Maui MPO

Maui MPO Maui MPO is the transportation planning agency for the island of Maui, coordinating the use of federal funding for roads, transit, bikeways and trails.

The Maui Metropolitan Planning Organization (Maui MPO) is a government agency formed per federal regulations in 2016 by the State of Hawaii and County of Maui to facilitate comprehensive planning for federally-funded or regionally significant transportation systems on the island of Maui. The MPO and its partner agencies develop plans and programs for a multimodal transportation system that facilit

ates the movement of people and goods. Maui MPO does not construct projects or implement these programs directly. With an expanding population and changing land uses, it is critically important to plan ahead for safe and efficient access for residents and visitors. According to the 2010 U.S. Census, the population of the “urbanized area” of Kahului, Wailuku and Pa‘ia exceeded 50,000 people. This triggered the formation of an MPO to act as a decision making agency and receive federal funds to carry out a continuing, cooperative and comprehensive planning process. The Maui MPO jurisdiction includes the island of Maui. The MPO leverages 80% of its annual budget through Federal planning grants from the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) to support its operation and planning program. The remaining 20% of funds come from the State of Hawaii Department of Transportation (HDOT) and County of Maui Department of Transportation (MDOT). Maui 5:45PM: Large rocks and debris blocking at least one lane on Honoapiilani Hwy. on the Lahaina side of the Olowalu Tunnel. A crew is on scene.

Maui MPO seeking new Executive Director
Application deadline is February 28, 2026

WAILUKU, Hawaii - The Maui Metropolitan Planning Organization is accepting applications for its Executive Director position.

The Executive Director is responsible for conducting and administering a multimodal 3-C (cooperative, continuing and comprehensive) Planning Process for the Maui Metropolitan Planning Area. The Executive Director is appointed by the Maui MPO Policy Board and is not a permanent or civil service position.

The Maui MPO is a federally mandated government agency assigned to the County of Maui Department of Transportation, under a partnership between the County and State to facilitate comprehensive planning for federally funded transportation systems on Maui.

The Maui MPO collects data and develops transportation plans for roadways, as well as pedestrian and bicycle routes, that are eligible for federal funding to repair, maintain and build transportation networks.

Applications for Maui MPO Executive Director can be submitted through Saturday, February 28, 2026. Find more information, visit mauimpo.org.

🚐 What do you think about microtransit for Maui?

Last month, the County of Maui Department of Transportation hosted a community meeting to explore microtransit as a potential public transportation option for Kula–Upcountry and Waiheʻe–Kahului.

Microtransit is an on-demand, shared ride service that uses smaller vehicles and technology to offer more flexible trips—designed to supplement or, in some cases, replace lower-ridership Maui Bus routes. The goal is to improve access, convenience, and efficiency while supporting the existing Maui Bus system.

: In the past, many mothers and caregivers traveling by plane have faced questioning, delays, or even harassment at TSA checkpoints when carrying expressed breast milk. Some were told breast milk wasn’t allowed under TSA’s 3-1-1 liquids rule, creating confusion, stress, and barriers for families simply trying to travel.

A newly signed law helps change that by affirming protections for parents and caregivers traveling with breast milk, recognizing it as a medical and caregiving necessity — not a typical liquid.

As transportation policies evolve, it’s important that they reflect the real needs of travelers and families. This is a step toward more inclusive and respectful travel experiences. 🌺

Public Works is restarting the planning phase for the ​Lower Honoapi‘ilani Road Complete Streets Project — a community-driven effort to make Lower Honoapiʻilani Road safer and more accessible for everyone.

This project focuses on slowing traffic, improving visibility, and creating safer spaces for people walking and biking, while balancing the needs of all who use the road.
