FYI... the city has updated their Facebook a few times with different information.

"Oncor was able to restore continuous power this afternoon to the Lake Palestine pump station and we’re preparing for treatment. It is expected to take 12 hours to complete a full treatment process and pump the treated water into the City’s main lines. There will continue to be pressure issues throughout tomorrow as we get towers back up. We anticipate normalized pressure by Friday if all benchmarks are met. If power is lost again, these time frames will be adjusted." Next update at 10 a.m.
WATER SYSTEM UPDATE 021721 11:56 a.m.: The City is working very hard to maintain water pressure, but it is becoming increasingly difficult. We are now asking residents to conserve water in every possible instance. Do not run water to prevent pipes from freezing. Please turn off water pipes if they have burst. UPDATE 021721: At present, multiple factors are contributing to water loss. In addition to main breaks because of the severe cold, we are down to one water treatment plant for the city as rolling blackouts have left the power out at our Lake Palestine pump station. The Golden Road Water Treatment Plant cannot meet the demands of the full city and we are asking for extreme water conservation efforts by all residents and businesses as pressure will remain low until the second plant is back online.
This may not be until the end of the day or early tomorrow. We are also seeing pipes freezing for residential lines at their house due to continued freezing conditions, and these will not thaw until temperatures get above freezing.
If possible, please access the warming centers currently in operation. Whenever possible, please utilize your personal networks for assistance and, if you can do so safely, aid your friends and neighbors in need.
UPDATE: We are not shutting off water! City’s water supply and lines are not frozen.
As a general rule, temperatures outside must drop to at least 20 degrees or lower to cause pipes to freeze.
Pipes can freeze within 3 – 6 hours of drawn-out subnormal temperatures.
If your faucet is not running or the toilet is not refilling, there's a good chance your pipe is frozen.
If you suspect a frozen pipe, turn off your water supply in case it bursts.
Water expands when it freezes, so sometimes pipes burst when they freeze. In some cases, pipes don’t freeze, but the ice inside the pipe can block unfrozen water from flowing through the pipe, resulting in an inconvenience.
To prevent your pipes from bursting, open up your faucets to a slow dribble when temperatures outside drop. This will relieve the pressure inside the pipes so that if your pipes do freeze, the ice won’t cause a rupture.
The most vulnerable pipes are:
Uninsulated pipes
Pipes located on outer walls of the home
Pipes located in the attic, basement, unheated garage and crawl space
Pipes made of copper or galvanized steel
Assume your home is vulnerable if you’ve had problems with freezing pipes in the past. If you’re unsure which pipes in your home are vulnerable and at what temperatures, have a licensed plumber take a look at your pipes.
Call a licensed plumber if you think your water pipes have frozen.
