The CDFA Cannabis Appellations Program is preparing to launch this year. CDFA has proposed regulations open for public comment now that will determine who qualifies to participate. At the center of the conversation is a critical question:

Who gets to participate in petitioning for an appellation?

CDFA’s current regulatory proposal would require three or more licensed cultivators from a given region to submit an appellation petition, with a limited exception allowing for one or two cultivators to petition in regions where there are no other licensed cultivators.

Supporters say this approach helps ensure broader representation and protects the integrity of appellations. Others raise concerns that requiring multiple petitioners may create barriers to entry—particularly as many small and legacy cultivators have exited the licensed market or may not be positioned to collaborate.

This raises a broader question of how to balance access and integrity in a system meant to reflect place and community.

How this is decided will directly impact who can participate—and whether appellations are realistically achievable across California’s diverse growing regions.

Origins Council is hosting this Town Hall to break down the current CDFA rulemaking and create space for informed, community-driven discussion.

Please join us for our upcoming virtual member meeting, this Thursday 2-3:30pm.

We are at a critical juncture in the CA legislative process with AB 564 (State cannabis excise tax freeze) and AB 8 (h**p integration) both headed into Senate Appropriations hearings next month. We will share updates regarding the co-sponsor coalition strategy to get AB 564 across the line, as well as updates regarding our ongoing negotiations with the proponents on AB 8. Additionally, AB 1332 (medical cannabis shipping) has received substantive amendments which we will also discuss.

The California Department of Food and Agriculture is hosting a Cannabis Appellations Program stakeholder meeting on July 22nd, from 2-4pm. Folks can attend in person at the CDFA Auditorium, 1220 N St., Sacramento, CA 95814, or attend virtually via zoom by registering via the link in our bio. This workshop is an opportunity to provide input on proposed regulatory changes for the program including:

☑️Trademark Overlap: Aligning appellation designations with trademark law

☑️Cultivator Requirements & Fees: Reviewing the minimum number of cultivators threshold and cost structures

☑️Cultivation Standards: Defining “grown in the ground”

☑️Open Forum: Share your feedback on program improvements

We will share updates around our recent conversations with CDFA and our initial analysis around these concepts, and look forward to discussing these proposals and their implications with all of you.

We also have updates about the Legacy Cannabis Genetics study and Federal enforcement activity in California.

Bills are moving through the house of origin and budget negotiations are underway in Sacramento. We are pleased to see recent amendments to AB 8 (h**p integration) that begin to address our concerns, and we are thrilled to see our co-sponsored legislation AB 564 (excise tax freeze) pass the Assembly Floor vote 74-0! Please go to the link in our bio to send a letter through the campaign to urge the Legislature and the Governor to support AB 564.

We will discuss legislative updates, including analysis on the Governor's budget proposals to "improve enforcement efforts" and "enhance enforcement authority" of the DCC. Links to these proposals can be found via the link in our bio.

We will also have community updates about the State Fair Cannabis Awards Competition, Legacy Cannabis Genetics Project, and updates from our Regional Partner organizations. Please contact your local organization for the zoom link.
