Milling of Washington Rd, from US 150 to City of Washington limits, will take place this Thursday, Friday, and Monday. One lane will remain open, but motorists should still expect intermittent delays. Please plan an alternate route or extra travel time. Keep in mind, our workers and the contractor's workers are trying to improve the road for the community and are just out doing their job. Please keep everyone safe and have patience throughout the process. Thank you!

Shouldering work will begin on Washington Rd. tomorrow from US-150 to city limits of Washington. This work is in preparation for a mill and overlay process for new hot mix asphalt along the entire route. Please expect delays and choose an alternate route if possible. The remainder of the project will begin once our contractor has permission from the railroad to proceed. Unfortunately, this has been the reason for the delay, and it is out of our control and the contractor's control. We appreciate your patience through this season. Thank you!

Shoulder work will continue on Springfield Rd. (north of Route 98) today and tomorrow. Please choose alternate routes to avoid traffic delays. Thank you for your patience.

UPDATE 12/7/22: Broadway Road is now open! Thank you for your patience and drive safely!

Broadway Road, between Veterans Drive in Pekin and Springfield Road 2.5 miles to the east, will be closed to through traffic beginning June 6th, 2022, weather permitting.

The contractor will be required to maintain access to property within the construction limits. A marked detour route will be provided for through traffic to by-pass the construction. A map of the marked detour route using Springfield Road, Illinois Route 9, and Veterans Drive is attached.

The closure is necessary to construct improvements including wider shoulders, wider ditches, new hot-mix asphalt road surface and shoulders, upgrades of drainage items, and related improvements.

Construction is anticipated to take the entire 2022 season and may take longer depending on weather.

Motorists should allow extra time for trips through this area. To avoid the work area, when feasible, use of alternate routes should be considered. Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices and be alert for workers and equipment.

The Illinois Department of Transportation advertised for competitive bids and has awarded this project to R.A. Cullinan & Son, a division of United Contractors Midwest, Inc.

UPDATE August 6: Toboggan Rd. is now OPEN.

UPDATE July 29: The project is still very likely to be complete by the end of summer.

The contract allows the Contractor 80 working days to complete the project. A working day is any calendar day between May 1 and November 30 (except Saturdays, Sundays, or legal holidays observed by the Contractor’s entire force in Illinois) with conditions such that the Contractor could be expected to do perform a full 8-hour day’s work on the controlling item. Partial working days are also charged when less than a full day’s work could be expected to be completed on the controlling item.

Weather and job-site conditions due to recent weather are generally the primary cause for not charging a working day or for charging a partial working day. Working days are charged when the Contractor could be working on a controlling item but elects not to work on the project, such as when the Contractor chooses to work elsewhere on another project.

The project has been charged 44½ working days through Wednesday, July 28. The job-site was flooded out quite a bit earlier in the project and work could not be performed. This resulted in quite a few days where no working days were charged.

We continue to charge working days according to the terms of the contract. The contract provides financial deductions from the amount due the Contractor for each working day in excess of the 80 working days allowed.

The project must remain closed to traffic until the shoulders are constructed and the roadway is safe for traffic. Additional work, including shoulder construction, remains and the Contractor is currently coordinating that work with its suppliers and sub-contractors.

******************
Beginning Monday April 5, Toboggan Ave. (CH 14) will be closed between Towerline Rd. and Morris Mill Rd. for bridge replacement. Construction is expected to last approximately 80 working days. Construction should be completed by the end of Summer. Motorists are advised to seek alternate routes.

UPDATE: May 28, 2021: Manito Road is now fully open.

UPDATE: March 3, 2021: The contractor that was awarded the project plans to begin work on March 15, 2021. The plan is for the road to remain open to one lane for the duration of the project.

UPDATE September 17, 2020: We received clearance to accept bids on this project. A bid opening will take place September 29, 2020. The job was advertised in last Saturday's paper, Tuesday's paper, and today's IDOT Bulletin.

UPDATE July 13, 2020: This structure carrying Manito Road over Lost Creek just west of IL 29 became a high priority as soon as we were notified of it’s reduced ability to carry traffic on March 31 and it remains a high priority. Traffic will have to remain one-lane only until the bridge can be rehabilitated due to its condition. Our proposal to replace the bridge deck/superstructure has been approved by IDOT and engineers are developing the plans and bid documents and obtaining the necessary permits and clearances from regulatory authorities. We are also determining how to fund this sizeable and unexpected project with our very limited funding. Projects of this size and scope generally take several years to develop and fund. We are pushing to complete this project next year so that traffic can be fully restored across the bridge. We appreciate your patience.

UPDATE: This location has been limited to one lane of traffic to allow weights up to the legal load (80,000lbs). This will remain until the bridge can be repaired. The bridge must not only go through an engineering phase, but it also requires funds to be available. Other bridges in Tazewell County have been going through an engineering process and funds have been budgeted for those projects over a several year span. This Department will do it's best to get this bridge repaired, but it will be at least a year before it is possible.

EFFECTIVE APRIL 1: NOTICE OF NEW WEIGHT LIMIT RESTRICTION
The bridge approximately 0.25 miles west of IL 29 on Manito Rd. (CH 16) was found to be structurally deficient during the most recent routine bridge inspection. Illinois Department of Transportation has recommended we post this bridge for a Weight Limit of 8 TONS.

UPDATE: The work will begin Monday, September 16th.

Beginning in September, Manito Rd. will be closed at the location shown in the picture for approximately 8 weeks for bridge repairs. This project will consist of removing and replacing bridge joints and bearings, and cleaning and painting structural steel. Our Department recommends the use of Townline Rd. as an alternate route between Wagonseller Rd. and Route 29. Manito Rd. will be open to the east and west of the construction site. We will provide updates as details become available. As far as the timing of the project as it relates to the road previously being closed, funding was not in place at the time Mackinaw River bridge was replaced. The sequence also allowed tax payers to gain two more years out of the existing bearings and joints. We apologize for any inconvenience and appreciate your patience during construction.

A Winter Storm Warning has been issued for the northern 1/2 of Illinois for tonight into Saturday evening. A Winter Weather Advisory has been issued for a corridor of central Illinois between I-72 and I-70 tonight through Saturday evening. Snow will overspread the warning area this evening and continue through Saturday evening. The Winter Weather Advisory area will see a mix of freezing rain and snow in a narrow corridor of central Illinois tonight, changing to all snow on Saturday. Mainly rain is expected south of I-70 until late Saturday afternoon, when snow develops and produces about 1 to 2 inches of accumulation. In addition, significant gusty north winds will cause blowing and drifting snow. The result will be extremely hazardous travel conditions tonight through Saturday night. Motorists are urged to take precautions for the severe winter weather conditions.
