Hot Springs County -Request for Proposals -Addendum #1
Property Lease and Development

Addendum Release Date: July 22, 2026

RFP Submission Deadline: August 6, 2026, 5:00 pm

Respondent Questions/Hot Springs County Responses
These Questions were a result of the site visit conducted on July 14th.

1) Utility availability.
Hot Springs County Response: 8” water main will be taken as far North as the apron. Power will require some minor upgrades, sewer will need to be likely partially treated onsite and pressure pumped to the south to connect to town or a have a septic system.

2) Access points?
Hot Springs County Response: Both the new access to the East of the property can be improved to its fully design paved 24’ wide road, as well as access maintained by the original access road to the south of the property.

3) What is the County’s expectation on fully planned development vs a partial development? Hot Springs County Response: The County is open to all proposals. Whether for the entire 130-acre parcel or ones that define smaller developments. The County will review all proposals and consider which would be in the best interest of the County, which could include multiple proposals that could be developed alongside one another. Should
proposals include smaller parcel development, the county could consider subdividing as appropriate.

4) What active grants and scope of them does the county have?
Hot Springs County Response: Currently the open grant is to demo remaining airfield infrastructure, replace the eastern fence and grade the old runway to promote natural drainage. Additionally, waterline will be constructed as far North as funds allow. There is no active or planned grants to include additional infrastructure (sewer, roads, parking lots, etc.) at this time.

Request for Proposals (RFP)

The Hot Springs County Board of Commissioners is releasing a Request for Proposals (RFP) for Property Lease and Development located at:

Hot Springs County
140 Airport Road
Thermopolis, WY 82443

Sealed packets will be received from qualified respondents that demonstrate the ability to reach the County’s desired outcomes for the project, which includes, but is not limited to the following:

1. The County is seeking proposals for the property to increase economic development. The County may be willing to enter into a public-private partnership, if funding is available.
2. Ideal improvements include, hotel, recreational facilities, and multi use developments that are complementary to the property and community.
3. The County may select one more proposals for consideration, and the property may be kept as one lot or split into multiple units.
4. Each respondent shall describe the economic development benefit the project will provide to the County which include:
● Projected capital investment
● Estimated job creation
● Projected average wage rate
● Projected annual sales tax and property tax revenues, if applicable
5. The proposal shall include the amount the respondent is offering to pay for the lease of the property and the terms of the lease offered.
6. Qualified respondent(s) shall willingly negotiate with the County. Should negotiations with the selected respondent(s) be unsuccessful, the County has the right to cease discussion and move forward with another firm.

Hot Springs County is seeking a highly motivated individual to join our Custodial/Maintenance staff starting July 1, 2026. Detail oriented and experience in building and grounds maintenance as well as excellent cleaning skills is required. Experience in HVAC is a plus. Candidates should have excellent written and verbal skills. This is a full time benefited position. Candidates must have a good driving record and will be required to pass a pre-employment background check.
