From the desk of the Mayor

We didn't have as many folks as we were expecting, but thank you to the villagers that did come by! It was a very good discussion, with very good questions that led to more knowledge all around. I'm going to try to write a summary of the Q&A to post on here, as I believe transparency is key and the questions asked really clarified issues. If you continue to have questions or concerns about the sewer and water bills, or anything else, please feel free to talk to a board member, message me here on Facebook, or email me at [email protected]. We are still offering tours of the Wastewater Treatment Plant as well - please contact myself or the Department of Public Works if you'd like to schedule one!

On the topic of contacting us, a suggestion was made to have office hours as mayor. I thought this sounded like an excellent idea. If anyone has any thoughts on the best time to have them, I'd be glad to hear them.

One item that came up, we are in need of a crossing guard at the JSHS entrance, next to Melinda Lane! If you need some extra money, it's a half hour in the morning and again in the afternoon. Please contact myself or our clerk Maureen at [email protected] with any interest.

We also had a visit from the Tully Rotary, who spoke about their recent microforest planting and the need for more trees around the village. They will be investigating a tree survey of the village to see if it's feasible, and also suggested looking into Tree City, USA status. We're already a good portion of the way there as far as the requirements go, so our environmental liaison will be looking into that as well.

All in all, it was a night of learning for everyone, and a pretty productive meeting as well. I hope to hear from folks, and to see you at future meetings!

Due to the expected turnout tonight, the Village Board meeting will be in the court room of the municipal building, still at 6:30pm. It's right around the corner from our usual meeting room.

By now everyone has received our letter about the increase in sewer and water rates. We understand that this is a distinct concern, and do not take a change like this lightly. After all, we live here too, and this is impacting us and our neighbors.

Unfortunately, the infrastructure is aging, and is in need of extensive maintenance and repairs. The wastewater treatment plant, in particular, is in rough shape. If you haven't, I strongly recommend arranging a tour of the plant; you'll see the extent of the work that needs to be done, and get a better idea of how it works. You can contact our head of the Department of Public Works, Mike, at 315-399-0104 for a tour during the day. If you can't make a tour during a work day, I (Dan) will be available in the evening and on weekends to give tours as well. You can contact me for that, or any other concerns you have, either by messaging me here or emailing me at [email protected].

If you are feeling like you have more to say, are unsure about the reasons for this or any changes in the Village, or are interested in the workings of the Village, please come to our Board meetings. They are open to the public, the 1st Wednesday of every month at 6:30pm. Our next one is 6/3, this coming Wednesday. I hope to see you there.

Board meeting tonight, 6:30!

Not a lot immediately on the agenda, but we will be discussing how best to disseminate information about the upcoming sewer and water bills. Everyone deserves to be able to plan and budget, so this is definitely important info.

If there is something you'd like us to discuss, please either send it my way, or come to the municipal building and tell us in person!

Other items discussed at March's meeting -

The state of Onondaga Street. We've had multiple villagers report that the road is damaged, and the salt and sand have been accumulating excessively on the apron. We definitely hear you! Onondaga Street has been problematic since it was first paved. I'll let our minutes explain what our DPW had to say -
"Onondaga Street was milled and repaved with hot-mix asphalt in 2019, followed by micro-paving treatments in 2020 and 2022 to help preserve the pavement surface. Despite these efforts, the roadway’s relatively flat profile has led to ongoing drainage issues. Standing water frequently remains on the pavement after rain events, which accelerates surface wear and contributes to premature deterioration. To address these underlying conditions, funds are being set aside for a comprehensive long-term drainage improvement project. This project is expected to include the installation of catch basins and related drainage infrastructure to correct the drainage deficiencies and provide a sustainable, long-term solution. Short-term maintenance will focus on preserving the existing pavement condition. This includes patching distressed areas with hot-mix asphalt and applying a cape seal (oil application with fine aggregate) to protect the surface and extend the roadway’s service life until full drainage improvements can be completed."

Mike Hoke becoming our Superintendent of Public Works. Mike passed a difficult exam that allows him to sign off on reports for the wastewater treatment plant, and means that we can part ways with Koester Associates. They have been legally necessary for the period of time we have had to maintain a contract with them, and they have also been extremely helpful and knowledgeable, so the termination of the contract is done with no ill will. We simply now have the necessary in-house knowledge and certification to handle it ourselves!

The meeting on the 4th was dominated by budget talks. We had a budget workshop, where we examined the costs of the infrastructure and facilities repairs/upgrades that will be necessary to ensure clean water and proper disposal of waste water for the village. Much of this continued in our regular meeting.

There's no real way to sugarcoat it - the treatment plant is in serious need of expensive repairs. We tried to cut back where we could, push not strictly emergency projects out, but the long and short of it is that water and sewer bills will be doubled. We have not signed the budget into effect, but it has been moved to a preliminary status. We will be meeting April 8th at the Municipal Building to have a public hearing on this budget.

We managed to keep taxes level to try to defray some of the sticker shock, but there's no two ways about it; to keep the plant operating, we need to raise more funds than previously anticipated.

We are looking at all possible sources of monies - grants, funds, etc - to hopefully do something about these costs in the next fiscal year.

We are also looking at potentially going to a quarterly billing cycle, to again take some of the shock out of the bill. It will take a change in local law to do that, so it will not be an immediate change.
