Wish Upon A Star is a non profit, law enforcement effort designed to grant the wishes of children afflicted with high-risk and life-threatening illnesses. Our services are available to children within the state of California, ages 3 through 18 years. Since 1982, Wish Upon A Star has granted over 2,000 wishes in our 30+ years of service. We believe that the granting of a wish is “medicine for the s

pirit” and the happiness these children experience can be so profound as to actually transcend the illness, allowing them a physical improvement that is often substantiated by medical tests. While such an improvement is temporary, it does demonstrate that the human spirit, given a chance, can soar. As for the parents of these children, people who have been under great emotional and financial stress, the opportunity to join with their child in enjoying the happiness of these moments is a priceless gift in itself. To best preserve this “medicine for the spirit” we feel directed to grant wishes in a quiet manner, without fanfare or publicity. We believe this philosophy best serves our families, safeguarding them from intrusions that might prove exploitative or damaging to their climate of hope. Most often children are referred to our program by medical staff working in the major Children’s and University Hospitals. A statewide network of law enforcement personnel and community volunteers allows Wish Upon A Star to operate quickly, regardless of a child’s location or circumstance. It also allows us to work efficiently, with one central office and a bare minimum of paid staff.

Chief Jason Salazar announces the promotion of Agent Bill Diltz to the position of Sergeant.Bill began his employment with the Visalia Police Department in 2002. Prior to his employment with the Visalia Police Department, Bill was employed with the Tulare County Sheriff’s Office for over five years.

During his employment with the Visalia Police Department, Bill has been assigned to the Patrol Bureau and the Field Training Unit. He has also served as a member of the Department’s Rapid Response Team and as a Weaponless Defense Instructor.

In 2007, Bill was promoted to Agent and transferred to the Violent Crimes Unit. He worked in that assignment until 2011when he was transferred to District One Patrol. As the Patrol Agent, Bill has supervised shifts, delegated COPPS assignments, as well as assisted in implementing the Trespass Enforcement Program.

Bill currently supervises the Commercial Policing Unit and the Crime Prevention Unit. He is also the Vice President of California Law Enforcement’s Wish Upon A Star and active with Redwood Band Boosters.

Bill has an Associate of Science Degree in Criminal Justice from the College of the Sequoias and a Bachelor of Science Degree from California State University - Sacramento.

Bill’s promotion will be effective Saturday, March 5, 2016.

Thoughts and prayers are always with our brave first responders.

The Tulare County Sheriff’s Office and hundreds of law enforcement officers from around the state remembered fallen Deputy Scott Ballantyne Monday during his funeral and graveside services.

He and Sheriff’s Pilot James Chavez were killed Feb. 10 when Sheriff One crashed near Springville.

Speakers at the funeral Monday included California Attorney General Kamala Harris, Sheriff Mike Boudreaux, Sgt. Michele Price and Deputy Tracy Mellow.

Sheriff Boudreaux said he is thankful for the men and women who put their lives on the line every day for the safety of others. In tribute to both Scott and James, the aviation program at the Tulare County Sheriff’s Office will continue.

“We honor Scott by healing and becoming stronger and never forgetting this day,” Sheriff Boudreaux said.
