Special Meeting Agenda – April 22, 2026
10:00 am

1. Roll call: Supervisor Colin Chaffee, Supervisor Robert Foulkrod, Supervisor Steve Harris (via phone), Mallory Babcock, Matthew Lee, Jeff Castle, Howard Vroman, Kyle Smith
2. Pledge of Allegiance was cited
3. Cinders: Motion by Supervisor Chaffee, seconded by Supervisor Foulkrod to put a bid out for cinders and washed 1B gravel. Motion passed unanimously.
4. Salt and calcium Motion by Supervisor Chaffee, seconded by Supervisor Harris to do test areas of both calcium chloride and salt. Motion passed unanimously
5. Lambs Park Road/Rundell Creek Road project. Board agreed to go ahead with the repair.
6. Large sluice pipe for Carnwright Mt. Road Board agreed to go ahead with a 48” pipe..
7. Adjournment. Motion by Supervisor Chaffee, seconded by Supervisor Foulkrod to adjourn the meeting at 10:20 am.

FYI township residents. I have received several complaints about someone on a white/red dirt bike going at dangerously extreme speeds (one estimate was at least 60mph) on our roads. Please be vigilant if backing out of your driveway or entering side roads in case this individual is present. So far he has been observed on Fallbrook Road and Sweeney Road. If you are this individual or know who it is please tell him to SLOW DOWN before he injures himself and/or others.

Meeting Agenda – April 8, 2026
REGULAR MEETING OF ARMENIA TOWNSHIP

The regular meeting of Armenia Township was opened at 12:00 p.m.
1. Roll call: Robert Foulkrod, Colin Chaffee, Others: Gary Horning, Tom Billingsley, Mallory Babcock, Thomas Seas, Matthew Lee, April Shaw, Dale Webber, Dane Reinheimer
2. Pledge of Allegiance was cited.
3. Public Comment Period: Thomas Seas asked the Board to consider opening the township roads to ATVs. The discussion was tabled until next month so residents would be made aware of the discussion.
4. April Shaw from Tri-Co Connections spoke to the Board about new options available.
5. Minutes of Regular Meeting: Motion by Supervisor Chaffee, seconded by Supervisor Foulkrod to approve the minutes. Vote was unanimous. Motion passed.
6. Correspondence

7. Staff Reports
a. Treasurer’s Report –Gary Horning sent the following report.
i. The State fund balance is $19,251.76; State Fund Money Market is $75,858.51; Township Fund is $43,492.58; Township Fund Money Market is $44,652.18; Capital Reserve at C&N is $4,294.63; Capital Reserve FC is $1,003.56; Raymond James ES is $129,685.52; Raymond James CD is $230,375.10; State Raymond James CD is $81,485.28; General Raymond James CD is $81,422.88 and Payroll account balance is $5,410.15, for a total of $716,932.15. Motion by Supervisor Chaffee, seconded by Supervisor Foulkrod to approve the report. Vote was unanimous. Motion passed.
ii. The Township auditor’s report was reviewed. There were no negative findings.
b. COG – Colin Chaffee did not attend last meeting
c. Building & Driveway Permit Report – Mallory Babcock reported that there were no new permits issued.
d. Road Foreman Matt Lee reported
i. They are in the process of transitioning from winter to spring with the equipment.
ii. They are also cleaning ditches as weather permits.
iii. Cinders were discussed. Board discussed the water drainage issue with the storage shed and that it needs to be addressed prior to delivery of any cinders. The Board did authorize the purchase of cinders.
e. Tax Collector – Mallory Babcock reported payments are coming in and that the deadline for the discounted rate is the end of this month April 30th.
8. Old Business
a. Dust Control was discussed. Supervisor Chaffee got some quotes for different materials. Board agreed to try calcium chloride on a section of Mountain Avenue and Cleaveland Road. The Board also agreed to do a road inspection.
b. Ordinance 2025-12-10 Alba Mt. Road closure tabled
9. New Business –
a. Board discussed putting gravel down on a section of Dewey Hollow Road from Scott Road down to Fallbrook Road. Approximate cost of $29,000.
10. Adjournment: Motion by Supervisor Chaffee, seconded by Supervisor Foulkrod to adjourn. Vote was unanimous. Motion passed and the meeting was adjourned at 12:20.

MEETING OF ARMENIA TOWNSHIP BOARD OF SUPERVISORS
MARCH 11, 2026
12:00 p.m.

The regular meeting of Armenia Township Board of Supervisors was opened at 12:00 p.m. at the Township Office.
1. Roll call: Supervisors: Steve Harris, Colin Chaffee. Other: Mallory Babcock, Gary Horning, Thomas Seas, Matt Lee, Josh Jones, Tom Billingsley, Howard Vroman, Dale Beardslee
2. Pledge of Allegiance was cited.
3. Public Comment Period:
a. Tom Seas stated they appreciate the road reflectors, especially on foggy days.
4. Minutes of Meeting. Motion by Supervisor Chaffee, seconded by Supervisor Harris to approve the report. Vote was unanimous. Motion passed.
5. Correspondence
a. In:
i. PA One Call Notices (dates are start/finish dates): Secretary has responded to all.
1. No dates: Seneca Resources doing road repairs on Mountain Ridge Road
ii. Invitation to County Township Spring Dinner Meeting May 14th. Secretary will RSVP

6. Staff Reports
a. Treasurer’s Report – Gary Horning gave the following report.

The State fund balance is $4,713.51, State Fund MM is $92.86, Township fund balance is $50,608.29, Township MM is $44,633.23, the Capital Reserve fund balance at C&N is $3,794.63; Capital Reserve at First Citizen’s is $1,003.43; Raymond James ES is $129,685.52; Raymond James CD is $230,375.10; Raymond James State MM is $81,485.28; General Raymond James General MM is $81,422.88 and Payroll is $6,602.21 for a total of $632,416.94. Motion by Supervisor Chaffee, seconded by Supervisor Harris to approve the report. Vote was unanimous. Motion passed.
b. COG – Supervisor Colin Chaffee did not attend the meeting.
c. Building & Driveway Permit Report – Mallory Babcock reported no permits were issued.
d. Tax Collector – Mallory Babcock reported that the tax bills have been mailed.
e. Road Foreman – Matt Lee
a. He is plowing and cindering as needs as well as starting to prepare for spring maintenance.
b. Gravel bid opening was complete. One bid from Decristo, Inc. Motion by Supervisor Chaffee, seconded by Supervisor Harris to accept the bid. Vote was unanimous. Motion passed. Secretary will send out the acceptance letter.
7. Old Business-no old business
a. Ordinance 2025-12-10 Alba Mt. Road closure tabled until next meeting.
b. Recorder for meetings. One has been purchased and was tried at the meeting.
c. Purchase of propane fuel tanks. Supervisor Chaffee looked into it and recommended the Township to not proceed with buying them.
8. New Business
a. Dust control.
i. There will be no tar and chip this year
ii. Supervisors discussed various options. Motion by Supervisor Chaffee, seconded by Supervisor Harris to try calcium chloride on several roads. Vote was unanimous. Motion passed.
9. Resolution 2026-01: Bradford County 2026 Hazard Mitigation Plan. Motion by Supervisor Chaffee, seconded by Supervisor Harris to approve the Resolution. Vote was unanimous. Motion passed.
10. Adjournment: Motion by Supervisor Harris, seconded by Supervisor Chaffee to adjourn. Vote was unanimous. Motion passed. The meeting was adjourned at 12:35 p.m.
