Last week, the Tulare Police Department proudly hosted the 3rd Annual Explorer Academy, bringing together Explorers from the Tulare, Delano, Dinuba, and Reedley Police Departments.

This year, 28 Explorers completed various phases of the academy. Throughout the week, Explorers developed their leadership skills, character, and law enforcement knowledge through a progressive training model.

The Explorer Academy is designed to build leadership, integrity, teamwork, and confidence while preparing young men and women for careers in law enforcement and success in whatever path they choose to pursue.

We would like to extend our sincere gratitude to all the instructors, partner agencies, and community supporters who dedicated their time and expertise to make this academy a success. Your commitment to developing the next generation of leaders continues to make a lasting impact.

Members of the community and the Tulare Police Department gathered to honor the life and sacrifice of K9 Bane, a brave partner who gave everything in the line of duty. Bane was not just a K9, he was a protector, a loyal companion, and a hero who placed himself in harm’s way to protect his handler and other officers. K9 Bane made the ultimate sacrifice on December 9th, 2018.

On June 23, 2026, community members gathered at K9 Bane Park to honor his memory with the unveiling and presentation of a statue dedicated to his service. The statue was presented to Officer Ryan Garcia, Bane’s handler, as a lasting reminder of the bond they shared and the impact Bane made on so many lives.

Though Bane’s watch ended that night, his legacy continues to live on through his handler, his department, and the community that will never be forgotten.

On June 11, 2026, just after midnight officers with the Tulare Police Department responded to a report of a traffic collision in the area of Paseo Del Lago and Viognier Street.

Upon arrival, officers located an adult female suffering from significant injuries. The female was requesting medical assistance and asking about the whereabouts of her companion. Through their preliminary investigation, officers learned that the female and her boyfriend were walking home when they were struck by a vehicle.
Officers immediately searched the surrounding area and located an adult male in the backyard of a nearby residence. The male had sustained critical injuries as a result of the collision.

Emergency medical personnel responded to the scene and initiated life-saving measures before transporting the male victim to a local hospital. Despite the efforts of first responders and medical staff, the victim succumbed to his injuries and was later pronounced deceased.

The driver and passenger of the suspect vehicle had fled the scene prior to officers' arrival. Officers established a perimeter and located two adult males hiding behind residential trash cans. Both individuals were taken into custody without incident.

The driver, identified as Abraham Payeras, was arrested and charged with suspicion of driving under the influence of alcohol and gross vehicular manslaughter.

The identities of the victims are being withheld pending notification of next of kin and due to the ongoing investigation. Anyone with information related to this incident is encouraged to contact Sergeant Scott of the Traffic Division at (559) 684-4296.

This morning, the Tulare Police Department had the honor of attending the Tulare High School Foundation Scholarship Ceremony, where Explorer Captain Jayden Gonzalez was awarded a scholarship in recognition of his hard work, dedication, and commitment both inside and outside the classroom.

Jayden’s achievements reflect the values of leadership, service, and excellence that he demonstrates through his involvement in our Explorer Program and throughout the community. We are incredibly proud of the example he sets for his peers and the positive impact he continues to make.

Jayden was one of only a few juniors selected to receive a scholarship, as the majority of recipients were seniors, making this accomplishment even more noteworthy.

Please join us in congratulating Jayden on this well-deserved recognition. We look forward to watching him continue to grow, lead, and achieve great things in the future.

On May 14, 2026, at approximately 1:35 p.m., detectives and evidence technicians with the Tulare Police Department responded to the area of Tulare Avenue and Mooney Boulevard after receiving information regarding a possible body in one of the drain tunnels branching off from the canal tunnel located on the west side of Mooney Boulevard. Detectives had regularly been in the area conducting follow-up investigation related to a missing person case involving an individual known to frequent the area.

Upon arrival, detectives located and entered the tunnel, which was partially filled with water. During their search, detectives discovered the body of an adult male partially submerged in the water.

With the assistance of the Tulare County Coroner’s Office, the body was successfully recovered from the tunnel. The deceased has since been positively identified as 39-year-old Michael Anthony Hernandez. His family has been notified.

The cause of death has not yet been determined and remains under investigation.

This investigation remains active and ongoing. Anyone with information related to this incident is urged to contact Detective Puente at (559) 685-2300 ext. 2157.
