To the residents of Toledo Area Ambulance response area:
We understand that there may be some confusion and questions regarding the recent mail-out by the Cumberland County Board.
Our response area is divided into 3 Special Service Areas (SSAs). SSA 1 is considered the Village of Jewett (not rural Jewett). SSA 2
is the village of Toledo (not rural Toledo). SSA 3 encompasses everything else within Woodbury, Cottonwood, and Sumpter townships.
Since 1983, those residents that reside within the village of Toledo or the village of Jewett have paid taxes to the ambulance service at a rate of 0.22 per $100 of their Taxable Value. This is NOT based on your EAV. You have to take your EAV and subtract any credits that you get, prior to ANY taxation. What is left is your Taxable Value.
You can find your Taxable Value on your Tax Bill toward the bottom left of your statement.
Take this number and divide it by 100. (This is the "per $100" portion the mail-out mentioned). Now, multiply that total by 0.22 (This is the "$0.22" the mail-out mentioned). This means that for every $100 of your Taxable Value, the ambulance service would see $0.22. That's Twenty-Two Cents Per One Hundred Dollars. Not 22¢ per dollar. Not 22¢ per ten dollars. It is 22¢ per hundred dollars.
For those residing in Toledo and Jewett villages, this is the rate at which you pay, and your taxes for SSA 1 or SSA 2 are currently calculated for you.
For those residing in SSA 3 (all other residents NOT residing in the villages of Toledo or Jewett), your current tax base is 0.0011. So you take your Taxable Value, divide by 100, then take that total and multiply it by 0.11
That's your current rate.
To figure the rate of the proposal, take your Taxable Value, divide by 100, and multiply by 0.22
The hearing is for those taxpayers in SSA 3.
Our goal is to bring everyone within our response area to the same tax amount. The request for increase of taxes for SSA 3 would bring everyone within Woodbury, Sumpter, and Cottonwood townships to the 0.0022. (Dividing by 100 brings the decimal point right two places for "$.22 per $100.00")
If your tax bill shows "SSA #1" or "SSA #2" the hearing does not affect you.
We understand that the mail-out states the rate of increase is to "$.22 per $100.00 of assessed valuation". This assessed valuation *is* your Taxable Value.
