The Vallejo Police Officers’ Association (VPOA) is the recognized bargaining unit between all Vallejo Police Officers and the City of Vallejo. Members include all ranks of officers – Captains, Lieutenants, Sergeants, Corporals and Officers. The VPOA does not represent the Chief of Police. The business function of the VPOA is to protect the collective interests of the members of the Vallejo Police

Department and provide benefits to its members. The VPOA is also committed to the safety and security of the citizens of Vallejo and the protection of life and property. The VPOA also supports community activities and youth outreach with its involvement with the Police Activities League, Little League Teams, the Chamber of Commerce and the Visitor's & Convention Bureau. The Vallejo Police Officers’ Association was incorporated on December 5, 1957. Officers Charles E. Kregelo, Paul L. Clark, Melvin A. Cotter and Harold P. Kramer drew up the Articles of Incorporation to “promote and protect the individual, common, mutual and collective interests of members of the Vallejo Police Department.” It was originally called the Vallejo Police Association.

In addition to the announcements about bringing on brand-new entry-level police officers from various academies (that will take many months to become officers that can work on their own), the Police Department continues to lose officers to retirements and resignations. This past January, Officer Machado resigned to take a job as a law enforcement officer in a neighboring agency in Solano County. We wish him well and thank him for his service to the citizens of Vallejo.

Unfortunately, the City of Vallejo is still not a competitive agency as it relates to benefits and working conditions as evident by the continuous loss of officers who are not interested in continuing to work here. This will continue to be a problem until the City Council and City Leadership makes public stay a priority. �We had been working on a recruitment and retention bonus to help with staffing but the City refuses to communicate in a timely fashion. The last we heard from them was in November of 2024. They obviously do not have a real interest in making Vallejo attractive to police officers and appear to prefer trying to pay the Sheriff or begging the CHP to help. It is not safe for our members and not safe of the public. We are currently working at a little over 50 percent of budgeted staffing.

Today we honor the sacrifice of Vallejo Police Officer Jim Capoot who was killed in the line of duty this day in 2011. Jim was chasing a subject who had just robbed the Bank of America on Springs Road. The suspect shot Jim as he chased the robber into a backyard of a residence in North Vallejo. Prior to working for the Vallejo Police Department, Jim served in the US Marine Corps and with the California Highway Patrol.

We also appreciate our current VPOA members everyday for their duty and commitment to this City. Jim's death and the deaths of the other officers killed in the line of duty in Vallejo (and across the Nation) is a stark reminder of the dangers faced keeping our community safe.

We are terribly saddened by the loss of Vacaville Police Department Vacaville Police Officers' Association Officer Matt Bowen who tragically passed this morning after being struck by a vehicle while on duty. Our condolences to his wife, two young boys, the department, community, and all who knew Matt.
