Electronics recycling options

Electronic Recycling will start again on Monday, April 13th and then will continue on the first Monday of each month with the exception of September due to Labor Day (the collection will be on Monday, September 14th). Below is a copy of the flyer and the pricing for all items. You must set up your collection by coming to the Borough Building, Monday - Friday, 8:00am to 4:00pm, and paying for the item(s) you are disposing of. You can pay by check or money order made payable to Throop Borough. At that time you will receive a sticker to be placed on the item(s). If your item(s) does not have a sticker it will not be collected. As always your items must be curbside by 6:00am the day of collection.

Multiple reports of sidewalks that have not been shoveled after the recent snowfall, per our Ordinance have been reported over the last few days.
Ordinance # 3 of 2020 Section 5: Quality of Life Violation, paragraph K.
Snow and ice removal from sidewalks:
Every owner, tenant, occupant, lessee, property agent or any other person who is responsible for any property within the Borough, is required to remove any snow or ice from their sidewalk within twenty four (24) hours after cessation of snowfall.

One of the many responsibilities of the Zoning Officer is to coordinate a zoning denial determination if the applicant so choses.

The appeal process consists of four steps:
Application, Zoning Hearing Board, Evidence, Conditions (if variance granted)

Testimony is given at a Zoning Hearing Board meeting from the applicant and any others that may be directly impacted by the variance if granted.

Five unique property conditions need to be proven. (Listed below)

The Throop Zoning Hearing Board is a three member (Council appointed) panel with an independent solicitor (hired by the municipality.)

There are differences between zoning and uniform construction codes.

What is the Difference between a Zoning Permit and a Building Permit?

Most development is regulated under two different codes: The Zoning Code and the Building Code.

Receiving a Zoning Permit is generally the first step in the development process, followed by applying for and receiving a Building Permit. For some projects, zoning clearance is given as part of the review of an application for a Building Permit; in other instances, a separate Zoning Permit is required prior to application for a Building Permit.

Zoning Code is oriented toward how a project fits into a community: it regulates setbacks, types of uses, height, parking requirements, design (for some types of projects) and similar concerns. The Borough is divided into zoning districts and each zoning district will have its own set of regulations. For example, the regulations that would apply in a single-family residential district (R-1) will be different than those for a two-family (R-2) or commercial district. When a separate Zoning Permit is required for a new development, the Borough will generally require that an application be accompanied by site and building plans (including preliminary architecture).

Building Code is oriented toward ensuring that structures are constructed to an appropriate standard and are safe for the uses intended. Application for most Building Permits must be accompanied by detailed construction drawings.

In addition to these codes, subdivision of land is regulated under the Subdivision Ordinance, and other codes may apply to particular types of projects, including the Fire Code.

Throop is a "zoned" community and "permits are required."

Let's start 2024 off with some informational requirements of the Uniform Construction Code (UCC) which has been adopted by Throop Borough since 2004.

The following inspections are required under the Uniform Construction Code:

Electrical Inspections:

Final

Please check with the Inspectors of our Third Party Designated UCC Inspector, BIU, to see which of these inspections will be required for your project.

All inspections must be called in at least 24 hours in advance.
The field copy of the plans must be available to the inspector at the work site for review during inspections.

Please have work to be inspected completed before requesting inspections.

Zoning/ Code Enforcement Officer Throop Borough

It is with profound sadness that we announce the passing of a beloved member of our Blakely Hose Company No. 2 family. Dennis Pabis tragically left us on December 27, 2023, due to injuries sustained in a motor vehicle accident.

Dennis was a beacon of inspiration to everyone, dedicating 57 years of unwavering service to our department and the community in various roles. He joined in 1967, marking his 25th year in 1992 as a life member, and celebrated an impressive 50 years of service in 2017. Since 2011, he honorably served as a Trustee, contributing immensely in both operational and advisory capacities. His remarkable legacy will indelibly remain a part of Blakely Hose Company No. 2.

Our deepest sympathies go out to Dennis’ family and friends during this challenging time. Details regarding funeral arrangements will be shared as they become available.
