City of Turner, Oregon Turner is a small city 7 miles south of Salem, Oregon, just east of I-5. Founded in 1905, it currently has a population of 2866.

It is the home of Aldersgate Retreat Center, Turner Retirement Homes and the Oregon Christian Convention. Mill Creek winds through the town while the sorrounding hills offer great views of the Cascades as well as great wineries, such as Willamette Valley Vineyards.

Emerald Ash Borer Near Turner

The Emerald Ash Borer has been detected 5 miles near Turner. The beetle has killed millions of ash trees in the United States and is now doing the same in Oregon. The death rate for infected trees is near 100% if not treated.

The City is currently assessing options for ash trees in our City parks. We encourage you to take action now, by identifying any ash trees in your yard and then reviewing options for treatment, removal or replacement. Here are two excellent resources for learning about this very bad insect:

Just a reminder, Delaney RD will be closed tomorrow for water line maintenance.

On Monday, August 10, 2026 @ approximately 7:00AM Public Works will close Delaney RD near Franzen Reservoir and Bella CT. This will be a hard closure (no traffic can get through) as there will be trenches across the street. Plenty of signage will be used.

There are three service lines in that stretch that have continued to fail. Crews will replace the lines.

On Monday, August 10, 2026 @ approximately 7:00AM Public Works will close Delaney RD near Franzen Reservoir and Bella CT. This will be a hard closure (no traffic can get through) as there will be trenches across the street. Plenty of signage will be used.

After several months of meetings, the following goals were adopted by City Council at the July 9th meeting.

Adopt Land Use Code Changes – this project updates our land use code to align with State-mandated changes aimed at stimulating housing production.

Prioritize Turner Lake Master Plan Projects and Park Priorities Plan – the City just completed a new master plan for Turner Lake and needs to integrate priorities from that plan with overall park needs.

Prioritize Projects from the Transportation System Plan – the new system plan includes projects ranging from new sidewalks to intersection improvements to a completely new concept for 3rd Street and Denver Street.

Complete Lowder Annexation – the annexation is within the City’s urban growth area, which is near Delaney Rd. and Witzel Rd.

Review Stormwater Master Plan and Develop Capital Improvement Plan and Funding Strategy – the plan reviews current funding for stormwater operations and capital needs.

Complete Water Master Plan – this project updates our master plan to account for recent growth, changes in our water system and addresses providing service to our growth area.

Review Public Safety Services – current Police services would be reviewed, as well as options for additional police staffing and coverage.

Approve Priorities for Urban Renewal – the urban renewal area is roughly our downtown area with a small section that extends along 3rd St. to Delaney St. and has a special funding mechanism for projects.
