Naval Leadership and Ethics Command Dam Neck honored the legacy of warriors whose names continue to inspire generations of Sailors: Shields, Mayo, Kent, Frederick, Miller, Trinidad, Finn, Zilberman, and Monsoor.

This classroom dedication is not solely about remembering sacrifice — it is about recognizing the warrior mindset these Sailors embodied every day through courage, character, leadership, and selfless service.

Their stories serve as a reminder that being a warrior is not defined by rank, rate, background, or duty position. It is a mindset attainable by every Sailor who chooses to lead with integrity and purpose.

As NLEC continues its mission of strengthening Naval leadership and ethics across the Fleet, these names and faces will stand as enduring examples for future generations to learn from, honor, and emulate.

*****UPDATE TO RECENT REQUIREMENTS***

NLEC ELD DIRECTOR GUIDANCE:
Flexibility was granted to the mandatory prerequisite requirement in reference to OPNAVINST 53521.2C completion of Enlisted Joint PME I for ALDC enrolment.
-Sailors have until 1 July 2026 to complete EJPME I for ALDC enrolment.

-Starting 1 July 2026, if a Sailor has not completed EJPME I, they are ineligible to enroll into ALDC.

If you were notified by NLEC Dam Neck that ALDC classes were canceled, please disregard.
In-person ALDC classes will be held next week (12-15 May 2026) for eligible individuals.

CONGRATULATIONS to the 23-27MAR ILC class! NLEC Dam Neck sent three facilitators from their OLD/ELD cadre to conduct the ILC on Naval Station Rota, Spain!

Students came from as far as Naples, Italy to participate in the week long leadership training with diverse backgrounds in the medical community, limited duty officer community, and engineering duty officer community.

The Capstone Speaker for the course, CAPT Charles “Chimmy” Chmielak, Commanding Officer, Naval Station Rota, provided valuable insight to the students on leading through crisis, critical decision making, and warfighter readiness. The students also had the added bonus of a second guest speaker, CAPT Mike Mercado, Commanding Officer, USNMRTC Rota, leading a discussion on the merits of competence vs character.

NLEC is making a huge impact leaving a legacy of future leaders and top tier Sailors in the world’s finest Navy.

In accordance with the release of OPNAVINST 5351.2C, Naval Leadership and Ethics Command Dam Neck will institute and adhere to the new Enlisted Leader Development (ELD) enrollment/attendance requirements beginning Monday 4 May 2026:

E5- Six months Time In Rate (TIR)
E6- Six months TIR AND completion of Enlisted Joint Professional Military Education I (EJPME I)
E7- One year from completion of Chief Petty Officer Initiation (CPOI)

Six months time-in-grade as an E-5 and E-6 is required prior to eligibility to attend Intermediate Leader Development Course (ILDC)/Advanced Leader Development Course (ALDC). Mandatory for E-6 Sailors to enroll in ALDC is a prerequisite for completion of EJPME I (EJPME-US001).

For E-7 Sailors, minimum of one year after the completion of CPOI is required prior to attendance. In short, if they are a first year Chief Petty Officer, they cannot attend Chief Petty Officer Leader Development Course.

NLEC Dam Neck announces ELD seat availability for the month of April in the courses listed below. Seat availability must be confirmed through CANTRAC and reserved in eNTRS. Commands without CANTRAC/eNTRS access, may send students to attend available classes on a first come/first served, walk-in basis. Students without eNTRS reservations (walk-ins) will receive a seat in a class if they are available.

Please Note:
For walk-in students, report to NAS Oceana Dam Neck Annex, Walker Hall Bldg. 199 located at 1905 Regulus Avenue Virginia Beach, VA 23454 at 0700 (Mondays: for CPO C-NLDF/C-NLDF/CPOLDC/ALDC courses only) and 0700 (Tuesdays: for ILDC/FLDC courses only).
Classes begin promptly at 0800. Late arrivals will be returned to their commands at 0815 and marked as a Missed Training Opportunity (MTO).
Gate traffic is unpredictable, so please plan accordingly (expect to wait in line up to an hour to enter the base) No matter what the navigation apps state, there is only one gate entrance to enter the base and that is from Dam Neck Road. If using Google maps, enter 'Dam Neck Naval Base Main Gate' and the app will direct students to the correct gate.
Course hours: 0800-1600
Uniform of the Day is required for attendance

If you can not secure a seat through CANTRAC, we do accept walk-ins on a first come-first served basis as long as a seat remains open.
