Dental Benefits for Veterans in CT
As of May 2026, Connecticut is establishing a new Veterans Dental Care Access Program (HB 5413) designed for veterans with a service-connected disability rating below 100% who do not qualify for federal VA dental care.
This program offers up to $3,500 annually in preventative and restorative care, with applications set to open January 1, 2027.Key Details of the New CT Program (Effective Oct 1, 2026)
Eligibility : State residents with a service-connected disability rating under 100% and household income at or below 400% of the federal poverty level.
Coverage: Includes preventative (exams, X-rays, cleanings) and restorative services (fillings, crowns, dentures), but excludes implants, bridges, and orthodontics.
Access: The program, under the Department of Veterans Affairs, will refer veterans to participating providers.
Existing & Interim BenefitsSalute to Smiles: The Connecticut Oral Health Initiative provides free dental services, often targeted at areas like Hartford, through partnerships with clinics like UConn Health.
Private Partnerships: Occasional free care days are offered, such as through Aspen Dental (1-844-277-3646).
VA Dental Care: Veterans with 100% disability ratings, Former Prisoners of War (POWs), or those with specific service-connected dental issues can receive comprehensive care through the federal VA.
