Army Continuing Education Division (ACED) approved eligibility for Historical Tuition Assistance Requests (HTARs) under the One Big Beautiful Bill Act (OBBBA) for courses that started between October 1 and October 30, 2025, which were impacted by the government shutdown furlough. FRAGOs were sent out with more information. Contact the DTA Ed center if you have more questions. Also, if you have a class that began the first week of November (Nov 3 – Nov 7) please submit a HTAR using the same. Not all courses in November qualify, it’s a case-by-case basis.

Due to Congress not passing a budget or a Continuing Resolution (CR) before 1 October 2025, all approved FY26 Tuition Assistance (TA) and Credentialing Assistance (CA) requests will be cancelled the day prior.

Beginning 30 September 2025 at 2359 UTC (1959 Eastern Time), ACCESS will cancel TA/CA requests for courses with 1 October 2025 start dates. Daily cancellations will continue throughout the duration of the government shutdown. Once Congress passes a budget or CR and it is signed by the President, processing will resume.

Key Information to Know:

Only TA/CA requests with start dates during the shutdown will be cancelled.

No TA/CA funding will be processed during the shutdown, and no new requests can be submitted for future dates.

Cancelled requests will not be recreated, and retroactive CA funding is not authorized.

Soldiers must coordinate with their academic institution or Education Center to determine whether to withdraw or pay out-of-pocket.

CA requests must be resubmitted within established timelines (no later than 90 days before the course/exam date).

The case of James R. Rudisill v. Denis R. McDonough, Secretary of Veterans Affairs, was presented to the Supreme Court of the United States (SCOTUS) on November 8, 2023. The Petitioner's brief, along with supporting "AMICI CURIAE," was submitted for consideration. The Military Times, as reported by Leo Shane III, provided excerpts from the proceedings.

During the hearing, Justice Ketanji Brown Jackson expressed skepticism regarding the limitation of benefits to 36 months for individuals who have previously utilized certain benefits. She questioned the arbitrary nature of such restrictions. However, Justice Clarence Thomas challenged this perspective, suggesting that accessing both programs may conflict with various limitations imposed by Congress over the years.

The Supreme Court is expected to deliver a final ruling on the case in 2024. The decision may pertain solely to Rudisill's case or have broader implications, potentially affecting most military members who have served in the past 22 years.

It is important to note that if soldiers have utilized a portion of their Montgomery GI Bill, Active Duty (MGIB-AD), Chapter 30, without fully exhausting it, and they are eligible for the Post-9/11, Chapter 33 benefit and wish to transfer to it, the Department of Veterans Affairs (VA) will not provide full entitlement for the *48 months. Instead, they will only receive eligibility for the remaining MGIB-AD benefit that can be transferred. For example, if a soldier has used 10 months of MGIB-AD, they will have 26 months remaining, resulting in a total of 26 months of Post-9/11 benefit. Consequently, the soldier not only loses access to the additional 12 months of benefit but also does not receive compensation for the 10 months they have already utilized.

*All Veterans are eligible of up 48 months of GI Bill benefits and can qualify with the combination of more than one benefit. Except in the case of the transfer from MGIB-AD to Post-9/11. To illustrate further, consider a scenario where a soldier has only 3 days of benefit remaining. When they transfer to the Post-9/11 program, they will only receive those 3 days without access to the additional 12 months of benefit.

This issue raises concerns about the fairness and completeness of benefits provided to military personnel, highlighting the potential impact on their overall entitlements.

ACCESS will cancel pending CA Requests starting on 20 October 2023 at 2359 UTC (1959 EDT) for 21 October 2023 start dates during the government shutdown. These daily cancellations will continue until either a Budget or a Continuing Resolution is approved by Congress and signed by the President. More guidance will be provided on CA Request start dates after the government returns to work.

Civilian SF182s: SF 182s that currently exist in ArmyIgnitED for Army Civilians will be disapproved if funds are not available at the start date of training. Do NOT create/submit SF 182s without prior approval from your Career Field Training Officer.

Cadet Payment Requests: Cadet CPRs can continue to be submitted however; they will not be processed for payment until after the government shutdown has ended. Once government shutdown has concluded you will receive your direct payments for R/B and university T/F payments.

Purpose. The purpose of this message is to provide a common understanding of the current situation
related to the potential government shutdown and impacts on TA and CA. This message is based on our
best information at this point and will be followed by more information as it becomes available.
ACCESS is also communicating with Academic Institutions and Vendors about the impacts of the
potential government shutdown.
1. Tuition Assistance
a. If Congress does not pass a Budget or Continuing Resolution before 1 October 2023, approved FY24
Tuition Assistance (TA) Requests may be cancelled. ACCESS will cancel TA Requests starting on 30
September 2023 at 2359 GMT (1959 EDT) for 1 October 2023 term start dates and will continue daily
cancellations throughout the government shutdown. These daily cancellations will continue until
either a Budget or a Continuing Resolution is approved by Congress and signed by the President.
• Soldiers whose TA Requests were cancelled due to the government shutdown will receive a message
in ArmyIgnitED.

• Soldiers whose TA Requests were cancelled due to the government shutdown must submit a new TA
Request for a future term date.

• There will be no historical TA requests created for courses with term start dates during the
shutdown.

• Soldiers should review the “Conditions” section on their TA Request and understand the terms of
this agreement to include the following statement, “I understand that TA for courses starting in
the next fiscal year is conditional until the receipt of the TA funds.” Without a Budget or
Continuing Resolution, the Army will not receive TA funding.

• Soldiers should work with their academic institution or local Army Education Center (if
available during the shutdown) to make an informed decision on whether to withdraw from courses
during the government shutdown or remain enrolled and assume the risk of self-pay.

• Soldiers who attend courses during the government shutdown will be responsible for costs
incurred with their Academic Institution.

2. Credentialing Assistance
a. If Congress does not pass a Budget or Continuing Resolution before 1 October 2023, pending FY24
Credentialing Assistance (CA) Requests may be cancelled. ACCESS will cancel

pending CA Requests starting on 20 October 2023 at 2359 GMT (1959 EDT) for 21 October 2023 start
dates during the government shutdown. These daily cancellations will continue until either a Budget
or a Continuing Resolution is approved by Congress and signed by the President. More guidance will
be provided on CA Request start dates after the government returns to work.
• Soldiers whose CA Requests were cancelled due to the government shutdown will be informed via
ArmyIgnitED messaging.

• Soldiers whose CA Requests were cancelled due to the government shutdown must submit a new CA
Request. CA requests must be submitted not earlier than 45 days, but not later than 90 days, prior
to the start date of either the course or the exam.

• Soldiers whose CA Requests were cancelled due to the government shutdown will not be able to get
retroactive CA to pay for courses or exams that started during the government shutdown.

• Soldiers FY funding limit will be automatically reset to reflect total allowable amount
remaining after cancellation.

• Soldiers should contact the Army CA Virtual Counseling Cell for guidance or assistance at:

3. What to tell Soldiers. The Army is only cancelling TA and CA requests with start dates that fall
within the actual shutdown dates. TA and CA requests with start dates after the shutdown ends
should not be impacted by the shutdown. The Army is also communicating with Academic Institutions
and Vendors about the impacts of the potential government shutdown. The government shutdown causes
a lapse in Army funding that ultimately leads to a lapse in federal TA and CA funding. If the
shutdown occurs, Soldiers with approved FY24 TA requests or pending FY24 CA requests should monitor
their ArmyIgnitED accounts for updates.
4. This message should be shared with Education Services Officers and other Education Services
personnel.
