Following the tragic house explosion in neighboring Twinsburg Township in June, Mayor Sam Scaffide placed a moratorium on drilling, boring and other underground utility work within the City of Twinsburg. The pause provided the City with an opportunity to review its procedures and determine what additional safeguards could be put in place to protect residents.

Since then, the City has worked with regulatory agencies, utility companies and contractors to develop stronger guidelines and provide greater oversight of underground utility work.

Beginning Wednesday, September 9, drilling, boring and other right-of-way utility work will be permitted to resume in Twinsburg under these enhanced requirements.

Among the changes, contractors and subcontractors must be registered with the City and provide advance notice before beginning work. Residents directly affected by upcoming work must receive written notification at least 10 days in advance.

The City has also strengthened utility locating requirements, improved communication with contractors working in neighborhoods and increased its ability to stop work when proper procedures are not being followed.

While no set of procedures can eliminate every risk associated with underground utility work, these additional requirements will provide the City with greater oversight and help ensure contractors are following established safety procedures.

The City appreciates the patience and understanding of residents while this work was paused and will continue to closely monitor underground utility work throughout the community.

Many of you have recently shared questions and concerns about the City’s Streetscape Design Guidelines 2026, and we appreciate everyone who has taken the time to read, comment, and care about the future of Twinsburg. Your feedback matters.

As the project moves into its next stages, the draft will be reviewed by the Planning Commission and then move on to City Council for consideration. This is an important time for residents to learn more, ask questions, and be part of the process.

We encourage you to visit the Together Twinsburg Streetscape project page, review the materials, and submit your questions and feedback through the site. We see and appreciate the conversations taking place on social media, but it is very important that we also collect feedback through this organized platform. Doing so helps us document your comments, identify common questions and concerns, and ensure your voice is part of the process before the draft report is finalized.

Residents are also encouraged to attend upcoming Planning Commission and City Council meetings as the project moves through the public review process. These meetings provide another opportunity to hear the discussion firsthand and stay involved as decisions are considered.

The twins are arriving in Twinsburg for Twins Days 2026 – "Totally Two-bular!" and the excitement is building!

While today started with a little rain, it certainly didn't stop these twins from having a great time. Even better, the forecast looks great for the rest of the weekend—making it the perfect time to come out and join the fun!

Twins Days Festival Road & Building Closures

For one incredible weekend each year, Twinsburg becomes the center of attention for twins from around the globe. Thousands of twins and their families will gather in our community to celebrate a tradition found nowhere else in the world. Twins Days is one of the events that makes our city truly one of a kind.

🚧 Twins Days Parade Road Closures

To help ensure a safe and enjoyable parade, please plan ahead for these temporary road closures on Saturday, August 8:

Beginning at 8:00 a.m.
• Church Street
• Richner Court
• Maple Drive
• Ravenna Road (Twin Hills Parkway to Darrow Road)

These roads will remain closed until approximately 10:30–11:00 a.m., when the parade concludes.

Residents: Local access will be available until 8:30 a.m. with assistance from CERT members and Twinsburg Police.

Beginning at approximately 8:45 a.m.
• Ravenna Road (Twin Hills Parkway to Whitewood Circle)

Planning to watch the parade? Arrive downtown or along Ravenna Road by 8:30 a.m. to secure a great viewing spot.

Property Value Notices Are on the Way

Beginning today, Summit County property owners will start receiving their 2026 property value notices in the mail.

Ohio law requires every county to reappraise property values every six years. The values in these notices will be used to calculate property tax bills mailed in January 2027.

One question we often hear is, "Where do my property tax dollars actually go?"

Many residents are surprised to learn that the City of Twinsburg receives only 4.79% of the property taxes paid by homeowners. In fact, Twinsburg’s share is lower than many neighboring communities. The property tax revenue received by the City is specifically dedicated to supporting the Police and Fire Departments.

The largest portion of the property taxes paid, about 67%, supports the Twinsburg City School District, with the remainder funding Summit County services, the Cuyahoga Valley Career Center, Twinsburg Public Library, Summit Metro Parks, and other countywide programs.

The accompanying graphic shows how a typical Twinsburg property tax bill is distributed.

It's also important to know that the day-to-day operations of the City of Twinsburg are funded primarily through municipal income tax, paid by the people who work in Twinsburg, not through property taxes. Those income tax dollars support the services residents rely on every day, including police, fire, EMS, road maintenance, parks, snow removal, community programs, and other essential City operations.

If you have questions about your new property value, the Summit County Fiscal Office has appraisers available to discuss your valuation by phone, virtually, or in person. A convenient in-person session for Twinsburg residents will be held:

You can also review your property's 2026 value online by visiting the Summit County Fiscal Office website, selecting Property Tax and Appraisal, and ensuring Tax Year 2026 is selected.

The deadline to discuss your property value with a Summit County appraiser is August 27, 2026.

We encourage everyone to review their notice, understand how property taxes are distributed, and reach out to the Summit County Fiscal Office if you have questions about your valuation.

SPECIAL CITY COUNCIL MEETING – TONIGHT AT 6:00 PM

Twinsburg City Council will meet tonight at City Hall for a special meeting concerning a proposed rezoning at 2570 Post Road.

The meeting will begin at 6:00 PM with a Public Hearing, followed immediately by the Special Council Meeting.

Council will consider two related agenda items:

• Ordinance 2026-093 – A proposal to rezone the property at 2570 Post Road, Parcel #64-02608, from PF (Public Facilities) to R-3 Single Unit Residential.

• Ordinance 2026-094 – A proposal requesting that the Summit County Board of Elections place the rezoning question on the November 3, 2026 General Election ballot.

It is important to clarify that City Council is not voting tonight to approve the rezoning. Under the City’s zoning code, the zoning change can only be approved by a vote of Twinsburg residents. Council’s vote tonight is to determine whether the question will be sent to the November ballot for voters to decide.
