𝐏𝐮𝐛𝐥𝐢𝐜 𝐢𝐧𝐩𝐮𝐭 𝐬𝐨𝐮𝐠𝐡𝐭 𝐨𝐧 𝐌𝐚𝐮𝐢 𝐭𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭𝐚𝐭𝐢𝐨𝐧 𝐩𝐫𝐨𝐣𝐞𝐜𝐭𝐬, 𝐢𝐧𝐜𝐥𝐮𝐝𝐢𝐧𝐠 𝐫𝐞𝐭𝐮𝐫𝐧 𝐨𝐟 𝐋𝐚𝐡𝐚𝐢𝐧𝐚 𝐁𝐲𝐩𝐚𝐬𝐬 𝐏𝐫𝐨𝐣𝐞𝐜𝐭
WAILUKU, Hawaii — The Maui Metropolitan Planning Organization is seeking public review and comment on Revision #5 to the Federal Fiscal Year 2025-2028 Transportation Improvement Program, including the return of the Lahaina Bypass project and several new transportation improvements proposed for Maui.

The TIP serves as Maui's short-range transportation planning document and identifies transportation projects eligible for federal funding.

Updates to funding and schedules for all active projects are identified in an earlier version of the document under TIP Revision #4. The proposed Revision #5 is characterized by the addition of new projects that support safety, resiliency, mobility and multimodal transportation across the island. Both versions are available at mauimpo.org.

Among the proposed changes reflected in Revision #5 is the reintroduction of the Lahaina Bypass project to the TIP. The estimated total project cost has increased from $70 million to $200 million and the project has been updated with new potential funding sources accordingly.

Additional proposed updates include:

• Addition of a new Bicycle and Pedestrian Program for Maui, including bike lane improvements on Main Street and Puʻunēnē Street, as well as sidewalk improvements on Puʻunēnē Street and Kula Highway.
• Addition of the Hāna Highway (Route 360) Kupukoi Stream Bridge Rehabilitation project.
• Addition of the Hāna Highway (Route 360) Honomanu Bridge Replacement project, located east of Kaumahina State Wayside Park.

The FFY 2025-2028 TIP includes investments in transportation infrastructure, transit, safety, bicycle and pedestrian facilities and roadway resiliency projects that support the goals of the Hele Mai Maui Long-Range Transportation Plan.

As the transportation planning agency for Maui, Maui MPO encourages residents, businesses, community organizations and stakeholders to review the proposed Revision #5 and submit comments using the form on mauimpo.org, or via email at [email protected].

Despite challenging weather conditions including strong winds and rain, the 2026 Maui Ride of Silence brought together riders, community leaders, advocates, public agencies, and volunteers on Saturday, May 23, to honor cyclists lost on Maui’s roads and raise awareness for safer streets for all.

A day filled with gratitude, smiles, and new beginnings 🌺🚲

On April 11, the Maui Bicycling League brought together community, partners, and recipients to deliver 30 e-bikes to Maui fire survivors.

Each bike represents more than transportation — it represents:
- A path to work
- Support for families
- Improved health and well-being
- A step toward independence

With 362 applications, this program also highlighted a much greater need in our community — and the opportunity to continue this work.

Mahalo to our partners, funders, and volunteers who helped make this possible. This is a strong example of what can be achieved through collaboration — and a reminder of the work still ahead.

WAILUKU, Hawaiʻi — The Maui Metropolitan Planning Organization is pleased to announce the appointment of 𝐊𝐚𝐬𝐢𝐞 𝐌. 𝐀𝐩𝐨 𝐓𝐚𝐤𝐚𝐲𝐚𝐦𝐚 as its new Executive Director.

Apo Takayama brings nearly a decade of public service experience with the County of Maui Office of Council Services, where she served as Senior Legislative Analyst. In her role, she has worked extensively on legislative research, policy analysis, public engagement, strategic communications, and coordination with County departments and community stakeholders across Maui County.

Throughout her tenure with the County, Apo Takayama staffed numerous committees related to government relations, environmental sustainability, public transportation, climate action, infrastructure, planning, and resilience. She also contributed to key planning initiatives including the West Maui Community Plan update and the Maui Island Water Use and Development Plan update.

A Maui native and graduate of Kamehameha Schools Maui, Apo Takayama earned dual bachelor’s degrees in Sustainable Development and Psychology from Columbia University. She also holds a Master Certificate of Leadership from the National Association of Counties Professional Development Academy and has remained active in numerous community and leadership organizations throughout Hawaiʻi.

“I am honored and humbled to have been selected by the Policy Board for this impactful role and for the opportunity to serve alongside the incredible Maui MPO staff,” said Apo Takayama. “What matters most to me is Maui—its people, environment, and culture. As I work to advance positive, community-driven and mission-focused improvements for our island, those values will guide my decisions every day.”

As Executive Director, Apo Takayama will oversee the Maui MPO’s continuing, cooperative, and comprehensive transportation planning process for Maui County. The organization works collaboratively with federal, state, and county partners to guide transportation investments and planning efforts that support safe, efficient, sustainable, and accessible mobility for Maui residents and visitors.

The Maui MPO looks forward to continuing its work with the community and partner agencies under Apo Takayama’s leadership as Maui navigates evolving transportation needs, climate resilience challenges, and long-range planning initiatives.

Update Maui 5:59PM: Crew is almost done clearing Honoapiilani Highway near the tunnel. Traffic may be slow in the area as the road opens up.

Maui 5:45PM: Large rocks and debris blocking at least one lane on Honoapiilani Hwy. on the Lahaina side of the Olowalu Tunnel. A crew is on scene.

Maui MPO seeking new Executive Director
Application deadline is February 28, 2026

WAILUKU, Hawaii - The Maui Metropolitan Planning Organization is accepting applications for its Executive Director position.

The Executive Director is responsible for conducting and administering a multimodal 3-C (cooperative, continuing and comprehensive) Planning Process for the Maui Metropolitan Planning Area. The Executive Director is appointed by the Maui MPO Policy Board and is not a permanent or civil service position.

The Maui MPO is a federally mandated government agency assigned to the County of Maui Department of Transportation, under a partnership between the County and State to facilitate comprehensive planning for federally funded transportation systems on Maui.

The Maui MPO collects data and develops transportation plans for roadways, as well as pedestrian and bicycle routes, that are eligible for federal funding to repair, maintain and build transportation networks.

ICYMI: Earlier this month, four new all-electric buses began rolling out on Maui roads, with some used for driver training and others already in passenger service with Maui Bus. These zero-emission buses bring quieter rides, cleaner air, and a more modern transit experience for our community.
