Congratulations to our Buildstrong Academy of Pierce County construction cohort for receiving their Pre-Apprenticeship Certificate Training (PACT) certificates from the Home Builders Institute (HBI). PACT certification integrates performance-based learning in the building trades with vocational and academic skills training and includes life skills, career development, and on-the-job training. PACT curriculum is one of only three pre-apprenticeship curricula recognized by the Department of Labor (DOL).

The State Building Code Council (SBCC) is considering changes to the 2024 Washington State Energy Code that will directly impact the cost of building a new home in Washington.
A new report from the Washington Center for Housing Studies found that the proposed code includes meaningful affordability improvements, including lower construction costs for many homes. However, it also found that homes using natural gas would still face more than $25,000 in additional construction costs compared to similar homes using electric heat pumps because of continued code requirements that treat fuel types differently.
The report also identifies several proposed provisions that would increase housing costs, limit design flexibility, or fail to deliver reasonable cost savings for homeowners. It recommends targeted amendments that preserve energy efficiency while reducing unnecessary costs and protecting housing attainability. Housing affordability and energy efficiency should go hand in hand.
Contact your legislators today and ask them to encourage the SBCC to adopt an energy code that lowers housing costs, removes unnecessary mandates, delivers meaningful energy savings, and protects consumer energy choice.

The Spokane Home Builders Association has updated its Fire Disaster Recovery page with information and resources. Want to help? SHBA recommends donating to the Red Cross or Innovia Wildfire Fund. ❤️

In response to the devastating wildfires currently affecting our community, Innovia Foundation has opened the Spokane Complex Wildfire Response Fund.

100% of donations will support nonprofit organizations working to meet the needs of those impacted by the fires. Innovia will work closely with community partners to get funding where it is most needed for both immediate and long-term needs.

"Our community is facing an incredibly difficult moment right now, with hundreds of families losing their homes and businesses to these fires," shares Innovia's CEO Shelly O'Quinn. Washington needs to build 1 million new homes over the next 20 years, or about 50,000 homes every year, to keep pace with demand. But new permitting data shows we're falling behind.

After reaching a high of 56,000 housing units permitted in 2021, permits have steadily declined, dropping below the pace needed to meet the state's housing goals. At the same time, only 25% of Washington households can afford the median-priced home of $600,000.

Housing production isn't keeping up with demand, and the consequences are clear: fewer attainable homes, reduced economic opportunity, and a worsening affordability crisis.

Our latest analysis examines housing permit trends across Washington and introduces BIAW's Housing Deficit Clock, a live tracker measuring how far the state is falling behind its goal of building 1 million new homes between 2024 and 2044.
