REQUIREMENTS: Must be a veteran per ORC 5901.01(A). Shall be employed in the classified service and will be exempt from civil service examination.
EXPERIENCE: None. On the job training; minimum of 1 year on the job with satisfactory progression for state accreditation.
PHYSICAL/MENTAL DEMANDS: Must be physically able to perform office tasks including filing, light lifting, etc. Must be able to drive the office van for long distances; must be available and capable of fulfilling other travel requirements. Must be able to analyze problem situations and develop corrective actions; must maintain high level of accuracy in all endeavors. Must be resourceful, knowledgeable of veterans programs, use personal initiative, and good judgment. Must be capable of managing personnel and maintaining high degree of office morale.
EDUCATIONAL REQUIREMENTS: High school diploma. Must be able to type; must be computer literate. Complete ODVS required education including travel requirements.
DUTIES: Advise and assist veterans and/or their family members with various matters related to veterans benefits under federal, state, and local law, to include, but not be limited to, compensation, pension, insurance, education, medical, and housing. Prepare documentation necessary to pursue a claim for benefits, and ensure forwarding to the appropriate agency. When necessary, initiate a request for hearing through the appropriate agency, and assist the client in developing and preparing evidentiary materials. File most types of claims, and refer the filing of extraordinary claims through an appropriate agency. Be knowledgeable of DVA regulations regarding various areas of veteran benefits and the claim process. Maintain the office budget in balance, and prepare monthly/annual financial reports. Prepare and submit the office payroll bi-weekly. Maintain office personnel and payroll records. Will interview and complete documentation for financial assistance applicants. In the absence of the Transportation Specialist, provide transportation for veterans to and from VAOC facilities in Toledo, Findlay, Sandusky and the VAMC’s in Ann Arbor and Cleveland in accordance with policies set forth by the Commission. In the absence of a senior CVSO, manage the Veterans Service Office as directed by the Veterans Service Commission; ensure effective and efficient operation of the office in accordance with applicable laws and policies
RESPONSIBILITIES: In the absence of the CVSO, responsible for overall operation of the County Veterans Service Office. Ensure timely and accurate filing of veterans claims. Ensure accurate budget and personnel records. Performs all other duties as directed by the County Veterans Service Commission.
