Panel 4 explores whether regional transmission facilities for reliability costs are adequately scrutinized. Specifically, this panel will discuss challenges associated with cost management during the transmission provider’s evaluation of potential regional transmission facilities for reliability, the transmission provider’s selection of the regional transmission facility for reliability for the purposes of cost allocation, and the development of the regional transmission facility for reliability. Additionally, this panel will explore whether there are any best practices in regional transmission facility for reliability cost management. Finally, this panel will also discuss the roles that the Commission could play in ensuring appropriate cost management practices are in place.

Panel 3 addresses the processes by which transmission providers evaluate, select, and develop regional transmission facilities for reliability. Specifically, this panel will discuss how transmission providers evaluate potential regional transmission facilities for reliability to determine whether they could more efficiently or cost-effectively address an identified reliability need. Additionally, panelists will discuss cost management practices that require coordination between local and regional transmission planning processes (e.g., how to ensure that assumptions used in regional transmission planning processes enable transmission providers to accurately determine the more efficient or cost-effective transmission facility for selection in the regional transmission plan that may defer or replace the need for local transmission facilities).

The purpose of this conference is to explore measures to ensure sufficient transparency into and cost effectiveness of local and regional transmission planning decisions, including:
(1) the role of cost management measures in ensuring the cost-effective identification of local transmission needs (e.g., planning criteria) and solutions to address identified local transmission and regional reliability-related transmission needs;
(2) cost considerations and the processes through which transmission developers recover their costs to ensure just and reasonable transmission rates. Additionally, this conference will also discuss potential approaches to providing enhanced cost management measures and greater transparency and oversight if needed to ensure just and reasonable transmission rates.
