In Kansas, it costs taxpayers over $36,000 per year to incarcerate ONE person. This cost rises significantly for juveniles and elderly individuals, who often require additional services such as specialized healthcare, supervision, and programming.

Now multiply that by thousands of people serving long sentences in Kansas, even after they’ve demonstrated growth and change.

Kansas taxpayers pay over $380 million annually to sustain incarceration. Just imagine the possibilities if a portion of that investment were redirected toward strengthening our communities and expanding educational opportunities.

Let’s clear up a few common misconceptions about Second Look policies.

🔹 Misconception #1: Releasing people early from prison will increase crime.

There is no evidence showing that Second Look policies lead to increased crime. In fact, research consistently demonstrates that people age out of crime, meaning the likelihood of reoffending significantly decreases as individuals grow older.

👍🏻Second Look policies are designed for individuals who have served significant periods of incarceration, meaning they are typically older when they become eligible for review.

🔹 Misconception #2: Victim voices are silenced.

This is not true.

👍🏻Most Second Look policies require victim notification and provide survivors with the opportunity to voice their perspectives during the review process.

•Second Look policies create a balanced process that honors accountability, recognizes transformation, and allows for a broader approach to HEALING.
