Court Judges will continue business by appointment only*

*City of Texarkana Arkansas; With regards to the previously held press conference of the Joint OEM, which included Miller County, concerning the recommend curfew for the City of Texarkana, this recommendation is no longer in place.

*Governor Asa Hutchinson Announces Directives for Restaurants; The directive takes in effect on Monday, May 11th, 2020. The Directive is attached to this release.

* Governor Asa Hutchinson Begins Lifting restrictions, The following announcement dates for directives on the following businesses & groups.
• May 1 – Beauty and Barber Salon Decision
• May 4- Places of Worship & Larger venue Decision

NOTE* The above are NOT opening dates, rather the announcement date for directives.

As circuit court continues with minimal proceedings and hearings during this time, our jury clerk is preparing to gear up for the summer and jump back into the swing of things. Our jury questionnaires for the May-Aug 2020 term have been mailed out. If you receive one, and you’re still a Miller County resident and voter, complete it and return it back to us. Any unanswered questions will be asked of you in open court when required, so make sure to fill in as many blanks as possible. Excusal requests may be entered in the lower left corner or attached on a separate sheet, and will be forwarded to the judge for consideration.

Effective tomorrow the public entrance to the Miller County Courthouse will be the South handicap entrance. All the other doors to the courthouse will be locked. To make it more convenient for you the employee parking lot will be available for you to use. Expect to have your temperature taken at the door before you’re permitted inside the courthouse. If you are running fever, you will not be allowed (you shouldn’t be out anyway) to enter. Most things can be done online or by phone. We are doing this for your protection as well as the staffs.

Are you part of the current jury term, but still awaiting your opportunity to serve? Did we not call you? More likely, did we call you, only to cancel on you? Do not fret! This appointment is testament to Mary's commitment to ensure Miller County's land records are digitally archived, preserved, and easily accessible through landrecords.net, now and for generations to come. In addition to digitally recording deeds, notaries, liens and judgments, Mary has also ensured our court records are digitally archived and publicly accessible by enrolling Miller County into Arkansas' Court Connect program. Land records are now indexed back into the 1940's, and online court records are reaching back into the 1980's, with more records to come. GREAT JOB, MARY! CONGRATULATIONS!

Recording Fees of deeds, deeds of trust, mortgages, release deeds, powers of attorney, plats, survey plats, notary bonds, foreign judgments within the state, material man’s liens, les pendens and any recordable instruments – Cost $15.00 for the 1st page, one side only and $5.00 for each additional page. Recording mortgage assignments, mortgage releases, and other instruments when multiple instruments are listed in a single document, an additional fee of $15.00 per instrument listed (not to exceed $300.00.)

Requirements:

(1) Original instrument on 8 ½” x 11” paper,

(2) 2 ½” margin at right top of 1st page,

(3) ½” margin on sides & bottom of all pages,

(4) top right of 1st page reserved for recorder information,

(5) 1st page must contain title of document, name of grantor & grantee,

(6) acknowledged in accordance with 16-47-207 with signature notarized,

(7) must be legible,

(8) must have name & address of person who prepared instrument on 1st page,

(9) Revenue Stamps for deeds,

(10) self-addressed, stamped envelope for returning instruments. (14-15-402 & 14-15-403)


If requirements of 14-15-402 (b) (1) are waived for good cause, additional fee of $25.00 is applicable.


Plat & survey requirements: - Surveys – Not larger than 18x24 w/copy reduced to 8 ½ x 11 for scanning & have owner’s name on the survey. Plats – Not larger than 18x24 with original signature.

The Miller County Circuit Clerk, Mary Pankey, is offering a service to residents that will help protect their most valuable investment....their land and their home. Property and mortgage fraud is becoming one of the fastest growing white-collar crimes in the country.

Property fraud can be as simple as someone recording a fraudulent document in the Circuit Clerk's recorder office, making it appear as if they now own your home or property. Once this step is complete, they can use your home as collateral on a mortgage or even attempt to sell your home to an unsuspecting buyer.
