PUBLIC HEARING NOTICE
TENTATIVE FY 2026-2027 BUDGET OF THE VILLAGE OF WALDEN
PLEASE TAKE NOTICE that the public hearing on the tentative budget of the Village of
Walden for the fiscal year beginning June 1, 2026, will be held Wednesday, April 29, 2026 at
6:30PM at the Village Hall, 1 Municipal Square, Walden, New York, 12586, at which time and
place all interested persons will be given an opportunity to be heard. Copies of the tentative budget
are available for review in the Office of the Deputy Village Clerk and on the Village’s website.
The compensation proposed to be paid to each member of the Village Board is as follows:
Mayor $7,905.00
Trustees $6,375.00
The Village of Walden will make every effort to assure that the hearing is accessible to

INTRODUCTORY LOCAL LAW
TAX LEVY LIMIT OVERRIDE/2026-2027 FISCAL YEAR
PUBLIC NOTICE is hereby given that there has been introduced before the Board of
Trustees of the Village of Walden, New York, on April 7, 2026, a local law, titled “Tax Levy Limit
Override/2026-2027 Fiscal Year,” which local law would authorize the Village Board to adopt a
budget for the 2026-2027 fiscal year that requires a real property tax levy in excess of the limit
prescribed by State law.
A complete copy of the Introductory Local Law is available for inspection at the Deputy
Clerk’s office.
NOW, THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Board
of Trustees of the Village of Walden, New York, will hold a public hearing on the aforesaid Local
Law on April 29, 2026, at 6:30 P.M. or soon thereafter, at the Village Hall, 1 Municipal Square,
Walden, NY 12586, at which time all persons interested therein shall be heard.

Interim Village Manager

Village of Walden, Orange County, New York

Introduction

The Village of Walden, Orange County, New York, is soliciting proposals from qualified individuals or firms to serve as Interim Village Manager. The Village operates under the Article 15-A Village Manager form of government pursuant to New York State Village Law.

The Village seeks an experienced professional capable of providing steady leadership, operational continuity, and accountable administration during a transitional period.

Scope of Services

The Interim Village Manager will serve as the chief administrative officer of the Village and will be responsible for:

Overseeing daily municipal operations and department heads with an emphasis on consistency and efficiency
Implementing policies and directives of the Mayor and Board of Trustees in a transparent and accountable manner
Administering the Village budget, maintaining fiscal discipline, and ensuring accurate financial reporting
Supervising personnel and supporting professional standards across all departments
Ensuring compliance with all applicable laws, policies, and procedures
Advising the Board on operational, financial, and policy matters with clear and objective recommendations
Maintaining continuity of services and public confidence during the transition period
Qualifications

Candidates must demonstrate:

A minimum of a bachelor’s degree in public administration, business administration, or a related field (Master’s degree preferred)
Significant experience in municipal management or public administration
Strong working knowledge of New York State municipal law and finance
Proven ability to provide stable leadership in transitional or complex environments
Strong communication, organizational, and problem-solving skills
Demonstrated commitment to ethical governance and accountability
Term

The appointment shall be for a temporary term not to exceed six (6) months, or until a permanent Village Manager is appointed, unless extended by the Village Board.

Compensation

Compensation shall be commensurate with experience, with terms to be negotiated.

Conditions of Engagement

The Interim Village Manager is expected to devote full professional attention to the duties of the position during normal business hours. The selected candidate shall not engage in any other employment, hold elected or appointed public office, or participate in political activities that would conflict with, compromise, or interfere with the independent and impartial performance of Village Manager duties.

The selected candidate shall avoid any actual or perceived conflicts of interest and shall be expected to uphold the highest standards of professional integrity and public trust.

FOR IMMEDIATE RELEASE

Statement from the Mayor: supporting open and transparent government.

As Mayor and with the support of many board of trustees of the Village of Walden, I want to address recent developments involving Village Manager, John Revella, as well as inquiries received from the Orange County District Attorney’s office regarding Walden’s small cities loan program. First, we acknowledge that Mr. Revella is currently dealing with personal legal matters related to his private tax affairs. These matters are separate and unrelated to his official duties with the Village. At this time, no conclusions have been reached, and it is important to emphasize that any personnel action, including his paid administrative leave, is precautionary, while fact finding proceeds . This action should not be interpreted as finding of wrongdoing.

Separately, the Village has been served with a subpoena requesting records associated with the administration of small cities loans dating back to 2013. In recognition of the fact that the Village manager plays a central role in overseeing grants and loan programs ,the Board believed it both prudent and necessary to handle all related matters with heightened care and transparency during this time. To that end, the Village is fully cooperating with the state and local agencies and taking appropriate steps to review internal processes and ensure full compliance with all applicable laws and regulations.

The Mayor and the Board of Trustees remain committed to upholding the oath of office we have taken to serve the residents and businesses of the village of Walden with integrity, accountability, and transparency. We are working diligently to respond to all requests, support the ongoing review process, and ensure that the Village operations continue without disruption.
We understand that this is a challenging time for our employees and our community. We ask for your patience and support as we work through these matters responsibly and thoroughly. Our goal is to resolve these issues as efficiently as possible so we can continue focusing on the priorities that matter most to our residents and maintaining the quality of life that makes the Village of Walden a great place to live, work and enjoy

Village Clerk Position- Full Time
Village of Walden, New York

1. Introduction
The Village of Walden, located in Orange County, New York, is seeking a qualified individual for appointment to the position of Village Clerk. This is a key administrative role responsible for maintaining the integrity of Village records and supporting the effective operation of municipal government.

2. Position Summary
The Village Clerk serves as the official custodian of all Village records and is responsible for administering statutory and administrative functions in accordance with New York State law. The position requires a high level of professionalism, confidentiality, and organizational expertise.

3. Minimum Qualifications
Applicants must meet the following criteria:
Must be a resident of Orange County, New York at the time of appointment and maintain such residency throughout the term of service
High school diploma or equivalent required; higher education preferred
Demonstrated experience in municipal administration, records management, or a related field preferred
Working knowledge of New York State Municipal Law and the Freedom of Information Law (FOIL) preferred
Strong organizational, communication, and computer skills including Microsoft 365.

4. Scope of Responsibilities
The Village Clerk shall:
Maintain custody of all official Village records, documents, and minutes
Attend all meetings of the Village Board of Trustees and accurately record proceedings
Administer and respond to FOIL requests in compliance with New York State law
Issue licenses, permits, and official notices as required
Serve as Records Management Officer (RMO), if designated
Provide administrative support to the Mayor and Board of Trustees
Perform such other duties as may be assigned by the Village Board.

5. Term and Compensation
Term: Under NYS Law, Village Clerks are appointed for two (2) years terms, commencing the first Monday in April and the Village Clerk may be reappointed for subsequent two year terms. The current two-year term for the Village Clerk position ends April 3, 2028.
Compensation: Commensurate with experience
