This latest white paper explores the historical evolution of the Postal Service’s retirement liabilities and how they differ from those of other government agencies. In FY 2023, USPS’s retirement-related costs were 11.7 percent of operating expenses for the year. Looking ahead, retirement costs are expected to rise to nearly $18 billion in FY 2032, which can divert money away from improvements to its vast retail and delivery network. USPS is investing $9.6 billion to electrify its delivery vehicles and procure charging stations for them. Our auditors looked at whether USPS was effectively testing and monitoring the performance of charging stations, as well as ensuring it met contract specifications. We found the Postal Service conducted effective contract oversight and performance monitoring to evaluate the charging stations’ short-term reliability. However, it had not conducted needed testing to evaluate long-term reliability. We also found facility management did not employ necessary security measures to protect the charging stations from theft. Have you had issues receiving USPS packages in the greater Chicago area? Our auditors recently reviewed over 10,600 such inquiries at four USPS delivery units in Illinois 1 District. Most comments were complaints about package delivery issues, followed by complaints that packages were scanned as delivered when they weren’t received. We found issues relating to delayed mail, package scanning, and property conditions at all four units. Postal management agreed with all eight recommendations we made. Our latest audit assessed the Postal Service’s handling and delivery of the U.S. Department of Veterans Affairs’ Consolidated Mail Outpatient Pharmacy (CMOP) shipments. The CMOP processes outpatient prescriptions along with non-medicine items for veterans across the country. Besides package scanning issues, we found that while USPS processed and delivered a large majority of VA pharmacy packages on time, the processing facilities visited did not always handle damaged medication packages or medication found loose in the mail as policy requires. While the Postal Service reaches every address in the nation, mail delivery is especially critical to those in more remote locations. In response to customer concerns and congressional and media inquiries, we evaluated delivery and customer service operations at 13 post offices in select Colorado mountain towns. We found postal customers there experienced lower on-time service performance, especially for packages, compared to the rest of the state and the nation. We also found deficiencies with mail and package handling, inefficient transportation schedules, and constraints in facility workspace. Postal management agreed with eight of 10 recommendations we made to address the causes of poor service performance and customer service and inadequate staffing and retention. In FY22, the Postal Service spent about $3.5 billion on air transportation costs, a 3 percent increase from the previous year. Its 10-year Delivering for America plan includes reducing its reliance on air transportation, and optimizing its use can reduce related costs. Our auditors evaluated USPS’s effectiveness in planning air capacity on specific air routes. Our auditors found USPS didn’t accurately plan air weight capacity on the routes for the aviation supplier reviewed during the audit. This led to paying the supplier about $25.7 million annually for unused capacity, as the minimum weight requirement for mail was not met.
