You may have recently received a letter in the mail from Mayor DeShawn Williams about community solar, and we wanted to follow up to let you know that it is legitimate.

The City of is partnering with Nexamp on a community solar project located at our closed landfill. Through the State of Illinois’ Illinois Shines program, Urbana residents can subscribe and receive credits on their utility bills without installing solar panels on their own homes.

Nexamp has sent letters to eligible residents with more details, and I encourage you to take a look if you’re interested in saving on energy costs while supporting clean, local power.

Sustainability Achieves Success

The City of Urbana’s bulk purchase program, Geothermal Urbana-Champaign has concluded the program year with 11 new geothermal heating and cooling installations totaling 45 tons of capacity. “Geothermal heat pumps are by far the most efficient heating and cooling systems available today. They're so efficient because they use no fuel, but rather use the earth's natural and consistent temperatures,” said John Freitag, executive director of the Geothermal Alliance of Illinois (GAOI) who is partnering with the City of Urbana to offer the program. “Through this program we are working to familiarize people with geothermal heating and cooling, as well as lower the initial investment for a geothermal system. We are very excited about the program because we know that geothermal systems can eliminate fossil fuel use for heating and cut the power bill by 50 percent or more.”

Through resident education and bulk purchasing, Geothermal Urbana-Champaign makes it faster, easier, and cheaper to install clean, renewable heating and cooling in homes and businesses. Over the course of the program’s 5 years, 57 systems have been installed totaling 280 tons of capacity.

Mayor DeShawn Williams will mark his first 100 days in office with a public address on Wednesday, August 13, 2025, at 2 p.m. in Council Chambers at Urbana City Hall (400 South Vine Street).
The Mayor will reflect on accomplishments from his first 100 days and share his vision for Urbana’s path forward.
The event is open to the media and members of the public.

🔌 Electric Aggregation Update for Residents 🔌

The City’s municipal electric aggregation contract with Constellation has expired, and residents will be returned to Ameren’s Basic Generation Service unless they choose otherwise.

📬 You may have received (or will soon receive) a letter from Ameren regarding this change.

Here's what you need to know:

➡️ The City sought new pricing but didn’t receive favorable rates.
➡️ We plan to revisit electric aggregation opportunities in Spring.
➡️ In the meantime, you have options:

Stay on Ameren’s Basic Generation Service

Subscribe to Community Solar

Choose your own Retail Electric Supplier

⚠️ Important: If you remain on Ameren’s Basic Generation Service for two full billing cycles, you’ll be locked in for 10 additional months.

⏳ Already in a retail electric contract in the spring? You won’t be automatically enrolled in any new City aggregation program.

💡 Municipal Electric Aggregation allows the City to negotiate bulk electricity pricing. All eligible accounts are auto-enrolled, but residents can opt out at any time.

***NEW URBANA FEATURE***
Below is a short summary of the actions taken at last night's City Council meeting for April 28, 2025:
• Council began by approving the minutes for the 4/7 Committee of the Whole and 4/14 City Council meeting. There was no emailed written public input or verbal public input shared at the meeting.
• Chief Boone and Lieutenant Koker shared a presentation regarding the Handle With Care Program (A Trauma-Informed Approach to Supporting Children) from the Urbana Police Department in collaboration with partners such as: Lifting UP LLC, USD #116 Superintendent Dr. Jennifer Ivory-Tatum, Champaign County Community Coalition, and the United Way of Champaign County. They shared the first-year pilot program is slated to begin with the 2025 Fall semester with the Champaign County Community Coalition and the United Way of Champaign County providing funding for the initial cost.
• Councilmember Wu shared the Regional Planning Commission of Champaign County will be continuing LIHEAP through May but will most likely run out of funding afterward due to the decisions made by the United States Department of Health and Human Services.
• Councilmember Bishop invited the community to attend the swearing-in ceremony for the incoming Mayor, DeShawn Williams at 1 p.m. in the Lincoln Square Mall.
• The three business items approving a liquor license for Public House 1833, approving a budget amendment to pay the settlement of $665,214.15 to Carle Health regarding the 2013 property tax case, and re-authorizing an intergovernmental agreement with USD #116 for the School Resource Officers services in the Urbana Middle School and Urbana High School were all passed unanimously.
