Thanks to all that turned in their unwanted prescription drugs this past Saturday. The National Prescription Drug "Take Back Day"
netted 304.50lbs, filling some fourteen boxes. A reminder that such drugs can be turned into the police department 24/7 by taking them to the Poilce Department drop boxes located at both police precincts. Special thanks to Sgt. Gaston and his team for the collection and disposal of all these unused drugs.

Our City Manager - Did you know? City Manager Jeff Downes moved to Vestavia Hills from Montgomery in July of 2013. In addition to having Jeff as City Manager, we can also be proud that this year he has been added to the statewide Local Government Health Insurance Program board, the Alabama City and County Managers Association board, and he has been invited by United Way of Central Alabama to return this year after successfully leading the local government division of last year's United Way campaign. He also started the first municipal worksite Big Brothers Big Sisters program in Alabama, is a member of Vestavia Hills Sunrise Rotary club, and is an alumnus of Leadership Alabama and Leadership Vestavia Hills.

The City of Vestavia Hills continues to be excited about the construction of Meadowlawn Park in Cahaba Heights. With the assistance of our funding partners, ADEM and The Community Foundation of Greater Birmingham, the City Council of Vestavia Hills approved Resolution 4772, in December of 2015, that fully funded the construction of the park and the planned amenities. The City negotiated with its site contractor, Forestry Environmental, to reduce its scope of work and are relying upon City forces and sub-contractors to complete the construction plan. All parties were given the resources in December to achieve the full vision shown in the beautiful rendering. The sources and uses summary provided will show the generosity and support of all of these various groups that share our common vision.

Saturday, April 9, 2016 was the MS Walk located at Regions Field in Birmingham. VHPD attended and marched with one of our young officers, Alec Phillips who was diagnosed and unfortunately had to retire due to the disease. Our Chief, Dan Rary, presented Officer Phillips his retirement ID and badge at the event. We are very proud of Officer Phillips in dealing with this disease and how grueling of a decision it was to leave the police department. Officer Phillips is greatly missed here at the PD. VHPD would like to extend our thoughts and prayers with all who battle with MS and may our great doctors and researchers find a cure as soon as possible. Also, thank you to the organizers of the event for allowing us to make the special presentation. God Bless to all.

The Jefferson County District Attorney’s Office, Vestavia Hills Police Department, and Birmingham Police Department have spent several weeks investigating an Organized Retail Crime ring operating throughout Jefferson County. During this investigation, dubbed Operation Molten Iron, an estimated $55,000 worth of retail merchandise was stolen from local retail stores or provided for controlled sales. To combat the theft ring, law enforcement worked with organized retail crime investigators from CVS, Home Depot, Publix, Target, Walgreen's and Wal-Mart. The retailers donated merchandise and personnel in order to support the operation.

The goal of Operation Molten Iron was to identify those responsible for theft of merchandise at the retail level, and to discover the destination of the stolen merchandise and the identity of individuals in the business of purchasing the stolen goods. Retailers donated merchandise so that law enforcement could conduct controlled sales in furtherance of the investigation.

Organized Retail Crime costs $30 Billion annually and affects 97% of retailers in the United States. This investigation alone uncovered that one individual has been responsible for the theft of approximately $1 Million worth of property each year for over a decade, and that the property was fenced to the several individuals over that time. Alabama’s lost tax revenue from these two individuals was over $100,00 annually.

At this time, law enforcement has limited tools to combat Organized Retail Crime. One subject investigated during Operation Molten Iron cannot be charged under Alabama's current criminal laws, but could be charged if Alabama had the same organized crime laws that exist in other states. Fortunately, there is legislation pending in Montgomery to enact a Racketeering Influenced Corrupt Organization (RICO) law to fight ORC as well as other organized crime. That legislation, SB234, gives law enforcement the ability to dismantle the organizational structure of the criminal enterprises operating in Alabama. We encourage everyone who is concerned about organized crime in Alabama to contact their local legislator and request passage of the RICO bill in order to give law enforcement the necessary tools to fight organized crime.

During Operation Molten Iron Officers and Agents spread out over numerous locations in Western Jefferson County and Birmingham and recovered, numerous vehicles and merchandise valued in the hundreds of thousands of dollars. Three suspects wanted in these cases were apprehended and several more are being sought. At one location Officers also found approximately 15 pounds of Ma*****na.

The Jefferson County District Attorney's Office would like to thank all of the law enforcement officers and the retailers involved in Operation Molten Iron for the cooperation and collaboration which has made this operation possible.
