The Fairgrounds Department preserves, enhances, and develops the Fairgrounds for present and future generations through comprehensive planning, capital acquisition, facility development and event production.

Work Unit Overview: Part time Position, up to 29 Hours/Week, based on seasonal needs – summer weeks may be 40+ hours per week. All county departments must maintain an open and customer service-oriented environment, cooperate with other County departments and governmental entities, and keep accurate and timely records and information.

The Fairgrounds Department preserves, enhances, and develops the Fairgrounds for present and future generations through comprehensive planning, capital acquisition, facility development and event production. The County Fairgrounds hosts fairs, rodeos, livestock shows and sales, equestrian events, and other events and activities that members of the public are invited to attend.

Job Summary: The Fairgrounds Manager is responsible to perform a variety of duties and tasks in the oversight of Sanders County fairgrounds.

Essential Functions (Major Duties or Responsibilities): These duties are the essential functions and are not all-inclusive of all duties that the incumbent performs.
• Opens, closes, locks and unlocks buildings as needed.
• Performs inspections of leased building upon the conclusion of the lease to ensure the structure has been properly cleaned.
• Keeps inventories of custodial supplies. Replaces supplies when required.
• Notifies Fair Manager when supplies are low and if equipment needs to be repaired or replaced.
• Building maintenance support including painting, light construction and building upkeep.
• Light grounds keeping activities to include, raking, collecting garbage, removal of rocks and debris, and other activities supporting keeping grounds in an attractive condition.
• Cleaning bathrooms and other building facilities.
• Other minor activities on an occasional basis as directed by the Fairgrounds Manager.
• Answers inquiries, providing information based on knowledge of County Fair programs and activities.
• Mows and irrigates the fairground
• Lawn care activities will occur generally from April through September.
• Oversees the fairgrounds park area to deter vandalism and theft.
• Inspects and maintains assigned small tools, mowers, custodial and other equipment for proper operating condition.
• Maintains awareness of other vehicles, people and other safety hazards near work sites.
• Performs all duties in conformance to appropriate safety and security standards.
• Greets the public in a friendly manner.
• Answers the public’s questions and/or routes to appropriate personnel.
• Maintains professionalism by exercising tact and courtesy at all times.

Position: Land Services Director

Job Summary: Responsible for the Department of Land Services operations, including the establishing of Department priorities and completing work objectives.

• Responsible for the general management of the County Land Services Department. Assists other county departments with land and planning issues.

• Assists the Board of County Commissioners in the planning of public improvements, including parks, recreation, roads, and buildings. Administers grant application and administration procedures for the County.
• Administrative oversight of the Subdivision W**d Technician.
• Prepares recommendations for long-range planning projects in the county, conducting traffic counts and updating the Capital Improvement Plan and Community Wildfire Protection Plan. Prepares reports for the Board of County Commissioners on a wide range of planning topics. Reviews applications for developments.
• Attain Floodplain Administrative Certification and maintain thru continuing education; processes and administers floodplain permits; investigates possible violations; educates professionals and the public on location of floodplain and corresponding restriction.
• Reviews, updates, clarifies, and recommends amendments to the Subdivision, Building for Lease or Rent, Airport Affected Area, and Floodplain regulations at the request of the Board of County Commissioners.
• Confers with the County Attorney on interpretation and legal consequences of regulatory decisions.
• Represents the Board of County Commissioners when speaking to large groups and organization meetings. Provides information and assistance to the public on the requirements of land use and subdivision regulations.
• Coordinates a “one-stop permitting” program for land services, promotes the use of the Internet and computer services for information, permit applications and County regulations.
• Assists public in locating answers to questions on legal documentation and regulations. Assists local, state, tribal and federal agencies in finding information.
• Plans, monitors, and administers departmental budget in cooperation with the Board of County Commissioners. Reviews budget regularly to assure that expenditure are within budgeted limits. Approves purchase of all new equipment and supplies (non-consumable).

The Sanders County Health Department protects and promotes the health of county citizens and the environment through the efforts of dedicated and skilled employees and application of sound public health principle. The Public Health Department’s role is to protect, improve and preserve the health and well-being of the citizens of Sanders County.

Job Summary: The Public Health Nurse provides comprehensive nursing services in preventive health, home health, and clinic programs through assessment, teaching, counseling, and prevention services to individuals, families, and groups to promote health and wellness to clients. This includes administering public health programs, maintaining patient and program activity records, preparing required reports and obtaining adequate public health funding.

• Identify health needs in the community to create and facilitate programs to promote health and welfare. Assess community health strengths, needs, and expectations to adopt a plan to utilize available medical resources and standards of nursing practices to serve families and individuals through health promotion and to serve those who are at risk of illness, injury, disability, or death.
• Provide nursing services to individuals to prevent illness, disability, or premature death. Perform physical assessments, obtaining blood pressure, temperature, measurements, etc. Retrieve information on health histories, diet histories, and family health histories. Read and interpret lab reports, administer tests, and perform a variety of related procedures.
• Investigate and monitor reports of communicable diseases such as measles, hepatitis, sexually transmitted diseases, and tuberculosis. Coordinate efforts with physicians, school personnel, and others regarding the treatment and prevention of diseases.
• Provide health education, health promotion, health assessment, and disease prevention activities in the community to increase community awareness of the value of public health in the County. This includes representing the Department at various community activities.
• Implement strategies to obtain sustainable public health funding for the delivery of quality services and programs that meet the needs of the community members. Identify funding sources; apply for grants; stay current about funding at the local, state, and national level; promote long-term funding planning; and identify opportunities to expand billable services.
• Ensure that any programs administered by the Health Department operate in compliance with state and Federal standards, policies, guidelines, and/or grant provisions. This includes monitoring and tracking demographic data on participants, compiling reports, and administering necessary budgets.
• Ensure that clinical documentation regarding clients is secure, confidential, and maintained in compliance with Health Department policy and state and federal regulation.
• Review the strategic plans of the County on a yearly basis to ensure they meet community health needs and that services are coordinated to maximize the effective use of resources and personnel.
• Provides direct nursing care to Maternal Child Health patients. Makes referrals to local health care providers, agencies and human services organizations; provides immunizations to children and adults using standing orders in the clinical setting.
• Functions as the Competent Professional Authority for the WIC program. Provides nutritional instruction to participants, parents and other care providers in compliance with state WIC program policies. Documents all visits and instruction provided to participants, parents or care providers. Provides clinical consultation to WIC aide to assure quality of care and improved patient outcomes.
• Completes WIC certification visits, explaining nutritional risk codes, and develops a nutritional goal for WIC participants.
• Coordinates the local Fetal Infant, Child Maternal, Child Mortality Review (FICMR) process, facilitates team meetings, maintains team membership, translates review findings into prevention initiatives at the community level, and completes the state tool for data gathering purposes.
• Provides population based education on a variety of topics in many settings, including schools.
• Acts as a patient advocate in the community and with other health care providers. Uses motivational counseling techniques to demonstrate positive, supportive and caring behaviors in communications with patients, families, and other health care providers and agency personnel
• Responsible for all facets of public health preparedness planning for the local jurisdiction, including the SNS plan, the Pandemic Influenza Plan, working with the LEPC, OEM and state agency personnel on preparedness issues, developing or participating in exercises.
• Responsible for all aspects of communicable disease follow-up including surveillance, epidemiology, case investigation, and prevention. Reports cases to the Department of Public Health and Human Services Communicable Disease Section in concurrence with Montana state Legal authority described in statutes and rules.
• Oversees all aspects of the delivery of services to the community and ongoing efforts to improve those services, develops specific objectives for continual quality improvement of performance, using information from quality measurement and satisfaction surveys to establish objectives and strategies.
• Interprets administrative policies, programs and standards for staff and the community.
• Initiates relationships, clarifies public health nursing programs and develops relationships with state organizations and agencies.
• Monitors all aspects of the public health programs to insure compliance with contracts, efficient procedures and appropriate documentation.
• Functions as the WIC Director and liaison for the MCH, To***co Prevention, Public Health Preparedness and Immunization contracts. Develops or oversees the development of the annual plan for the programs which outlines project priorities, activities, implementation and evaluating criteria.

Position: Heavy Equipment Operator
40 hours per week - Non-Exempt

Department: District 1 Road Department – Plains, District 2 Road Department -- Hot Springs
Salary: $25.00 per hour, depending on experience, CDL required

Summary of Work:
Operates various heavy construction-grade equipment and trucks utilized in constructing, maintaining, and repairing county roads and bridges. Takes instruction on duties and work assignments from the Foreman.

Successful Candidates must be able to:
• Receive and review work assignments and coordinate with other equipment operators and the supervisor to determine the time, equipment, and personnel necessary to complete road maintenance, repair, and construction projects.
• Maintain, repair, and construct roads according to project specifications, engineering standards, and County requirements. Exam road surfaces, sub-grade, drainage, right-of-way, and other components; and determine appropriate methods, tools, and equipment to complete projects.
• Operate specialized heavy equipment including graders, backhoes, loaders, dump trucks, and/or others. Calibrates, operates, and monitors the use of heavy equipment and tools to ensure safety and effectiveness.
• Provide manual labor support in transporting equipment and materials; clearing roadsides and drainage features; preparing, applying, and finishing asphalt surfaces; digging holes and ditches; trimming and cutting trees and shrubs; traffic control; and related activities.
• Monitor project sites and work activities to ensure compliance with safety protocols related to the public, project crews, heavy equipment and tools, traffic control, materials, and other considerations. Resolve minor safety issues or deficiencies and refer major problems to the supervisor.
• Conduct road inspections within a designated area/route to identify ongoing maintenance needs, perform minor repairs, clear debris or obstructions, install/modify signs or markers, etc.
• Provide routine and emergency winter maintenance services to remove snow, ice, and debris from roadways. Ensures safe and effective use of plows, chemical de-icer, grit material, and power tools during maintenance activities. The job is required to be on-call during storm cycles.
• Inspect tools and equipment to ensure mechanical and electronic components' safe and effective operation. Check fluids, lights, tires, and other parts/materials; complete routine maintenance and repairs; and refer major problems to mechanics.
• Dutifully performs all of the responsibilities or tasks assigned by the immediate supervisor. Operates trucks of various sizes and weights in the loading, hauling and unloading of various materials, equipment and supplies. Personally operates small equipment and tools in the daily maintenance functions.
• Regularly cleans and lubricates equipment as appropriate. Performs routine inspections and preventative maintenance on assigned equipment. Refers defects or needed repairs to foreman or mechanic.
• Operate a tractor-trailer truck with at least 26,000 pounds Gross Vehicle Weight (GVW) capacity for official county public works and sanitation operations according to established safety procedures and applicable rules and laws. This includes loading vehicles and delivering materials to job sites, removing debris, and operating related mechanical equipment such as backhoes, forklifts, etc.
• Check vehicles to ensure that mechanical, safety, and emergency equipment works well. Maneuver trucks into loading or unloading positions, follow signals from the loading crew, and check that vehicle and loading equipment are properly positioned.
• Maintain logs of working hours or of vehicle service or repair status, following applicable state and federal regulations. Report vehicle defects, accidents, traffic violations, or vehicle damage.
• Secure cargo for transport, using ropes, blocks, chains, binders, or covers. Drive trucks to weigh stations before and after loading and along routes to document weights and to comply with state regulations.
• Inventory and inspect goods to be moved to determine quantities and conditions.
• Obey traffic laws and follow established traffic and transportation procedures.
• Inspect and maintain vehicle supplies and equipment, such as gas, oil, water, tires, lights, or brakes, to ensure that vehicles work properly.
• Report any mechanical problems encountered with vehicles. Report delays, accidents, or other traffic and transportation situations to bases or other vehicles, using telephones or mobile two-way radios.
• Operates all equipment safely and prudently. Maintains awareness of other vehicles, people and other safety hazards near work sites. Controls traffic at work sites. Wears appropriate safety goggles, hard hat or clothing to maintain safety on the job site. Performs all duties in conformance to appropriate safety and security standards.
• Backs-up other Equipment Operators, as needed. Performs semi-skilled carpentry work as required. Paints, cuts brush, fixes cattle guards, pulls ditches and falls trees safely.
• Greets the public in a friendly manner. Answers the public’s questions and/or routes to appropriate personnel. Maintains professionalism by exercising tact and courtesy at all times.

Education and Experience:
• High School Diploma or GED Equivalent is required
• Class A CDL Required, pass pre-employment drug test
• Two years of experience with Heavy Equipment
• Experience plowing snow, strongly preferred
