The Ark-Tex Council of Governments (ATCOG) is a voluntary association of local governments organized in 1969. The ATCOG is one of 24 regional councils in Texas. These councils are members of the Texas Association of Regional Councils. ATCOG has three divisions: Executive, Administration, and Special Projects. Our programs include: Our programs are Area Agency on Aging, Criminal Justice, Environmental, Economic Development, Finance, Housing, Information Technology, Public Safety, and Transportation. What do we do? Conduct Planning. Assist local governments in implementing plans. Contract with local, state, and federal governments and other public and private agencies. Review and comment on applications of federal and state-grants-in-aid and solid waste permits. Assist local governments in solving governmental problems.

Mission: The mission of ATCOG is to improve the quality of life for all citizens of the region on behalf of its member governmental organizations by providing a regional perspective on information and problem solving and by coordinating funding, resources, programs and services. The Ark-Tex Council of Governments (ATCOG) is a voluntary association of local governments established under state law for the purpose of promoting intergovernmental cooperation and strengthening units of local government. The primary goal of ATCOG is to improve the quality of life for all citizens of the region by providing resources, programs and services, along with coordinating funding. Our social services organization is based in Texarkana, TX and serves Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River and Titus counties in Texas. We also serve Miller County in Arkansas.
