This is a reminder for all Navy Personnel to remember to ensure that their contact information is current in the Navy Family Accountability and Assessment System (NFAAS). It is imperative as the Navy uses NFAAS to assess, manage, and monitor the recovery process for personnel and their families if they are affected and/or scattered by a wide-spread catastrophic event. NFAAS provides valuable information to all levels of the Navy chain of command, allowing commanders to make strategic decisions which facilitate a return to stability.

A Presidential Memorandum was issued to temporarily defer Social Security tax withholdings through the end of 2020.

What does this mean for us? Most service members will see what seems like “extra money” in the coming months, but we are going to have to pay that back. Collection of deferred taxes will be taken from wages between January 1 and April 30, 2021. Military members and civilian employees are not eligible to opt-out of this, which means we all need to have a game plan.

New Rules for Sailors Seeking Naturalization

NAVADMIN 246/20

VACATED MINIMUM SERVICE REQUIREMENTS FOR SAILORS SEEKING O-6 OR HIGHER CERTIFICATION OF HONORABLE SERVICE THROUGH SUBMISSION OF UNITED STATES CITIZENSHIP AND IMMIGRATION SERVICES (FORM N-426) AS PART OF THE NATURALIZATION PROCESS//

1. This NAVADMIN announces the minimum service requirements
(MSR) for Sailors seeking O-6 or higher certification of honorable
service through submission of United States Citizenship and
Immigration Services (USCIS) Form N-426 (Request for Certification
of Military or Naval Service) as part of the naturalization process
have been vacated as directed by reference (a). Accordingly, the
MSRs in reference(c), and as restated in references (d) and (f),
requiring completion of 180 days of continuous Active Duty service
or 1 good year towards regular retirement in the case of members of
the selected reserves prior to submitting USCIS Form N-426 are
suspended in line with reference (b).

2. All other portions of reference (d) with regard to expeditious
processing of USCIS Form N-426 by the first O-6 or higher in the
permanent or temporary duty chain of command remain in effect. The
first O-6 in the Sailors temporary or permanent chain of command
must process any USCIS Form N-426 within 30 days of submission.
Certification of service requires only an honest assessment of the
actual character of the military service of the Sailor as being
honorable, without regard to whether security vetting is complete at
the time of the certification.

3. In line with reference (g), active duty and reserve members who
have served honorably for any period of time are currently eligible
for expedited naturalization processing by submitting USCIS Form N-
426 for certification by their respective military service.

4. Commands shall ensure members who are not U.S. citizens are
aware of the new policy with regards to obtaining USCIS Form N-426
honorable service certification. Questions concerning USCIS Form N-
426 certification requirements should be directed to the command
legal officer or nearest Region Legal Service Office region
citizenship program manager. References (a) and (e) may be found at

5. The Legal Assistance Division, Office of the Judge Advocate
General (Code 16) retains oversight responsibility for the U.S. Navy
Naturalization Program. Advice and assistance regarding

SUBJ/FLEXIBILITY FOR FISCAL YEAR 2020 SEXUAL ASSAULT PREVENTION RESPONSE AND
SUICIDE PREVENTION GENERAL MILITARY TRAINING REQUIREMENTS.//

RMKS/1. This NAVADMIN announces flexibility in Fiscal Year 2020 Sexual
Assault Prevention and Response (SAPR) and Suicide Prevention trainings.
Both of these trainings are essential contributions to Navy Readiness and the
Culture of Excellence. Even with constraints of the current pandemic and
limited opportunities to gather in groups for training evolutions, these two
subjects still remain especially critical to the overall health of the Fleet.

2. The safety of our personnel remains paramount. The recommended method of
delivery for SAPR and Suicide Prevention annual training is via face-to-face,
small group facilitated discussions with social distance measures applied.
While this remains the most effective lesson delivery method, this NAVADMIN
authorizes Commanding Officers to adapt or modify fiscal year 2020 SAPR and
Suicide Prevention General Military Training (GMT) delivery methods
consistent with coronavirus mitigation procedures and operational commitments
to meet these training requirements. If in-person/face-to-face delivery is
not feasible, the preferred alternative is facilitated small group training
via teleconference, Defense Collaboration Services, or Commercial Virtual
Remote Microsoft Teams. SAPR and Suicide Prevention training is not
authorized for facilitation through non-Department of Defense approved
collaborative technology (e.g. Facebook, Zoom, etc.). During this pandemic
environment, facilitated small group training using approved video
conferencing technology is considered *face-to-face,* fully meeting these
training requirements. Senior commanders have the authority to issue
guidance that is more restrictive to their subordinate commands.

3. Current SAPR and Suicide Prevention training materials are not designed
for individual/self-study training. As such, using methods other than
facilitated, small group sessions will be challenging.
Feedback, lessons learned or recommendations for more effective training
delivery is encouraged.
a. SAPR training materials are located on MyNavy Portal at
https://www.mnp.navy.mil/group/general-skills-training/gmt (high bandwidth
mode and Common Access Card authentication are required).
All SAPR training materials are For Official Use Only. SAPR training
material shall not be loaded onto publicly accessible websites (i.e. YouTube,
Facebook, etc.). Additionally, the following disclaimer should be added at
the beginning of each SAPR training session that is not conducted in person:
*We understand that participating in SAPR training can be difficult. If
you need advocacy support at any time, please contact the on-call Sexual
Assault Response Coordinator or Victims Advocate
(SARC/VA) at [please insert contact information for the local SARC/VA] or the
Department of Defense Safe helpline at www.safehelpline.org or 877-995-5247.*
b. Link to the Suicide Prevention training materials is located at
https://www.mnp.navy.mil/group/general-skills-training/gmt.
Under the Suicide Prevention section, click the web training icon to be
redirected to BUPERS NPC to download associated training materials.
