Dear Neighbor,

I want to wish everyone a safe, healthy, and joyful holiday season and a very happy New Year. As we find new ways to celebrate this year, let us remember that this season, across many traditions, is one of gratitude and hope. As I close out my final days as your Council Member, I want to say a heartfelt thank you for all of your help and support over the years. It’s been the honor of my life to have had the opportunity to represent you at the City Council and serve my friends, family, and neighbors in the Bedford Park, Kingsbridge, Norwood, Riverdale, Van Cortlandt Village, Wakefield, and Woodlawn community. With so many in our community continuing to feel the effects of the pandemic, our district office remains available to assist you with any in-district issues until a new Council Member is elected. All constituent services will shift to operating remotely due to COVID-19. Community liaisons through the City Council’s Community Engagement Division will respond to inquiries received through email and phone and ensure that constituent services remain intact throughout this transition. Winter Storm Update:

A winter storm is expected to bring snow to the area beginning this afternoon, continuing through tomorrow morning with the heaviest period of snowfall happening tonight. 8 to 12 inches of snow is expected, with locally higher amounts possible. Strong winds are expected with this storm and we will be monitoring for downed trees and power lines. A Coastal Flood Advisory is in effect for northern Queens and the Bronx from 11 p.m. Wednesday to 2 a.m. Thursday. The combination of heavy snow and breezing conditions could cause near-blizzard conditions. New Yorkers are advised to work remotely if possible and refrain from unnecessary travel.

NYC Health + Hospitals Covid-19 Testing Sites:
Due to weather conditions, testing times will change at all NYC H+H testing sites will close at 2pm today and will re-open 12pm on Thursday 12/17. Please check the website for up-to-date info: https://bit.ly/selftestsites

Alternate Side Parking Rules Suspended:
NYCASP rules are suspended today, Wednesday, December 16 & Thursday, December 17 for snow operations. Parking meters will remain in effect.

Trash and Recycling Collections:
Trash and recycling collections will also be delayed. You may put trash/recycling out following your normal schedule, but collection delays are expected during snow operations.

Report Tree Damage:
To report a downed or damaged tree, submit a service request by calling 3-1-1 or visiting the online portal https://portal.311.nyc.gov/.

What to Report:
When reporting tree damage, please make sure to include the location and a description of the size of the tree or branch. In addition, please include the following details:
• Is the fallen tree blocking a road? Fully or partially?
• Has it fallen on or is it touching power lines/utility wires?
• Has it fallen onto a house or other building? Is the building damaged?
• Has it fallen onto a car or other vehicle?
• Is the tree split, either vertically or horizontally, but still standing? Is the tree uprooted or leaning noticeably?
• Is tree debris blocking a sidewalk? Fully or partially?

ConEd Outages:
The winds and the weight of the snow could bring down power lines, causing customers to lose power and creating a safety hazard. In addition, road salt will mix with melting snow and can damage underground electrical wiring, possibly leading to outages. Customers can sign up for text alerts at coned.com/text. Customers can also report outages and check service restoration status at conEd.com/reportoutage, or with Con Edison’s mobile app for iOS or Android devices, or by calling 1-800-75-CONED (1-800-752-6633).

Code Blue in Effect:

Temperatures are to go below freezing tonight. If you see anyone at risk, especially those living on the street, please call 311. During CodeBlue, shelter is available system-wide for anyone brought to a shelter by outreach teams. Accommodations are also available for walk-ins.

Open Restaurants:
Roadway dining during this Snow Alert must close by 2pm on Wed., Dec. 16 to protect the safety of patrons.

Check on relatives, friends, and neighbors who may need assistance preparing for a storm. Avoid in-person visits to protect your health and the health of others.

Deeply saddened to hear of the passing of the legendary Betty Campbell-Adams. She was beloved by our community and will always hold a special place in our hearts. My condolences to her loved ones and the entire Lloyd's Carrot Cake family. Thank you for making a home for the world’s best carrot cake in the Bronx.

Lloyd’s Carrot Cake began with a family recipe created in the Virgin Islands and has grown into a business baking about 1,000 cakes every week.

UPDATE: NYC Public Schools Reopening

• 3K, PreK, K-5 can return for in-person learning beginning Monday, December 7 (excluding schools currently located in State-designated Orange Zones, or Red Zones if they are declared. You can see if your school is currently in one of these Zones at http://nyc.gov/covidzone).

• District 75 schools (all grades) can return Thursday, December 10

• Middle schools and high schools remain remote until further notice. No timeline for in-person reopening yet.

• Return dates apply to students in blended learning, including those who selected blended learning during the recent opt-in period.

•Mandatory Weekly Testing: All schools will have a random selection of students and staff tested on a weekly basis.

• Any school that has enough space will aim to move toward in-person instruction five days a week for all students who have opted into in-person learning.

•Any student in 1st grade or higher returning to school buildings must submit a consent form for COVID-19 testing in school by their first day back. The consent form can be submitted online at http://mystudent.nyc or by printing and completing the PDF form at schools.nyc.gov/covidtesting.

•3K, Pre-K, and Kindergarten students are excluded from random testing.

• Students who need a medical exemption from testing (available for all students) or disability-based exemption (available for students with IEPs) from testing will be able to submit separate forms for approval. The exemption forms will be available on Monday, November 30 at schools.nyc.gov/covidtesting.
