📢 Announcing Eli Hurley as Animal Services Director 🐾

Following a competitive national recruitment process, Multnomah County announced the appointment of Eli Hurley as the new Director of Multnomah County Animal Services (MCAS), effective mid-September 2026.

The recruitment began with extensive outreach to community partners and staff, whose feedback directly shaped the qualifications, priorities and leadership qualities sought in the next director. The effort yielded a highly competitive pool of 79 candidates from across the country. Final candidates advanced through a robust selection process featuring four distinct interview panels to ensure a thorough, well-rounded evaluation from key stakeholders. Hurley was selected as the top candidate.

Hurley brings more than a decade of animal welfare experience to the role, having served with the Humane Association of Warren County (HAWC) since 2014. Prior to taking on the role of executive director in 2023, Hurley led the organization’s social media, marketing, and fundraising initiatives. His background includes a proven record of leadership spanning shelter management, animal welfare operations and veterinary services.

PUBLIC SERVICE ANNOUNCEMENT: Protect Your Pets from Wildfire Smoke

If you can feel the effects of smoke, your pets can, too.
Wildfire smoke and poor air quality can severely irritate your pet’s eyes and respiratory tract. High levels of smoke may force you to stay indoors, and you should reduce your pet’s exposure just as you would your own.

HOW TO PROTECT YOUR PETS:

🏠 Bring Them Inside: Keep all pets indoors as much as possible with the doors and windows closed. If you have outdoor pets, move them into a room with good ventilation (like a utility room, bathroom, or garage), but be sure to move pesticides and dangerous products out of reach.

🦜 Protect Pet Birds: Smoke is especially dangerous for pet birds. Always keep them inside when smoke is present.

⏱️ Limit Outdoor Time: Skip the outdoor run or heavy physical activities. If air quality alerts are in effect, only let dogs and cats outside for brief bathroom breaks.

🚫 Keep Indoor Air Clean: Avoid vacuuming, frying or broiling foods, burning candles, using a fireplace/woodstove, or smoking to***co products, as these add particles to your home.

🌬️ Filter the Air: Prepare by using high-efficiency filters in your central AC or room units. Consider creating a dedicated "clean room" using a portable air cleaner.

KNOW THE SIGNS: WHEN TO CALL YOUR VETERINARIAN

Watch your pets closely during periods of poor air quality. Call your vet immediately if your animal shows any of the following signs:

🫁 Breathing Issues: Coughing, gagging, trouble breathing, open-mouth breathing, fast breathing, or unusually noisy breathing.

👁️ Eye and Mouth Irritation: Red or watery eyes, nasal discharge, throat/mouth inflammation, or a reluctance to eat hard foods.

😵‍💫 Behavioral Changes: Fatigue, weakness, disorientation, stumbling, or an uneven gait.

🥣 Loss of Appetite: Reduced desire to eat or drink.

Your pets rely on you for their safety. Keep them indoors, keep the air clean, and monitor them closely during smoky conditions!

On July 8, 2026, three dogs transferred from Multnomah County, Oregon Animal Services to the Washington State Department of Corrections K-9 Training Program graduated along with their new handlers. It's a rare honor to have three dogs from the same shelter graduating together! They will use their newly gained detection skills to help keep jails, prisons, and communities safe, all across Washington State.

The program’s head trainer, Terry Hartman, has trained dogs for nearly 20 years, and works with animal shelters and rescues to source canine candidates for the program. Some of the core traits Terry searches for include high-energy levels, and an unyielding fixation on objects such as tennis balls to serve as a teachable trait and motivator for detection training.

Grant County Sheriff's Office - WA Deputy Henkel will be working with K-9 Nova, a young German Shepherd known at MCAS as Xanadu (383394), who was an unclaimed found dog without identification brought to the shelter January 2026.

Washington State Patrol Trooper Tolen will be working with K-9 Magnum (384286), who was a young pitbull mix brought to the shelter by a neighbor after his former owner suffered a significant medical emergency and wasn’t able to keep him or arrange care with next of kin.

Officer Porter with Washington State Department of Corrections will be working with K-9 Penny, a young pitbull mix known at MCAS as Baby Girl (383547), an unclaimed found dog without identification who came to the shelter February 2026.

Thank you to Terry Hartman, the handlers, and agencies for giving our shelter dogs this amazing opportunity to apply their energy and newfound skills!

Reunited: Bubba the Dog (Garbanzo - 385891)

You all know and love him as Garbanzo, our sweet, long-term resident who has been waiting patiently for an adopter since the end of February. But today, his story took the most unbelievable turn!

We recently received a call from his original owner, who had been missing him for a very long time. Garbanzo's real name is Bubba! 🐾

When Bubba arrived at the shelter this past February, he was in the care of a different person. His original owner mentioned that Bubba had been impounded at our shelter once before, way back in late 2023, but that he had since been lost for a long time. Our staff dug into the archives, compared the intake photos, and sure enough... Garbanzo is Bubba. It was a perfect match! 📸✨

Today, Bubba’s family came to MCAS to finally bring him home. We captured this tearful, beautiful reunion on video, and there wasn’t a dry eye. 😭❤️🎥

We want to send a massive THANK YOU to all the volunteers, staff, and supporters who loved, walked, and tirelessly advocated for "Garbanzo." You kept his spirits high and his tail wagging until he was found, and it was time for him to go back home. Happy life, Bubba! Welcome home. 🏡🎉

Are you a compassionate veterinarian looking to make a meaningful impact in animal welfare? MCAS is seeking a dedicated Part-Time Veterinarian to help us care for our community's shelter animals!

✨ Position Highlights:

🕒 Schedule: 20 hours/week (flexible scheduling within our 7 AM - 7:30 PM, 7-days-a-week operations)
💰 Compensation: $118,322 - $177,485 annually (Note: This is the full-time range; actual salary will be pro-rated based on your 20-hour schedule).
🩺 Impact: Focus on shelter medicine, overall herd health, and high-volume spay/neuter surgeries.

📋 Key Requirements:
You must hold a valid Oregon Veterinary License at the time of hire and have at least 3 years of relevant experience. Preference for those with previous shelter medicine, animal cruelty reporting, or supervisory experience!

Multnomah County Animal Services needs your help! We are looking for volunteer dog walkers to give our pups exercise, daily attention and handling from caring people, and mental stimulation.

⚠️ Please note: For everyone's safety and the well-being of the dogs, volunteers are required to attend an orientation and training session at the shelter before starting their first volunteer shifts. We will guide you every step of the way! 🌳🐾

Keep your pets safe and make sure they don't become lost with some helpful tips and resources. Even with limitations on fireworks in Portland and in other regional communities, now is the time to create a comfortable and safe environment, gather supplies, and prepare your home. Be prepared to prevent lost pets!
