Washington State Correctional Industries Correctional Industries (CI) operates under the Reentry Division within the Washington State Department of Corrections (DOC).

CI provides volunteer work training programs within DOC facilities. Correctional Industries is a unique blend of business and government, using private industry tools and techniques to operate voluntary work training programs in prisons and provide individuals with marketable job skills. The value of CI is to foster successful workforce development and reentry, enhance prison and public safety, and reduce taxpayer burden.

Incarcerated individuals who work in Washington Corrections Center shops built two benches for the Shelton Memorial Park’s new section to memorialize infants and children who have died. Incarcerated individuals cut all the materials and assembled the benches, and also drew silhouettes of angels featured on the armrests and back supports. Facility staff sent benches to Stafford Creek Corrections Center, where incarcerated individuals working in its Washington State Correctional Industries wood and metal shops applied a special weatherproof powder coating to the benches.

“In a time of loss and uncertainty, it is a joy to see facilities, staff, and the incarcerated population alike, donate time and attention back to the community, without hesitation,” said Washington Corrections Center Plant Manager Don Carlstad. “May the benches help bring comfort to those families that face such tragic loss from losing a child. Our hearts go out to these individuals."

“I formed relationships with people who are going to pull me up and have my best interests at heart, whereas before I was surrounded by people doing the same bad things just because it was comfortable,” said Victoria Garza, a member of Ironworkers Local 86-Pacific NW Ironworkers Apprenticeship JATC 86. “There are so many people out there who want to help you along and level up and help you out in life.”

“There are still many barriers that face our releasing CTAP and TRAC graduates as they navigate the apprenticeship application processes and job markets,” said Steve Petermann, Washington State Correctional Industries manager. “These non-profit and community-based organizations we work with are very proactive and responsive in helping our graduates. (Through the City of Seattle Government's Priority Hire Program), we are are ensured that our releasing graduates and incarcerates have a voice among the represented groups who are affected by these kinds of initiatives and will continue to find acceptance and support.”

Unemployment rates among formerly incarcerated people are 27% higher than job seekers who do not have a criminal record, according to an analysis by the Prison Policy Initiative.

Washington State Correctional Industries (CI) recognized 96 award winners during a virtual employee recognition awards ceremony, representing a combination of the 2019 and 2020 award winners. The awards recognize employees for their continuous, outstanding work to transform lives and increase successful reentry through vocational job training and mentoring as demonstrated by their accomplishments throughout the year. Due to the COVID-19 pandemic, CI combined its 2019 recognition ceremony with this year’s 2020 celebration.

Awards were presented for the following categories: Louie Sarot Customer Service Award, Teamwork/Team of the Year, Commitment to Quality Award and Rising Star Award.

“This year we celebrated our winners in a unique way by holding a virtual celebration," said Sarah Sytsma, CI director. "This provided an opportunity for many to join in the celebration and acknowledge the work of their coworkers. Recognizing the talents and efforts of our CI staff means so much and I look forward to it each year. I am proud of the work that all CI staff do each day to make a difference in the lives of our incarcerated.”

The award recipients represented the following facilities: Airway Height Corrections Center, Clallam Bay Corrections Center, Coyote Ridge Corrections Center, Headquarters, Stafford Creek Corrections Center, Washington Corrections Center and Washington Corrections Center for Women. Winners received a certificate and coin, and their names/team names will be placed on the CI award plaque located at CI Headquarters.

“Foods manufactured and supplied by Washington State Correctional Industries to our state's correctional facilities are a vital element to maintain consistency of menu items and nutrition statewide," said Bryan King, food service administrator. "This allows Washington State Department of Corrections to achieve and maintain compliance with the 2015 Dietary Guidelines for Americans (DGA) and fulfill Governor Jay Inslee's Executive Order 13-06. Incarcerated individuals assist with food manufacturing and food service within DOC. In turn, they learn to model pro-social behaviors associated with work ethic and employment.”

The Washington State Department of Health worked with the Department to implement new menu guidelines, compliant with the DGA produced by the U.S. Department of Agriculture and U.S. Department of Health and Human Services.

At the Washington State Correctional Industries’ Textile Factory, located in the Airway Heights Corrections Center, you will see professional uniforms being produced for various public agencies. All the vests for the WSDOT are made in the textile factory along with items for King County, Washington - Government and the State of Alaska. The work provides individuals an opportunity to grow and expand their skills and abilities, and workers enjoy having new challenges.

“It’s good to have people that have experience and have the talent but we can develop people here. As long as they’re willing to coming in and give 100 percent, they’ll gain the talent to be able to perform,” said Business Manager William Kinn.

Along with vests and uniforms, they also have embroidery and silk screening as well as making custom gear and badges. Another part of the factory works on upholstery. The Textiles Factory sold over 189,000 items in 2019 and almost 330,000 items between 2018 and 2020. Learning a new employment skill for release helps the department in its mission to improve public safety by positively changing lives.

“It really gives me the experience and the opportunity to go back out and have more opportunities on the outside to help give back,” said Daniel Brooks.
