The Menallen Township Office of Emergency Management is aware of a social media post that surfaced on May 12, 2025, concerning a routine posting of an Emergency Action Plan Notice for a high-hazard dam within our municipality. We feel that it is necessary for us to provide the community with important information and ensure that there is a ZERO threat to public safety at this time.
Within the County of Fayette there are 10 “high hazard” dams under the PA DEP Dam Safety program, we house 4 of these dams within Menallen Township. Our Emergency Management team is well versed in the requirements of this plan and the permitting process required by the Pennsylvania Department of Environmental Protection Division of Dam Safety.
The owners of this facility that was posted on social media retains an engineer as is required to maintain the plan, conduct visual and comprehensive inspections and have contingency plans in place for threats of public safety. We have met with the dam owners and their engineers in the past year and evaluated their plans and assure you our citizens that the plan is well within the parameters set forth and that the inspections are up-to-date, regular and on-going maintenance is performed, and the plans have been approved by the township, again with ZERO threat to public safety.
The following information presents a methodology for prioritizing the dams within a given county in terms of the risk they pose, to assist counties and municipalities in determining which dams to focus mitigation efforts and resources.
Pennsylvania Department of Environmental Protection (PA DEP) Division of Dam Safety (the Division) maintains a list of dams in the given jurisdiction(s), including the dams’ Hazard Potential Categories. In the Commonwealth, dams with a Hazard Potential Category of 1 (Substantial) or 2 (Few) are considered “high hazard” dams. The U.S. Army Corps of Engineers (USACE) also categorizes dams through Hazard Potential Classification values of Low, Significant, and High.
The Dam Safety & Encroachments Act (Act 325 of 1978) and the Amendment for "High-Hazard Dam" Act 325 provides for the regulation of dams and reservoirs, water obstructions and encroachments in the Commonwealth, to protect the health, safety and welfare of the people and property.
Pennsylvania’s “Dam Safety and Encroachments Act” defines a high hazard dam as “any dam so located as to endanger populated areas downstream by its failure.” Practically, the term “high hazard” refers to a dam whose sudden failure would put the occupants of residential, commercial or industrial structures at risk. The extent of potential loss or damage is determined by a hydraulic engineer’s analysis of dam breach scenarios, translated into an inundation map. The inundation map is the most significant feature of an EAP. Category 1 Hazard potential describes a “high hazard” dam that could cause substantial loss of life, excessive economic loss, or substantial public inconvenience by its sudden failure. A
Category 2, “high hazard” potential dam is one that, in the event of operational or structural failure, could result in the loss of a few lives. Failure of a Category 3, “non-high hazard” dam, would not likely endanger human life, but could result in appreciable property damage or short duration public inconvenience. Public inconvenience could result from flooding of important roads, washout of a bridge, destruction or disruption of public utilities, etc.

STORM UPDATE
Attention Residents of Menallen Township Affected by the storm, on March 16, 2025. which you all know was determined by the National Weather Service to be an EF1 Tornado
The Menallen Township Supervisors would like to start off by thanking our residents for your cooperation and support and sharing the informational post on the Township’s page and Web Site. At this time the township has fewer than 25 homes without power, during the height of the power outage, residents did take advantage of the township building to charge their mobile devices, and to get warm, and to catch up on current events going on in the township, The Menallen Township Sewage System which was severely effected by the power outage, is up and running as normal, sewage & township personnel and contractors put in long hours to ensure the continued operation of this critical infrastructure. Township Personnel will be out throughout the township cleaning up debris caused by this storm. Please use extreme caution while driving in the affected areas. The National Weather Service, along with County EMA and Township Staff spent Tuesday canvassing the Township to gather information regarding the effects of this storm.
The Menallen Township Supervisors would like to thank the following Agencies, Townships, Vendors, as well as West Penn Power and their many supporting contractors who mobilized to our township and as quickly and safe as possible got the township residents power restored and really stepped up in our time of need. Generator Safety During A Power Outage

The U.S. Fire Administration (USFA) emphasizes safe portable generator use to prevent carbon monoxide poisoning, electric shock, and fire hazards, stressing that
generators should never be used indoors
and must be placed outdoors in a well-ventilated area, away from doors, windows, and vents.
Here's a breakdown of key safety guidelines from the USFA:
Safe Generator Use:
Location:
Never: use a generator indoors, in a garage, or any enclosed space.
Place the generator outdoors, at least 20 feet away from your home, windows, doors, and vents.
Ensure the generator has 3-4 feet of clear space above and on all sides for proper ventilation.
Ventilation:
Direct exhaust away from your home.
Make sure there is a good flow of fresh air around the generator.
Electrical Safety:
Never: connect a generator directly to your home's electrical panel or wall outlets.
Use heavy-duty extension cords to connect appliances to the generator.
Turn off all appliances before starting the generator.
Keep the generator dry and do not use in rain or wet conditions.
Carbon Monoxide (CO) Safety:
Ensure you have working carbon monoxide alarms in your home.
Be aware that CO is a colorless, odorless, and poisonous gas, and can be fatal.
Fueling:
Never: fuel a generator while it is running or when it is hot.
Spilling gas on a hot engine can cause a fire.
General Safety:
Keep children and pets a safe distance from generators.
Follow the manufacturer's instructions for your specific generator model.
Do not leave a running generator unattended; turn it off at night and when away from home.

ATTENTION MENALLEN TOWNSHIP RESIDENT'S. Menallen Township Supervisors are working in conjunction with the Townships Emergency Management Personnel , The Fayette County Emergency Management Agency ,and the New Salem Volunteer Fire Department to ensure that the needs of our residents that have been impacted by the damaging storm event on Sunday March 16 2025 are addressed. The Supervisor's are in constant contact with representatives of West Penn power and coordinating when power will be restored to our affected residents. Emergency crews and township personnel responded to nearly 40 locations within the township yesterday for residents who needed assistance, from wires down, trees toppled, homes with structural damage to multiple township homes, along with a serious gas leak in a home, with many township roadway's being blocked from toppled trees and wires from the storm, some roadway's remain closed at this time until West Penn power crews can stabilize down power lines and restore service. We are asking Township Residents who have damage and need immediate assistance to please call the township at 724-245-7108 AFTER 3:00 pm please call Fayette County 911 Center at 724-430-9114 for any special needs relative to the powe outage due to the storm. They will notify the proper personal from the Township to assist you! Presently there are approximately 1,700 Residents in the greater Menallen area without power. New Salem Road Area 411, Route 21 Area 568, Keisterville/Waltersburg Area 704. West Penn Power is estimating power to be restored by Wednesday March 19th for most affected households. Menallen Township will open a warming center at the New Salem Fire Department located at the Menallen Township Public Safety Building to any one from our Township. We are asking you to call the township if you need to use the warming location, or you need just charge your phone, or use the hot spot internet connection provided by Vita Link. Again please call 724 245-7108 with any needs.
