I was honored to present SCR 133 recognizing Down Syndrome Awareness Month and Day in California.

It is crucial for us to recognize that individuals with Down syndrome make valuable contributions to society. They attend school, pursue careers, make decisions that affect them, and build meaningful relationships.

We must not only acknowledge these contributions but also ensure that our support systems evolve to meet their needs. Every person, regardless of their genetic makeup, deserves to live with dignity, autonomy and access to the resources that empower them to thrive.

We must uplift the families and communities that support individuals with Down syndrome. Today, we honor their dedication, resilience, and their unwavering belief in the potential of their loved ones.

As a point of personal privilege, I’d also like to recognize someone very dear to me, my sister Shari who lives with Down syndrome. Shari has brought so much love, light, and joy to my family and her community.

Having someone in your life who is a member of the Down Syndrome or I/DD community is a blessing—you begin to see how we are all similar, instead of how we are different.

Thank you to the incredible folks from the Down Syndrome Connection of the Bay Area who joined us in Sacramento to recognize this important day.

Today I was honored to recognize Susan Hildreth as Senate District 9's 2026 Woman of the Year!

Susan Hildreth is a retired librarian, administrator and educator. Hildreth worked in California public libraries and was previously appointed State Librarian of California by Governor Schwarzenegger. As state librarian, she oversaw a $350 million public library construction bond program as well as a $128 million cultural facilities bond program.

In 2011 she was appointed by President Obama to serve as director of the Institute of Museum and Library Services. While there, she worked closely with the Federal Communications Commission and other federal agencies to ensure availability of broadband capacity and digital literacy nationwide, specifically focusing on underserved populations.

She is an inductee of California's Library Hall of Fame, and continues to serve as a member of the Contra Costa County Library Commission. Senate District 9 is proud to call Susan Hildreth our own, and to be a beneficiary of her advocacy and passions.

Today I presented Senate Concurrent Resolution 120, which designates the first week of March as National Consumer Protection Week, and March 5th as Slam the Scam Day.

I was honored to welcome on the Senate Floor representatives of the Pleasant Hill Police Department, City of Pleasant Hill - Government, and the United States Secret Service who worked together to seek justice and resolution for a 70-year-old Pleasant Hill resident who lost $350,000 to a cryptocurrency investment scam.

For more than three years, Detective Vuong of PHPD worked the case, and at the end of last year, was able to return the victim's stolen life savings to her and her family.

I want to publicly commend the Pleasant Hill Police Department, the United States Secret Service, and especially Detective Steven Vuong, for their outstanding work on this case. This is a powerful example of how skilled law enforcement, working together, can fight back against sophisticated financial crimes and deliver real justice for victims.

February is an important opportunity for acknowledgement, remembrance, and celebration of the achievements, experiences, and culture of Black individuals. During Black History Month, it’s important that we recognize that Black History is American History.

Previously, I was proud to support the East Bay Regional Park District in renaming the new regional park at the former Concord Naval Weapons Station “Thurgood Marshall Regional Park – Home of the Port Chicago 50.” This park naming is meaningful both because this is the first regional park in Contra Costa County to be named after a Black person, and due to the history it’s honoring.

The largest home front disaster of World War II tragically occurred right here in our county at Port Chicago. On July 17, 1944, a massive explosion occurred when sailors and servicemen were loading heavy munitions onto a cargo vessel, killing more than 300 men. Over 200 of those killed were African American, as the military was racially segregated at the time. In the aftermath of the disaster, servicemen at the port protested the unsafe working conditions they were placed under and refused to load more munitions until safer conditions and trainings were established. The Navy retaliated by convicting 50 of the protestors, known now as the Port Chicago 50, of mutiny and sentencing them to 15 years in prison and hard labor.

Thurgood Marshall, who was at the time the chief counsel of the National Association for the Advancement of Colored People (NAACP), appealed the convictions of the Port Chicago 50. Marshall’s arguments in the trial and advocacy on behalf of the Port Chicago 50—who were eventually freed after the war—ultimately led to the desegregation of the military, a historic step towards racial justice for our country. Years later in 1967 Thurgood Marshall would become the first African American to be confirmed as a Supreme Court Justice.

It’s important that we remember the men who tragically died at Port Chicago, the righteous stance against unfair treatment that the surviving servicemen took, and how these events and Thurgood Marshall’s arguments led to real change. I was proud to support the East Bay Regional Park District and Congressman DeSaulnier’s $10 million request to help fund a planned visitor center featuring the historic events associated with the Port Chicago Naval Magazine National Memorial. While the opening of the new Thurgood Marshall Park – Home of the Port Chicago 50 is still several years away, my hope is that when opened, our community will visit, learn more about those the park is honoring, and reflect on how we can continue to make our communities a better and more just place for all.
