On Saturday, May 23 the County’s request to reopen more businesses was approved by the California Department of Public Health.
San Bernardino County businesses and residents worked very hard and made tremendous sacrifices to make this moment possible. Your efforts to keep our community safe and healthy have paid off. We can now proceed significantly further toward resuming our normal lives.
As part of the accelerated Stage 2 phase of the state recovery plan, destination retail stores, including shopping malls and swap meets, and dine-in restaurants can now reopen in San Bernardino County. Businesses that plan to reopen are required to follow state guidance detailed at https://covid19.ca.gov/industry-guidance/. Gyms, hair and nail salons, barber shops, movie theaters, sports and entertainment venues, libraries, bars and wineries, hotels and motels, and public swimming facilities won’t be authorized to reopen until stages 3 and 4.

Hours are 9 a.m. to 2 p.m. on Saturdays only, excluding holidays and closed when raining and on 100 degree plus days.
Household hazardous waste is any material or mixture of waste which is corrosive, combustible, poisonous, or reactive. It is harmful to humans, animals, and the environment.

An open letter to Upland City Council If you continue with your proposed City Council meeting on April 1 to approve a project that will have an impact on the City of Upland and its residents for years to come, I would implore you to consider the following: 1. The city of Upland, the U.S. and the world are in the throes of a pandemic that is threatening the lives and livelihoods of all citizens. Under these dire circumstances, people who leave their homes are literally risking their lives. Yet you are proposing to hold a City Council meeting which will put your own members at risk and which by state government edict prevents Upland citizens from attending and commenting in person on a controversial project that should, by any reasonable person standard, not be acted upon without input from the public. 2. The project is inappropriate for a location that is within the city limits of Upland near residential areas and in fact, is likely not in accordance with City Code. You can call it a warehouse (many of us remember the open mic conversation from an earlier meeting that has been removed from the public record), but you all know it’s not. It’s a logistics terminal, from which large semi trailers and a raft of smaller vans and delivery vehicles will come and go every day. Only 20 semi trucks, and only at night? When does “night” start? It’s really 40 semi trucks, if you include going out and coming back. Semi’s are loud and dirty, which is why cities limit their transit within city limits. Whatever the definition, it would mean two trucks would come and go every hour during the night, or maybe five or six of those 20 semi trucks would go in one hour. See the problem? So what will be your legacy as stewards of the City of Upland? Will you be known as the city council that sold Upland down the river for a one-time $16 million payment, a not insignificant sum, but one that for this company is literally chump change? (Remember that Amazon’s revenues are approximately $600 million per day!) To a company that, once it has control of this property will be able to crush any subsequent legal challenge to its use of the property, or Upland’s roads, or Upland’s air quality? Note that I am not arguing against the project, per se, but a detailed environmental impact study is imperative and I would guess that $16 million per year would be a more acceptable payment to offset the overall impact of the project on our city. Do the right thing. Wait to approve the project until a full public city council meeting can be held when we are back to normal, whatever that looks like. Your attention as public leaders should be directed to keeping our citizens safe and secure during the pandemic that you well know will kill people and possibly destroy our local economy.
