📢 A Note About Your Electric Bill
The City of Vandalia has received several questions regarding electric bills, and we wanted to provide some helpful information for our residents.
First, it's important to understand that the City of Vandalia does not receive its electricity from Ameren. Our power is supplied through Central Electric, and the City of Vandalia operates and maintains the local electric distribution system that serves our residents and businesses.
As temperatures rise during the summer months, air conditioners and cooling systems run more frequently and for longer periods of time. This naturally results in higher electric usage and, ultimately, higher electric bills. The same applies during the winter months when electric heaters and heat pumps are working harder to keep homes warm. Simply put, the hotter or colder it is outside, the more electricity most households use.
The City of Vandalia has a base electric rate structure and a Cost of Power Adjustment (COPA). COPA is a flat charge per kilowatt-hour that reflects the City's actual wholesale power costs.
We do not increase electric rates when power costs increase. Instead, we use COPA. When the City's cost of purchasing power goes up, the COPA increases. When power costs go down, the COPA decreases. These costs are passed through to our customers at the same rate the City is charged, whether they are increasing or decreasing.
Current Residential Electric Rates (August 2026): ⚡ Base Charge: $8.00
⚡ First 50 kWh: No Energy Charge
⚡ Next 250 kWh: $0.077 per kWh
⚡ Next 300 kWh: $0.071 per kWh
⚡ Next 400 kWh: $0.065 per kWh
⚡ Remaining kWh: $0.058 per kWh
⚡ COPA: $0.0785 per kWh (changes monthly)
⚡ City Tax: $0.015
⚡ Administrative Fee: $0.0500
For reference, a 1,000 kWh residential bill is currently $163.01 including the monthly COPA charge.
