Fourth Plain Forward (FPF) is a community development corporation operating at the intersection of economic mobility, community capital, and neighborhood-based investment. The organization was created to address long-standing disparities in access to opportunity for BIPOC, immigrant, and underrepresented communities in Vancouver’s Fourth Plain Corridor and across Clark County. As the county continues to grow rapidly and affordability pressures intensify, FPF provides the locally grounded infrastructure needed to expand access to financial stability, business growth, and community-rooted assets. Who We Are
Fourth Plain Forward (FPF) is a community development corporation rooted in Vancouver’s Fourth Plain Corridor and serving communities across Clark County. The corridor is the county’s most culturally diverse district and a long-standing point of settlement for immigrant, refugee, and BIPOC families. It faces sustained affordability pressures, uneven access to capital, and historic underinvestment. Vancouver’s population has grown by 39% since 2000 and Clark County by 53%, intensifying the cost of living and widening disparities across race, income, and opportunity. FPF was created to respond directly to these structural conditions by expanding access to financial, business, and neighborhood-based resources for underrepresented residents and entrepreneurs who have historically been excluded from traditional systems.

Cristobal has dedicated more than a decade to building CBS Professional Painters through hard work, discipline, and a passion for transforming spaces. What began as a vision rooted in craftsmanship and attention to detail has grown into a trusted company serving Clark County, Washington, and the Portland metro area, known for delivering high-quality residential and commercial painting services.

In the early days, Cristobal worked on his own, but through perseverance and dedication, he successfully built a strong team that now helps bring each project to life. Every project reflects the values that guide his work: honesty, integrity, and a strong commitment to customer satisfaction.

It was a great afternoon connecting with entrepreneurs, small business owners, and community partners at the 2026 Small Business Resource Fair hosted by the City of Vancouver and Fort Vancouver Regional Libraries.

We’re grateful for opportunities like these that bring organizations and community members together to share resources, build relationships, and support local small businesses at every stage of their journey.

Los Coquis Puerto Rican Eats is more than a food business, it is family, culture, and love served on a plate.

Founded in Vancouver, Washington by Puerto Rican-born cook Vanessa Eslinger and her family, Los Coquis was created to honor the recipes, traditions, and hospitality passed down through generations. Growing up in a military family meant moving from country to country and often being far from extended family, but no matter where life took them, their Puerto Rican culture always remained alive through food. Vanessa’s mother, Marisol, believed no one should ever leave hungry and always cooked enough for one more person at the table. That spirit of warmth and generosity became the heart of Los Coquis.

Every detail behind Los Coquis carries meaning and story. From the pilón featured in their logo, inherited from Vanessa’s grandmother to the flavors inspired by childhood memories and family recipes, everything they create is deeply personal. Their goal is not to reinvent Puerto Rican food, but to share the comfort, connection, and joy of a homemade meal prepared with intention and love. Whether someone grew up eating Puerto Rican food or is experiencing it for the very first time, they want every customer to feel like family.

Building a strong business starts with having a clear plan, understanding your numbers, and learning how to turn ideas into actionable goals.

We recently hosted our “Business Plan Basics” workshop, where entrepreneurs and small business owners explored the foundational elements of business planning, including defining their business model, identifying customers, and building strategies for long-term growth.

At Fourth Plain Forward, we’re grateful to continue creating welcoming spaces where entrepreneurs can learn, ask questions, and build confidence as they move forward in their business journey. In addition to workshops, participants can also access technical assistance and ongoing support as they continue growing and strengthening their businesses.

A special thank you to Fort Vancouver Regional Libraries for partnering with us and hosting this workshop at Cascade Park Community Library, and to SCORE Vancouver for their collaboration.
