NOTICE OF ESTIMATED TAXES AND TAX RATE ADOPTION INFORMATION
Visit Texas.gov/propertytaxes to find a link to your local property tax database on which you can easily access information regarding your property taxes, including information regarding the amount of taxes that each entity that taxes your property will impose if the entity adopts its proposed tax rate. Your local property tax database will be updated regularly during August and September as local elected officials propose and adopt the property tax rates that will determine how much you pay in property taxes.

Property owners have the right to request the information from the assessor of each taxing unit for their property. You may request their contact information from your local Tax Assessor-Collector listed below.

If you have an online portal for filing your electronic protest, you will automatically receive updates via email. If you wish to register for an online portal, please visit our website victoriacad.org, select the online protest button at the top, and register for an account. You will need to contact the Victoria Central Appraisal District for your PIN.
Taxpayers can also register for Truth in Taxation updates by visiting Victoria.countytaxrates.com/tax. You will then search for your property and click view. Once on this page, you will click the โ€œRegister to receive Notice of Estimated Taxesโ€ button in the top right hand corner. You will then enter your information, agree to receive email notifications, and then click confirm.

When a company wants a property tax abatement in Texas, hereโ€™s the process under Chapter 312 of the Tax Code:

๐—ฆ๐˜๐—ฒ๐—ฝ ๐Ÿญ โ€” ๐—ฅ๐—ฒ๐—ถ๐—ป๐˜ƒ๐—ฒ๐˜€๐˜๐—บ๐—ฒ๐—ป๐˜ ๐—ญ๐—ผ๐—ป๐—ฒ
The taxing unit (such as the county) must first designate the area as a โ€œreinvestment zoneโ€ โ€” an area where development would not occur solely through private investment.

๐—ฆ๐˜๐—ฒ๐—ฝ ๐Ÿฎ โ€” ๐—”๐—ฝ๐—ฝ๐—น๐—ถ๐—ฐ๐—ฎ๐˜๐—ถ๐—ผ๐—ป
The property owner or developer applies for the abatement with the taxing unit.

The taxing unit must hold a public hearing before approving the abatement. This is open to all residents.

๐—ฆ๐˜๐—ฒ๐—ฝ ๐Ÿฐ โ€” ๐—”๐—ด๐—ฟ๐—ฒ๐—ฒ๐—บ๐—ฒ๐—ป๐˜
If approved, the taxing unit and property owner sign a written abatement agreement specifying the terms, including the percentage of taxes abated and the duration.

๐™†๐™š๐™ฎ ๐™ง๐™ช๐™ก๐™š๐™จ:
โ€ข Maximum term: 10 years
โ€ข Each eligible taxing unit decides independently โ€” a county may agree while a city or special district does not (or vice versa). School districts are not eligible for Ch. 312.
โ€ข The agreement must specify job creation, investment, or other public benefits
โ€ข Clawback provisions: If the property owner fails to meet the agreementโ€™s terms, the taxing unit can recapture the abated taxes

The 2027 Victoria Appraisal Review Board is accepting applications.
Interested Victoria County residents who are available to serve Monday through Friday, May through August. Please visit www.victoriacad.org under the "Organizationโ€ tab, or contact ARB members at 361-576-3621 for more information and the application.
Applications must be submitted by October 15, 2026.
The Appraisal Review Board is a separate entity from the Victoria Central Appraisal District.

Public Notice โ€” Your Rights as a Texas Property Taxpayer
The Texas Comptroller of Public Accounts publishes the Taxpayer Assistance Pamphlet each year to help property owners understand their rights during the appraisal and protest process.
Under Texas law, every property owner is entitled to:
โœ… An explanation of the remedies available when you disagree with your appraised value
โœ… Notice of the protest process, deadlines, and hearing procedures
โœ… Access to data and evidence the appraisal district will present at your hearing
โœ… The right to appear in person, by phone, by video, or by written affidavit
The pamphlet explains: how to file a protest (deadline: May 15, 2026), what can be protested, how the ARB works, your appeal options, and the role of the Taxpayer Liaison Officer.
A copy of this pamphlet is included with your 2026 Notice of Appraised Value. You can also view the full pamphlet on the Comptrollerโ€™s website: comptroller.texas.gov/taxes/property-tax/
