South Bay Cities Council of Governments A local government agency collaborating with our 16 South Bay cities and LA County to enhance the quality of life for the South Bay

The SBCCOG is a joint powers authority of 16 cities and the County of Los Angeles that share the goal of maximizing the quality of life and productivity of the South Bay region. Our members are Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Lomita, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates, Torrance,

and the Harbor City/San Pedro communities of the City of Los Angeles, along with the unincorporated areas of the County of Los Angeles District 2 and 4. While as cities we value what makes us unique and independent, often there are times when our combined endeavors are proven more productive.

Our founder and executive director Jacki Bacharach was recently featured in Palos Verdes Magazine as a woman who has "helped define the character of the entire region." As a long-time resident of the Palos Verdes Peninsula she built a life centered on family, while helping to guide the growth and future of the communities we call home.

She was featured in the magazine's May Mother's Day issue, "Honoring Moms: A Month to Celebrate Her." Her advice to women today is simple and powerful: "Get involved. Be part of shaping the community where you live. Your voice matters and your perspective is needed."

Earlier this month, SBCCOG staff and volunteers had the opportunity to tour one of our partner organizations, the Water Replenishment District’s Albert Robles Center for Water Recycling and Environmental Learning (ARC)!

Located in the City of Pico Rivera, the ARC treats up to 14.8 million gallons of water each day. Through advanced water treatment processes, the facility purifies approximately 10,000 acre-feet (3.25 billion gallons) of recycled water annually to near-distilled quality. 🚰

Did you know that WRD helps replenish the groundwater supply that meets nearly 50% of the water demand for 4 million residents throughout its service area in Southern Los Angeles County?

The SBCCOG is proud to partner with WRD to connect South Bay residents with educational resources and workshops on water conservation, sustainable landscaping and gardening practices. πŸŒŠπŸŒ±πŸ’š

The SBCCOG board of directors recently wrote a letterβœ‰οΈ πŸ“ƒ ✏️ to our gubernatorial candidates expressing their desire to collaborate with state agencies to more effectively to improve access to housing 🏘️ by our low-income residents.

Replacement of the Regional Housing Needs Assessment (RHNA) is at the top of their list for 2026. This 57-year-old policy of state government one-size-fits-all direction turns control of local development to a community of developers instead of local planners, who better understand existing infrastructures and their communities' needs.

We believe the ability to manage the process locally will result in MORE affordable housing and LESS homelessness. Demonizing cities and their city councils who represent them is not helpful. We want to partner 🀝with the state and look for solutions, not receive unrealistic mandates.

We teamed up with the Southern California Regional Energy Network to award nine classrooms 🏫 in the Palos Verdes Peninsula Unified School District grants πŸ’² totaling $8,500 for takingπŸ’‘energy-saving actions at 🏠 home.

Six elementary schools across the cities of City of Palos Verdes Estates, City of Rancho Palos Verdes – Government, and City of Rolling Hills Estates earned the rewards through SoCalREN's Kits for Kids program. The program provides hands-on education ✏️ about the benefits of energy efficiency ⚑to third- and fourth-grade classrooms.

Our Housing and Homeless Services Director Ronson Chu recently joined City of Beverly Hills - Government Council member and Los Angeles County Affordable Housing Solutions Agency (LACAHSA) Board Member John Mirisch to honor Ryan Johnson, who is stepping down from his role as interim CEO of the Los Angeles County Affordable Housing Solutions Agency (LACAHSA).

Among his accomplishments, he helped to authorize the building of more than 1,500 affordable housing units in Los Angeles County. Thank you for your leadership!
