The County Commission will hold public hearings on Tuesday, 2/22/22 for a series of zoning ordinances with the potential of changing how Clay County looks. A list of the proposed ordinances is appended below. Please consider attending the hearing and asking questions.

• Ordinance #2022-02, an Ordinance Amending Ordinance No. 2013-04, Being the 2013 Revised Joint Zoning Regulations for Clay County and the City of Vermillion by Amending Chapter 6 Section 6.02 Conditional Uses, Amending Chapter 6 Section 6.02 Applicable Standards and Chapter 6 LI: Light Industrial District, Purpose.

• Ordinance #2022-03, an Ordinance of Clay County, South Dakota, Amending Ordinance No. 2013-04, Being the 2013 Revised Joint Zoning Regulations for Clay County and the City of Vermillion by Amending Chapter 3 A-1: Agricultural District Section 3.02 Conditional Uses & Applicable Standards.

• Ordinance #2022-04, an Ordinance of Clay County, South Dakota, Amending Ordinance No. 2013-04, Being the 2013 Revised Zoning Regulations for Clay County by Amending Chapter 4.05.05, Districts, Purpose.

• Ordinance #2022-05, an Ordinance of Clay County, South Dakota, Amending Ordinance No. 2013-04, Being the 2013 Revised Zoning Regulations for Clay County by Adding Chapter 3.15 Campground Facilities Under, Article 3 General District Regulations.

• Ordinance #2022-06, an Ordinance of Clay County, South Dakota, Amending Ordinance No. 2013-04, Being the 2013 Revised Zoning Regulations for Clay County by Adding Chapter 3.15, General District Regulations, and Amending Chapter 2.02, Definitions and the Permitted Uses of Sections 4.05.03 RR: Rural Residential District, 4.05.01 NRD: Natural Resource Conservation District, and 4.05.02.

On February 1st, the Commission voted to option 7.4 acres of land for a new jail and law enforcement center, subject to bond approval on June 7th. Costs will be shared with the City of Vermillion. The County is currently boarding most of its inmates in other counties at a cost of $30,000 to $40,000 a month. This doesn’t count the cost of transporting prisoners and is financially and logistically unsustainable. Please make a note to vote on or before June 7th for a decent, safe, secure jail. Tomorrow’s County Commission agenda was just posted and it includes a change in zoning from Agriculture 1 to Heavy Industrial for the Myron land on Route 50 just east of Bliss Point adjacent to the Vermillion River. If you would like to speak to this issue, the meeting begins at 9:00 am tomorrow, December 7th in the basement of the Clay County Courthouse. You have a right to be heard at the beginning of the meeting.

A proposal to build 18 houses on the Missouri River just to the east of Clay County Park has passed the Clay County Planning and Zoning Commission. This is currently a National Resource Conservation area on the edge of the Missouri National Recreation River. Should it be permitted to change to a residential zone? What do you think?

A number of very significant zoning changes seem to be in the works including the one listed for hearing below. This parcel is just east of Bliss Point near where Main Street meets Route 50 and currently includes a grain elevator and some railroad tracks. The owner would like to change the zoning from Ag 1 to Heavy Industrial. If this affects you, please make your voice heard by attending the meeting.

1. Consideration of a conditional use permit to allow 408 trailer pads to be constructed as part of a commercial camping business near Myron’s Grove

2. Consideration of a request to allow a medical ma*****na grow operation in Clay County
