This individual will perform financial, attestation, and performances audits of City programs, activities, and functions under the direction of the City Auditor. Applicants should be self-motivated, energetic, and an expert communicator.

We are pleased to announce the addition of Stephen Volgyi to our audit team. Stephen earned a Bachelor of Arts from Virginia Military Institute and has also earned a Masters in Accounting and a Masters in Business Administration from Grand Canyon University. A Special Session of the Virginia Beach City Council has been called for Wednesday November 13th at 6:00 PM. At this meeting Hillard Heintze, the independent review firm, will present to City Council the results of their review into the May 31 tragedy.
Following the Special Session a Question/Answer session will be held with the media. Also, family members will be able to ask Hillard Heintze questions in a separate private location.

Below is the list of the 15 firms who submitted a proposal to conduct an Independent Review of the May 31 Tragedy. One of these firms will be selected upon final review of all the bids. A Notice of an Intent to Award will be issued by close of business tomorrow Wednesday July 17, 2019.
A message from the City Auditor regarding the Independent Investigation:
On Tuesday July 2, 2019 the Virginia Beach City Council unanimously passed a resolution directing the City Auditor to engage an independent consultant to conduct an independent review of the May 31, 2019 tragedy. The scope of the review to be performed by the independent consultant will include: creation of a timeline of events; a review of the perpetrator’s employment history and workplace interactions; and a review of relevant city policies, procedures and practices, including, without limitation, those related to facility security, prevention of workplace violence, and employee alerting and response to active shooter notifications.
Upon the completion of the review the firm will submit a written report to the City Council and present the findings of the review to the City Council. The report should include recommendations as to best practices that should be employed by the City.
The City Council seeks to start this review as quickly as possible. Thus the deadline for submitting a proposal is Friday July 12, 2019 at 4:00 PM EST. All other details, including the City Council resolution, are included in the Request for Proposal which can be found at www.vbgov.com/cityauditor.
Note: To ensure there is not any conflict in appearance or fact the following language is included in the proposal: “Offeror shall identify any City contractual relationships, business before the City. The intent is to not award a business with any existing or previous relationships with the City.”
As the City Auditor, I will be the liaison for this proposal and subsequent resulting contract. This includes preparing the RFP, reviewing the proposals, selecting the independent consultant, processing payments to the consultant, and ensuring the consultant has access to documents, records, and people to ensure a timely and thorough review. I will NOT be involved in the actual review or have any influence in the outcome of the review. My role is to be the liaison and provide oversight of the contract and will not be a part of the review team.
