Victoria County Juvenile Justice Center/Juvenile Services Since 1986 when Juvenile Services became an autonomous department with a staff of 3 to 80+ dedicated individuals working for positive change for kids.

Victoria County Juvenile Services, under the direction of the Texas Juvenile Justice Department, the Victoria County Juvenile Board, and Chief Juvenile Probation Officer Pama Hencerling, serves both pre-adjudicated and post-adjudicated youth between the ages of 10-17. In addition to the many community-based programs offered by the department, we also operate a 36 bed detention center and 36 bed po

st-adjudication residential facilities. We also have a specialized program for females and pregnant female offenders which is offered in a secure setting. Juvenile Services staff provides not only supervision to the juvenile but numerous programs and services to the juveniles and their families. Some of the programs include: early intervention/prevention programs, anger management, parenting skills, mentoring, life skills, substance abuse education, community service restitution/service projects, Why Try and Thinking for a Change to name a few. Juvenile Services also partners with local agencies in Victoria County that share a philosophy to ensure a continuum of care to the juveniles we serve.

I am pleased to announce that effective 8/1/26 Senae Davidson has been promoted to Juvenile Probation Officer Supervisor of the Probation and Field Services Division of the Juvenile Services Department.

Senae Davidson began her career with Victoria County Juvenile Services on April 2015, as a Juvenile Probation Officer. During her tenure with the department, she has served as the ISP Juvenile Probation Officer, Gang Task Force Officer, S*x Offender Officer, Community Service Restitution Coordinator, and currently serves as the facilitator of Not a Number. She has developed curriculum for the department’s Life Skills Program, U-Turn Diversionary Program, Anger Management and implemented the Take a Stand for Healthy Relationships Class.

Senae has conducted research on Juvenile Social Media Trends, Social Media Safety, and is a highly respected presenter to organizations within the state. Senae also served on the Texas Community Service Association board from 2017-2025 as Secretary, Vice-President, and President.

As of June, of this year, Senae attended the Karyn Purvis Institute of Child Development at TCU and became certified as a Trust-Based Relational Intervention (TBRI) Practitioner.
