As New York City manages the current DHS Code Blue weather conditions, we are reaching out to our community-based partners to request your assistance in helping connect individuals experiencing street homelessness to available shelter and emergency services.

During a DHS Code Blue, unsheltered individuals face serious and potentially life-threatening risks due to extreme cold. Community-based organizations can play a critical role in outreach, engagement, and information sharing, and your support is essential to ensuring the safety of our most vulnerable neighbors.

We ask for your assistance with sharing the following during this Code Blue situation:
1) Code Blue & Outreach Support: The Department of Homeless Services (DHS) activates Code Blue when temperatures drop to 32°F or below (including wind chill) between 4:00 PM and 8:00 AM. During Code Blue:
a) People can call 311 for information on shelter, warming centers, and assistance
b) Calls to 311 related to Code Blue are routed to 911 so first responders can reach people quickly
c) Outreach teams are intensifying efforts citywide to connect people to shelter and lifesaving support
d) All DHS facilities, shelters, Safe Havens, stabilization beds, and drop-in centers, have an open-door policy. Please seek help in any of these locations.
e) Intake procedures are relaxed, and outreach teams can directly place people into Safe Havens and stabilization beds.

In addition to NOAHousing affordable housing stabilization and after care services, NOAHousing operates the Ready2Rent program, a specialized initiative designed to prepare individuals and families for successful, long term tenancy. As a licensed real estate agent, I leverage my professional expertise to guide clients through the rental market and connect them with safe, affordable housing opportunities that match their needs and income levels.

Through Ready2Rent, NOAHousing supports clients who are:
Living in shelters and seeking permanent housing
1) Couch surfing or doubled up in unstable or temporary arrangements
2) At risk of eviction due to rent arrears or financial hardship
3) Low and moderate income households struggling to access affordable rentals in a competitive market

Our Ready2Rent services include:
1) Affordable Housing Search Training: Teaching clients how to find affordable rentals on their own — including how to identify legitimate listings, communicate with landlords, understand voucher requirements, and navigate online housing platforms safely.
2) Housing Readiness Workshops: Preparing clients with the knowledge, documents, and expectations needed to secure and maintain housing.
3) Rental Search & Placement Support: Using real estate expertise to identify affordable units, negotiate with landlords, and advocate for clients with vouchers or limited rental histories.
4) Eviction Prevention Assistance: Helping clients address arrears, communicate with landlords, and stabilize their tenancy before issues escalate.
5) Financial Preparedness Coaching: Ensuring clients understand budgeting, rent responsibilities, and long term financial planning.
6) Landlord Engagement & Mediation: Building strong relationships with property owners to expand affordable housing options and reduce barriers for voucher holders.

NOAHousing providing affordable housing rental resources: NYC’s Department of Housing Preservation and Development (HPD) partners with https://www.affordablehousing.com/ to help connect property owners with renters and government assistance programs. This platform provides owners with reliable rental income opportunities and gives renters access to resources such as https://housingconnect.nyc.gov/PublicWeb/, which lists city-sponsored affordable rental and homeownership opportunities. HPD uses these tools to market affordable units, streamline applications, and match property owners with renters who qualify for rental assistance or subsidies—making them essential resources in the city’s broader housing affordability efforts.
When using https://housingconnect.nyc.gov/PublicWeb/, be sure to select the re-rental option. This allows you to join waitlists for available units. Re-rental listings can also be found on https://www.nychdc.com/find-re-rentals the NYC HDC website. If you are experiencing homelessness, the NOAHousing team may be able to help you complete these applications for free, complete our bilingual intake form https://forms.office.com/r/0BLfuepYBE; we're a NYS 501C-3 nonprofit agency based in The Bronx, NY. Many of our clients who are in a shelter & indicated homelessness on their Housing Connect applications have successfully been accepted into lottery apartments within months.
It’s also important that your caseworker understands how to complete your application correctly. Some caseworkers' mistakenly or were trained incorrectly will list rental vouchers as income, which can lead to automatic rejection. The voucher already factors your income into the rental payment standard and they follow HUD Section 8 guidelines. Vouchers and HRA SNAP are not considered income. HRA Cash Assistance, Social Security benefits, and wage or non‑wage earnings are considered income and may be included.

Why will a real estate agent not list their company name & only communicate via WhatsApp and not phone or company email address? Don't get scammed & don't ever pay to view an apartment. Per NYShttps://dos.ny.gov/system/files/documents/2024/07/re-law.pdf Real Estate License Law (January 2024). Any social media or print advertisement should have the name of associated licensees. The advertisement may include the names of one or more associate real estate brokers or real estate salespersons associated with the real estate broker or brokerage placing the advertisement. Where an advertisement includes the name of an associate broker, real estate salesperson or a team, the name of the real estate broker and/or real estate brokerage must also be printed in the advertisement.

Hot water must be provided 365 days a year, but when temperatures drop outside, the heat should be on inside!

Between 6:00 AM and 10:00 PM, if the outside temperature falls below 55 degrees, the inside temperature must be at least 68 degrees Fahrenheit.

Between 10:00 PM and 6:00 AM, the inside temperature must be at least 62 degrees Fahrenheit at all times. There is no outside temperature requirement.

If you have no heat and/or no hot water in your apartment, you can check what the landlord is required to provide, and if necessary, report it at on.nyc.gov/HHW.
