NOTICE OF PUBLIC HEARING BEFORE THE PLANNING AND ZONING COMMISSION

NOTICE IS HEREBY GIVEN THAT an application by Dylan Qualls d/b/a Q26 Legacy LLC for a hearing regarding a conditional use permit has been filed with the Trumann Planning and Zoning Commission wherein the conditional use is for a private training facility located at 1101 Fire Station Road in Trumann Arkansas.

A PUBLIC HEARING on said application will be held by the Trumann Planning and Zoning Commission at 6:00 PM on September 15, 2026 at the Judicial Complex located at 221 South Melton in Trumann Arkansas.

ALL PARTIES IN INTEREST MAY BE HEARD at said time and place or may notify the Planning and Zoning Commission by letter of their views on this matter.

THE APPLICATION is on file for public inspection at the City Clerk’s office in the Municipal Complex.

Rudy A. Ray appeared before the Poinsett County District Court today, August 31st, 2026, where the court denied bond and ordered him to remain in custody pending his next court appearance. His next court appearance is scheduled for September 18th, 2026 in the Poinsett County Circuit Court.

Ray was denied bond on the charges of Murder in the First Degree, Abuse of a Co**se, and Tampering with Physical Evidence.

This case remains ongoing and no further information will be released at this time that could compromise the investigation or pending court proceedings.

August 29, 2026 — The Trumann Police Department announces that Rudy A. Ray, 56, of Trumann, Arkansas, has waived extradition and has been returned to Arkansas to face criminal charges.

On August 28, 2026, officers with the Trumann Police Department took custody of Ray in Franklin, Tennessee, and transported him back to Arkansas.

Ray is currently being held on the following charges:

* First-Degree Murder
* Abuse of a Co**se
* Tampering with Physical Evidence

Ray is scheduled to appear for a bond hearing on August 31, 2026, in Harrisburg, Arkansas in the Poinsett County Circuit Court.

The Trumann Police Department will continue to provide information as appropriate while respecting the integrity of the ongoing legal proceedings.

TRUMANN POLICE DEPARTMENT - PRESS RELEASE

**Missing Person Investigation Leads to Discovery of Human Remains**

On August 14, 2026, the Trumann Police Department received a missing person report regarding Rebecca Lucille Montgomery.

As part of the ongoing investigation, investigators with the Trumann Police Department obtained a search warrant for property located at 401 N. Pine Ave., Trumann, Arkansas.

At approximately 8:15 a.m. on August 21, 2026, the Trumann Police Department SWAT Team and the Poinsett County Sheriff's Office SWAT Team jointly executed the search warrant at the property.

During the search, investigators located what are believed to be human remains. At this time, the remains have not been positively identified, and no determination has been made regarding the cause or manner of death.

The remains will be submitted to the Arkansas State Crime Laboratory in Little Rock for further examination and analysis. This process will assist investigators in determining the identity of the remains and, when possible, the cause and manner of death.

The Trumann Police Department is receiving operational assistance from the Poinsett County Sheriff's Office, Arkansas State Police, and the Federal Bureau of Investigation (FBI).

This investigation remains active and ongoing. Investigators are continuing to process the scene, gather evidence, and follow all available leads. Additional information will be released when it can be confirmed and when doing so will not compromise the integrity of the investigation.

The Trumann Police Department extends its appreciation to the Poinsett County Sheriff's Office, Arkansas State Police, FBI, and all other agencies assisting with this investigation.

At this time, no further information is available for release.

🐾 WELCOME K-9 REAPER TO TPD! 🐾

K-9 Reaper is already making an impact at the Trumann Police Department.

On August 18, 2026, Officer Jarred Carter conducted a traffic stop on a vehicle operated by L.J. Meeks. K-9 Reaper was deployed during the stop, resulting in the arrest of Meeks for possession of a controlled substance.

Following the traffic stop, officers obtained and served a search warrant at the Meeks residence. The search resulted in the seizure of:

🔹 More than 16 pounds, 11 ounces of ma*****na
🔹 30.01 pounds of THC gummies
🔹 21 packages containing a total of 17.5 ounces of finely ground ma*****na, commonly called “shake”
🔹 125 packages of THC concentrate
🔹 One ho**ah
🔹 Four pipes
🔹 One digital scale
🔹 One cellular telephone
🔹 One Henry Survival Rifle, .22 caliber
🔹 $430 in U.S. currency

L.J. Meeks was charged with:

🔹 Possession of a Schedule VI Controlled Substance with Purpose to Deliver—greater than 25 pounds but less than 100 pounds
🔹 Simultaneous Possession of Drugs and a Firearm
🔹 Felony Possession of Drug Paraphernalia
🔹 Maintaining a Drug Premises
🔹 Use of a Communication Device

Denene Meeks was charged with:

🔹 Maintaining a Drug Premises

**MISSING PERSON — REBECCA LUCILLE MONTGOMERY (REBECCA SPRAY)**

The Trumann Police Department is asking for the public’s assistance in locating Rebecca Lucille Montgomery, also known as Rebecca Spray, age 44, who was last known to be in Trumann, Arkansas, on or about June 30, 2026.

Rebecca is described as:

* White female
* 44 years old
* Approximately 5’4” tall
* Approximately 150 lbs
* Brown hair
* Brown eyes
* Multiple Tattoos: Tattoo of a "Crown" on inner right wrist, tattoo of words "The Struggle" on inner right bicep, tattoo of words "Is ___ Real" on inner left bicep, an unidentifiable tattoo on her upper right shoulder, and a tattoo of two "pink stars" on her chest.
