City of Unalaska Promotes Scott Brown to Director of Ports & Harbors

The City of Unalaska is proud to announce the promotion of Scott Brown to Director of Ports & Harbors, effective October 1, 2025.

Scott brings over 30 years of maritime and public service experience to the role, including extensive leadership in port operations, infrastructure management, and maritime safety. He has served the City of Unalaska in various capacities since 1993, most recently as Deputy Port Director, where he provided oversight of daily operations.

Throughout his career, Scott has played a key role in capital project planning, regulatory compliance, and stakeholder collaboration. His experience and commitment to the community have been instrumental in maintaining the Port’s reputation for operational excellence and safety.

“Scott’s leadership and knowledge of the Port’s operations make him an outstanding choice,” said City Manager Homka. “His dedication to the City of Unalaska and the maritime industry is substantial.”

In addition, Scott holds multiple certifications from the University of Alaska in Harbor Administration, Operations, and Marine Structures, along with a Merchant Mariner Officer License.

City of Unalaska Hires Brian Thacker as the New Director of Public Works.

City Manager William Homka is pleased to announce the appointment of Brian Thacker as the City of Unalaska’s new Director of Public Works, effective Friday, August 29, 2025.

Brian joins the City from Monroe, Virginia, bringing with him an extensive background in both the public and private sectors. He holds a Doctorate in Business Administration, an MBA, and a BS in Business Administration, and he is currently pursuing a Ph.D. in Public Policy.

From 2020 to 2025, Brian served as the Director of Public Works for Amherst County, Virginia. In addition to his public service, he is an Adjunct Professor at Liberty University in Lynchburg, VA, where he teaches business and leadership courses. Earlier in his career, Brian spent 14 years in the private sector as the owner of a successful waste management company.

In his new role, Brian will oversee the department’s five divisions: roads, vehicle maintenance, facilities maintenance, supply, and administration, including project management. The Public Works Department plays a vital role in delivering projects approved annually as part of the City’s Capital and Major Maintenance Plan (CMMP).

“Throughout the interview process, Brian demonstrated strong listening skills and a thoughtful approach that will be invaluable in supporting the many functions and projects of Public Works,” said City Manager Homka. “We are excited to welcome him to the team at a pivotal time as we evaluate and plan for improvements that will benefit the entire community.”

Brian is married to Laurie, and together they have three grown children.

City of Unalaska Promotes Erik Hernandez to Director of Public Utilities.

City Manager William Homka is pleased to announce the promotion of Erik Hernandez as the City of Unalaska’s new Director of Public Utilities, effective Monday, August 18, 2025.

Hernandez has been a valued member of the City’s team, serving as Acting Director for nearly two years following his appointment as Deputy Director of Utilities. During that time, he demonstrated strong leadership, problem-solving skills, and a deep commitment to serving the Unalaska community.

In his new role, Hernandez will oversee critical public services that keep the community running safely and efficiently, including water, wastewater, solid waste, and electric power production and distribution.

“Erik has consistently shown the technical expertise and leadership qualities needed to guide this department into the future,” said City Manager Homka. “He has earned the respect of his colleagues, and I am confident that under his leadership our utility services will continue to strengthen for the benefit of Unalaska.”

Beyond his professional responsibilities, Hernandez remains committed to furthering his education while serving full-time in this leadership position—a reflection of both his dedication to personal growth and to building long-term capacity for the City. A lifelong Unalaska resident, he brings a unique perspective and connection to the community he serves.
