Community leaders, partners, and project teams gathered to celebrate the ribbon cutting of the new International Agri‑Center Interchange on State Route 99 — a project years in the making and built to keep the region moving forward.
This $79.9 million improvement was made possible through a powerful collaboration between Caltrans, TCAG, the Finish the 99 Coalition, and local partners, with significant support from Measure R, Tulare County’s transportation sales tax that helps repair and improve our roads.
The new interchange will:
• Reduce congestion and improve traffic flow on SR‑99
• Enhance east‑west movement of freight and goods
• Support economic growth tied to Tulare’s agricultural industry
• Cut emissions by reducing delays and idle time
• Improve access to local roads and the International Agri‑Center
A huge thank‑you to all the agencies, local leaders, and construction teams who helped bring this transformative project to life. This interchange is more than an improvement — it’s an investment in our economic growth. 🚧🌱🚗

TULARE COUNTY: Northbound State Route 99 is currently reduced to 1 lane at Avenue 152 in Tipton due to a spilled load of asphalt in the roadway. Traffic backed up to Poplar Avenue. Expect delays through the area. No ETO at this time.

The Department of Transportation (Caltrans), in cooperation with Granite Construction, announces a long-term closure of the northbound State Route 99 loop on-ramp at Caldwell Avenue in Tulare County, as part of construction operations in advance of the Caldwell Avenue Interchange Project.

The following is now in effect:

• The northbound State Route 99 loop on-ramp from Caldwell Avenue is now closed.
o A temporary on-ramp to northbound SR 99 is available to traffic utilizing Drive 85B on the north side of Caldwell Avenue.
o This configuration is expected to be in effect for through late 2028 following the completion of the new on-ramp as part of the Caldwell Avenue Interchange Project.
