Troy Gets It Done: ARPA in Action Troy Gets It Done: ARPA in Action are the city's investments using ARPA funds for long-term success. Submit ideas and proposals at: https://www.troynow.org

The Troy Now Initiative encompasses the City of Troy's American Rescue Plan Act (ARPA) projects and initiatives. Utilizing ARPA funding, the City of Troy will invest $42.8M in funds to support Troy's economic recovery. The goal for this one-time funding is to provide a meaningful long-term impact in our city. Specific projects that have been earmarked and authorized for funding by the City Council

and the Administration include Knickerbacker Pool, Taylor Apartments and North Central Community Center. The ARPA Steering Committee is presently composed of Mayor Patrick Madden, Acting Deputy Mayor Christopher Nolin, City Council President Carmella Mantello, Council Member Sue Steele, and City Comptroller Andrew Piotrowski. Members of the public are invited to submit suggestions and proposals for significant projects to be funded.

Mayor Mantello Announces Awarded Construction Bids for Knickerbacker Aquatic Center

TROY, NY – Mayor Carmella R. Mantello today announced the awarded bids for the construction of the long-awaited Knickerbacker Aquatic Center Renovation Project, nearing the completion of one of the city’s most beloved assets. The pool, which has been closed since 2016 and was demolished in 2023, is now on track for a newly constructed and fully accessible aquatic center, with a groundbreaking set this spring.

Following a competitive bidding process, the City of Troy has awarded contracts to the following firms:
• General Construction: Jersen Construction Group
• Mechanical Construction: Danforth
• Electrical Construction: DLC Electric LLC
• Plumbing Construction: Collett Mechanical Inc.
• Engineering: Clough Harbour & Associates (CHA)

Mayor Mantello emphasized the importance of this project in restoring a vital recreational space for the residents of Troy saying, “This is a huge step forward in our commitment to reimagining the Knick Pool and providing a safe, modern space for families, children, and residents to enjoy for generations to come. For too long, our city’s assets have been neglected, but this administration is dedicated to protecting and reviving them instead of letting them fall apart. I want it to be clear; we are not just reopening the pool; we are reimagining the entire complex. In addition to a brand-new 8 lane swimming pool, we are bringing a splash pad, a modern lounge area, and a brand-new building for locker rooms and bathrooms, all of which will be fully accessible for those intellectual, physical, and developmental disabilities. We are investing in our community, and this project combined with the revitalization of the Knick Ice Rink is a prime example of our commitment to enhance the Quality-of-Life for the people of Troy.”

Andrea Fairhurst, President of the Lansingburgh School Board, and community leader expressed her excitement for the new Knick Aquatic Center saying, “The brand-new Knick Aquatic Center will play a major role in providing recreational opportunities for the Burgh’ and the entire city. I am so happy that Mayor Mantello and the administration has prioritized this project to continue the revitalization of our neighborhoods and improving the Quality-of-Life for our children and future generations.”

The Knick Pool has been a cornerstone of the Lansingburgh community for decades, serving as a summer staple for families and a key gathering space for local residents. With the awarding of these contracts, the City of Troy is bringing this essential public resource back to life for the first time in nearly 10 years. The Mantello Administration is proud to have put this project back on track after years of inaction, ensuring that the community will once again have access to this valuable amenity for all to enjoy.

Construction is expected to begin this spring, with additional updates to be provided as the project progresses. The estimated total construction cost of the aquatic center is $7.2 million dollars. In addition to $2.8 million in ARPA funding, the Mantello Administration was successful in the award of a NYSWIMS grant, which totaled $5.8 million. With the completion of the new Knick Aquatic Center and the Knick Ice Rink, over $10 million dollars will be invested in the park.

📣 TRANSFORMING FREAR PARK AND INVESTING IN OUR LEAD LINE REPLACEMENT EFFORTS 📣

Earlier today, Mayor Carmella Mantello announced a bold, forward-looking plan to revitalize Frear Park and to continue to invest in the city's comprehensive lead line replacement program.

As the deadline for encumbrance of American Rescue Plan Act (ARPA) funds concludes this year, a number of existing projects - to the benefit of Troy residents and taxpayers - did not fully utilize the originally appropriated funds, thus the City had remaining funds to appropriate.

The plan proposed includes:
- $3.7 million for revitalizing Frear Park, including new, safe, and accessible playground equipment, in addition to building improvement and renovations to existing Frear Park facilities, including the now-former Park Pub
- $800,000 committed to supporting PEAK Ambulance Service
- $1 million committed to supporting the lead line replacement program

✂️ TEAM H.E.R.O. RIBBON CUTTING 🎀

Earlier this fall, the City of Troy announced that Team H.E.R.O. had received a $300,000 allocation from the city's American Rescue Plan Act (ARPA) funds to support it's community center on Fourth Street. This week, we cut the ribbon - formally opening the center up to the community!

Team H.E.R.O. (Helping Everyone Recognizing Opportunities) develops and implements programs to support youth making the transition from childhood to adulthood. They utilize a relationships first model, prioritizing human connections rather than focusing on perceived problems; their strategies are long-term and built around the strengths and needs of people who make up the communities we serve.

Congrats to Jerry, Steven, and Elvira on their commitment to our city and our youth.

🚧 PROGRESS BEING MADE AT KNICKERBACKER ICE RINK 🚧

Earlier this year, Rensselaer County and the City of Troy announced that $2 million in American Rescue Plan Act (ARPA) funds from the county's allotment would go to replacing the ice-making equipment for the rink. The City committed and contributed several hundred-thousands to enhance the restrooms, concession stands, and other parts of the facility.

This week, we're proud to share that significant progress has been made for this project. Together with the Knickerbacker Aquatic Center - projected to be completed next year and will bring back aquatic recreation back to Lansingburgh, Troy is getting things done for what will be a year-round center for fun, fitness, and creating new memories.

No parent should have to fear what comes out of their tap, and I’m proud that our initiative has helped address this issue for Troy and municipalities across the state by unlocking millions in state and federal funds.

The City of Troy has already replaced over 350 lines and have an ambitious plan to replace all lead pipes within the next three years. With this decision in place, we will immediately seek multiple contractors to accelerate the replacement of lead service lines as quickly as possible. We want to thank our team, the Council and the State Comptroller’s Office with this opinion, for helping Troy continue to lead the charge toward eradicating this public health hazard.

☑ $1.13 MILLION INVESTED IN 112TH STREET PARK ☑

Alongside Assemblymember John T. McDonald III and partners at the local and federal level, the City of Troy showcased improvements to 112th Street Park - made possible through $683,000 in ARPA funding and $500,000 in State and Municipal Funding (SAM).

These improvements include a new spray pad and a playground, in addition to sidewalks, fencing, and other key upgrades to make the park accessible for all.

In addition to 112th Street Park, the ARPA funds have facilitated improvements in several other parks, including Beman Park, Kinloch Park, Canal Avenue Park, Powers Park, and Prospect Park.

Thanks to Deputy Mayor Seamus Donnelly, City Council President Sue Steele, Councilman Ryan Brosnan, and Manik Elahi from U.S. Representative Paul D. Tonko's office for joining today.

The Knickerbacker Pool project, an ARPA priority, has received nearly $6 million in state funding through the NY SWIMS initiative, to complete the work.

Originally constructed in July 1955, the Knickerbacker Pool is situated at the southwest corner of Knickerbacker Playground and named after the individual who owned the land, John Knickerbacker.

The previous pool closed in 2016, in which the new facility will be fully handicapped accessible and will include a 7,500 square foot primary pool, splashpad area, and a 3,800 square foot bathhouse.

The demolition of this project was funded through an ARPA appropriation.
