News from Town Clerk’s Office….

Westchester County is inviting older adults, caregivers and residents to participate in the Improving Transportation for the Aging Population survey, now open through Monday, Oct. 5. The survey is designed to better understand the transportation needs of older adults across Westchester County, and gather feedback that will help shape future recommendations to improve mobility and independence.

The County is seeking input from residents regardless of how they travel - whether they drive, use public transit, rely on paratransit services, receive rides from family or friends, walk or use other transportation options. Survey participants are encouraged to share their experiences traveling to their medical appointments, going shopping, attending social activities, and other essential destinations. All these experiences will be essential to identifying ways to improve transportation services for older adults.

The survey is part of Westchester County’s ongoing efforts to evaluate and improve transportation services for the County’s aging population. Feedback collected will help inform recommendations aimed at making it easier for older adults to access health care, shopping, social activities and other important destinations while maintaining their independence.

Have you served honorably with active duty service? We invite you to stop by our Open House at American Legion Post 1038 in Valhalla and learn more about how you can continue serving your fellow veterans, supporting our active-duty military, and making a difference in our local community.

This is a great opportunity to meet members of the Post 1038, learn about the programs and services we provide, and discover the many ways you can stay connected to the military community through the American Legion.

We will also be joined by a New York State Department of Veterans Services Advisor, who will be available to answer questions and provide information about benefits and services available to veterans.

Dear Neighbors,

I hope you are enjoying these beautiful summer days. Our New York City commuters might have noticed that work is underway on our electric vehicle infrastructure expansion, with construction recently completed at the Hawthorne Train Station parking lot. This project will bring 21 new universal EV charging stations across key municipal locations. I want to extend a sincere thanks to everyone who attended our recent Coffee with Carl gathering. Engaging directly with you helps keep our municipal priorities grounded in what matters most to our community. As we head into late summer, our Town Board and department heads are turning their attention to the upcoming budget planning season. I strongly encourage you to review the article in this month’s newsletter detailing municipal fiscal challenges as we work to keep Mount Pleasant strong and affordable. Finally, as August winds down, I hope you and your families get outdoors, enjoy our local parks, visit our town pool complex, and take strolls through our beautiful neighborhoods.

Yesterday, I had the distinct honor of welcoming our newest business to Mount Pleasant… Il Caffe Di Napoli on Elwood Ave in Hawthorne. As they celebrated their ribbon cutting, it was heart warming to see an enormous turnout of residents, all of whom unanimously agreed that the beverages and food were absolutely delicious. A great little cafe in town to get excellent coffee, espresso, gelato and Italian ices!! We highly recommend 👍🏼👍🏼 ☕️ ☕️ 🍦

🚧 PAVING WORK AHEAD 🚧
Please be advised that Pleasant Manor Drive and a portion of Nanny Hagen Road, between approximately Virginia Lane and Richard Lane, are tentatively scheduled to be prepared and paved beginning Monday, August 24, 2026, weather permitting.

The work will be performed by Clove Excavators in coordination with the Mount Pleasant Highway Department and is expected to take place Monday through Friday next week, between the hours of approximately 7:00 a.m. and 5:00 p.m.

*Please Note: This schedule is tentative and may change due to weather conditions or unforeseen circumstances. Paving operations may also extend beyond the anticipated timeframe.

To help ensure the project proceeds efficiently, residents are asked to park all vehicles off the roadway. Residents who use off-street parking areas should park their vehicles at least 2 feet behind the curb line for the duration of the project.

Residents are also reminded not to place loose piles or bags of leaves, brush, or other yard debris in the roadway. Doing so is a violation of Town Code and may interfere with or delay paving operations.

Delays are to be expected but we will make every reasonable effort to accommodate residents who need access to or from their property during paving operations. When possible, please plan to use alternate routes.

We appreciate your cooperation and patience and apologize for any inconvenience this work may cause.

Columbus Ave between Lozza Dr and Town Hall Plaza

Southbound Columbus Ave traffic will operate in the northbound left lane of Columbus Ave
Northbound Columbus Ave traffic will operate in the northbound right lane of Columbus Ave

Stevens Ave between Summit Lake Dr and Columbus Ave northbound

Stevens Ave eastbound will be closed and detoured at Summit Lake Dr - local traffic only will be permitted to pass the closure, including access to officers at 401 Columbus Ave
Stevens Ave westbound will be closed at Columbus Ave northbound. All traffic will be detoured to Columbus Ave northbound or southbound

Installation of the five (5) new EV charging stations (10 ports/parking spaces) at the Hawthorne Train Station is now complete. Please note, however, that the EV charging stations are not yet operational as Con Edison must complete the required inspections and activation work, which is tentatively scheduled to be completed by October 1, 2026.

Parking Updates

Monday, August 17: The 10 parking spaces designated for EV Preferred Parking will be available for commuter parking until the EV Charging Station Use Policies are finalized.
Tuesday, August 18: The new parking lot across from the train station will return to its intended use as 2-hour parking.

EV Charging Station Use Policies
Before the charging stations become operational, the Town Board will review policies for their use at an upcoming Work Session. These policies will include, but are not limited to:

Time limits for vehicles using the charging stations
Whether the charging spaces will be available to both commuters and non-commuters with EVs, provided they adhere to established time limits
Enforcement of the time-of-use policies
The Town has the ability to monitor station usage and make adjustments to the policies as needed. Final policies will be communicated before the charging stations become operational.

Other Commuter Parking
As a reminder, the following locations are available for commuter parking with a valid parking permit issued by the Town Clerk’s Office. Pango Daily Parking spaces are excluded.

Broadway Field (behind the Hawthorne Train Station)
Elwood Avenue Lot (in front of the Hawthorne Train Station)
Sunset Place Lot (behind Locksmith)
Valhalla Train Station Main Lot

Next Project Location

Last week, the Town Board approved a motion to promote Lt. John Boccardi to the rank of Captain, Mt. Pleasant Police Department. Congrats Captain Boccardi on the well deserved promotion!! Capt. Boccardi is only the second Captain ever in the MPPD.

On Tuesday evening, the Town Board unanimously voted to appoint Gail Wind to fill the vacant seat of Town Councilwoman. Ms. Wind’s reputation and resume is impeccable, including decades of service to our town. As a life long resident with deep roots in Mt. Pleasant, Ms. Wind is poised to be a great asset to our community. Her service through Pleasantville Ambulance Corps and Thornwood Fire Department, including a role as Commissioner, overseeing a large budget and many intricate systems will serve us well. Congrats Councilwoman Wind!!
