Over the weekend, the Vernal Police Department and the Uintah County Sheriff's Office, in collaboration with several partnering agencies, conducted operations during a motorcycle rally held in Vernal.

We are aware of public discussion regarding enforcement efforts during this event. We encourage everyone to recognize the distinctions between a motorcycle club and a "one-percent" motorcycle gang. The group involved in this event was identified as a one-percent motorcycle gang, and our operations remained focused on lawful enforcement and public safety throughout the weekend.

During the event, law enforcement conducted multiple traffic stops for observed violations. These stops resulted in arrests for firearm offenses, multiple DUI offenses, drug offenses, and other violations.

Our primary goal was to ensure a safe weekend for residents, visitors, and event attendees. Thanks to the coordinated efforts of all involved agencies, the weekend concluded safely. We appreciate the community's ongoing cooperation and support.

On Thursday, April 30, Corrections Deputies Keslee Borba and Amy Murrieta Tena were recognized and given awards at the Utah Gang Investigators Association Conference In Wendover, Nevada. Deputy Borba received a commendation award and Deputy Murrieta Tena was recognized as the 2026 Gang Analyst of the year. On Wednesday, April 29, Sheriff Steve Labrum was recognized as the 2026 Outstanding County Sheriff of the year at the Utah Association of Counties (UAC) conference in St. George. He received the award after being nominated by other sheriff’s in Utah.

⚠️ WHAT YOU NEED TO KNOW

🔴 Helmet Requirements

All e-bike & e-scooter riders under 21 must wear CPSC-approved helmets
All e-motorcycle riders under 21 must wear DOT-approved helmets

🔴 Speed & Classification

Devices over 20 MPH without pedaling are considered E-MOTORCYCLES
May require:
Driver’s License
Motorcycle Endorsement
Insurance

🔴 Age Restrictions

❌ Under 8 years old – cannot ride on public roads
❌ Under 16 years old – cannot operate e-motorcycles or high-powered devices on public roads

🔴 Impairment Law

🚫 It is illegal to operate ANY e-device while impaired

⚡ KNOW THE DIFFERENCE

🏍️ ELECTRIC MOTORCYCLE
Motor over 750 watts
Can exceed 20 MPH without pedaling

🚲 ELECTRIC BIKE
Motor 750 watts or less
Must have fully operable pedals
Factory-installed crank system

Kristi was last seen leaving for school and has not returned home. She does not currently have access to her phone, and there has been no contact since she left.
